I should like to make an announcement with regard to Article 19 of the Charter. Members will recall that at the 1st plenary meeting of this session it was announced that two Members were in arrears in the payment of their financial contributions to the United Nations within the terms of Article 19 of the Charter. 2. I have been informed in a letter from the Secretary-General that a remittance in the necessary amount has been received from one of those Members. The letter from the Secretary-General has been circulated in document A/31/'219/Add.1. Payment of the necessary amount by the other Member is expected shortly.

Before calling to order the meeting of the First Committee, I should like to state that we have reached agreement with regard to the choice of the Chairmen of all the Committees except the Fourth and the Sixth Committees. No nominations are forthcoming with regard to the Fourth, and there are two nominations with regard to the Sixth. 4. We had a special problem with regard to the Chairman 0'£ the Second Committee, but thanks to the co-operation of the African group of States that problem has been solved. I should like to express my deep appreciation to the Chairman of the Council ofMinisters of the Organization of African Unity, the Chairman of the African group of States and the Secretary-General of the Organization of African Unity, whom I consulted on the matter and who helped us to arrive at this understanding.
