53.  Effects of atomic radiation: report of the United Nations Scientific Committee on the Effects of Atomic Radiation REPORT OF THE SPECIAL POLITICAL COMMITTEE (A/33/334) 1. Mr. MUBAREZ (Yemen), Rapporteur of the Special Political Committee: I have the honour to present to the General Assembly this morning the report of the Special Political Committee relating to item 53 of the agenda. The Committee examined this question in the course of two meetings, held on 11 and 12 October, and heard 16 speakers in its debate. At the Committee's 4th meeting the representative of the Federal Republic of Germany in- troduced a draft resolution on this item, which was later orally revised in ~ccordance with a suggestion put forward by the representative of·Mexico on behalf of the sponsors. Eventually the draft resolution was sponsored by 23 delegations representing all the regional groups. The draft resolution that the Committee recommends appears in paragrap1.l8 of the Committee's report [A/33/334J. It was adopted without a vote, and I commend this draft resolution to the General Assembly for adoption. Pursuant to rule 66 of the rules of procedure, it was decided not to discuss the report of the Special Political Committee.

The Special Pclitical Committee adopted the draft resolution without a vote. May I take it that the Assembly adopts the draft resolution? The draft resolution was adopted (resolution 33/5).

72.  Policies and programmes relating to youth: reports of the Sea"etary-General REPORT OF THE TI-IIRD COMMITTEE (A/33/314) 3. Miss RICHTER (Argentina), Rapporteur of the Third Committee (interpretation from Spanish): Item 72 was considered first by the Third Committee, as there was a desire among delegations not to delay its work unduly because the documents necessary for dealing with other items that formerly had had greater priority were not available. This also took into account paragraph 4 of resolution 32/134 adopted in 1977. 4. In paragraph 21 of the report [A/33/314] that I have the honour to introduce to the Gf'":era1 Assembly, the Third Committee recommends to the General Assembly three draft resolutions. 5. Draft resolution I deals with channels of communica- tion with youth and youth organizations and was adopted without a vote. 6. Draft resolution 11 deals with the International Youth Year and was also adopted without a vote. 7. With regard to those two draft resolutions, which provide for further consideration of the problems of youth at the next session of the General Assembly in 1979, the Committee's attention was drawn to paragraph 21 of annex V to the rules of procedure of the General Assembly, while at the same time it was recognized that the individuality of each item should be preserved. 8. Draft resolution III deals with physical education and sports exchanges among young people and it, too, was adopted without a vote. Pursuant to rule 66 of the rules of procedure, it was decided not to discuss the report of the Third Committee.

I should like cordially to thank all delegations for having adopted draft resolution 11 on the International Youth Year without a vote and for the efforts made to achieve 'this result, which I look upon as the result of broadly based consultations and as an illustration of the constructive spirit that prevailed in our work. It represents support of great value, both political and practical, for the proclamation of the International Youth Year. It is to be hoped that this will be an auspicious precedent for the future consideration of the problems of youth in our contemporary world.

3.  Credentials of representatives to the thirty-third session of the General Assembly :· (h) First Report of the Credentials Committee

The General Assembly will now take a decision on the draft resolution entitled "Credentials of representatives to the thirty-third session of the General Assembly", which has been recommended by the Credentials Committee in paragraph 15 of its report IA/33/350J. In the Committee the recommendation was approved without a vote. May I take it that it is the wish of the Assembly to adopt the draft resolution thus recommended?
The draft resolution was adopted (resolution 33/9A).

16.  Election of eighteen members of the Economic and Social COal1cil

The General Assembly will now proceed to the electiQn of 18 members of the Economic and Social Council to replace those members whose term of office expires on 31 16. I should like to remind members of the Assembly that after I January 1979 the following States will still i be members of the Economic and Social Council: Argentina, Central African Empire, China, Colombia, Dominican Re- public, Finland, Hungary, India, Iran, Iraq, Ital~, Jamaica, Japan, Lesotho, Malta, Mauritania, Mexico, Netherlands, New Zealand, Philippines, Poland, Romania, Rwanda, Somalia, Sudan, Sweden, Syrian Arab Republic, Trinidad and Tobago, Ukrainian Soviet Socialist Republic, Union of Soviet Socialist Republics, United Arab Emirates, United Kingdom of Great Britain and Northern Ireland, United States of America, United Republic of Cameroon, United Republic of Tanzania and Upper Volta. Those 36 States should therefore not appear on the ballot papers. 17. In accordance with paragraph 4 of General Assembly resolution 2847 (XXVI) of 20 December 1971, the 18 members to be elected should be made up as follows: five from African States, three from Asian States, four from Latin American States, five from Western European and other States and one from the socialist States of Eastern Europe. The ballot papers take that pattern into account. 18. In accordance with existing practice, the required number of candidates that receive the largest number of votes, and not less than the majority required, will be declared elected. In case of a tie vote for the last place, there will be a restricted ballot limited to those candidates that have obtained an equal number of votes. 19. May I take it that the General Assembly agrees to that procedure?

In accordance with rule 92 of the rules of procedure, the election shall be held by secret ballot and there shall be no nominations. . 21. The ballot papers are now being distributed. I request members of the Assembly to use only those ballot papers and to write on them the names of the Member States for which they wish to vote in each group. Ballot papers containing mOf~ names than the ,number assigned to that group will be decl;u:ed invalid. At the invitation of the Pres:dent, Mr. Bergthun (Nor- ooy), Mr. Srebrev (Bulgaria), Mr. Agbre (Ivory Coast). Mr. Freyre (Argentina), and Mr. Villa (Philippines) acted as tellers. ~

Since three seats remain to be fiIled in Group B and one in Group C, we shall now proceed, in accordance with rule 94, to a second ballot, which will be restricted, for Grou;, 8, to Cyprus, Indonesia, Jordan, Nepal and Pakistan and, for Group C, to Barbados and Cuba. 25. The ballot papers w!ll now be distributed. I request representatives to write on them the names of the countries for which they wish to vote. Ballot papers containing the names of States other than those of Cyprus, Indonesia, Jordan, Nepal and Pakistan in Group B and of Barbados and Cuba in Group C will be declared invalid.
