THIRTY-FOURTH SESSION
6. Election of the Vice-Presidents of the General Assembly
Pursuant to rule 3I of the rules of procedure, we shall now proceed to the election of the Vice-Presidents of the General Assembly who are to be chosen in such a manner as to ensure the rep- resentative character of the General Committee.
3. All members of the General Assembly are eligible in this election except those already represented in the General Committee-namely, those countries whose representatives have been elected to the chairmanships of the Main Committees and to the presidency of the General Assembly.
4. In accordance with paragraphs 2 and 3 ofthe annex to resolution 33/138 of 19 December 1978, the 21 Vice- Presidents shall be elected according to the following

pattern: group A-five representatives from African States; group B-five representatives from Asian States; group C--one representative from Eastern European States; group D- three representatives from Latin American States; group E-two representatives from Western European and other States; group F- five representatives from the permanent members of the Security Council.
5. Under rule 92 of the rules of procedure, all elec- tions shall be held by secret ballot and there shall be no nominations.
6. However, after consultations with the regional groups, I understand that it is the wish of the General Assembly to waive rule 92 in this pa11icular election and dispense with the balloting procedure. In other words, whenever the number of candidates in a given group corresponds to the number of seats to be filled in that group, those candidates will be declared elected. May I take it that the Assembly agrees to proceed to the election on that basis'?
It was so decided.
With the permission of the As- sembly, I shall read out the candidates nominated by each group: group A-Ethiopia, Lesotho, Somalia, Togo and the United Republic of Cameroon; group B-Cyprus, Pakistan, Papua New Guinea, Singapore and Yemen; group C-Byelorussian Soviet Socialist Republic; group D-Costa Rica, Guyana and Panama; group E-Iceland and Turkey.
8. Since the number of candidates nominated by each group corresponds to the number ofseats to be filled in that group, I declare those candidates elected. I also declare elected representatives of the five permanent members of the Security Council.
The representatives of the following Member States were elected by acclamation Vice-Presidents of the General Assembly: Byelorussian Soviet Socialist Re- public, China, Costa Rica, Cyprus, Ethiopia, France, Guyana, Iceland, Lesotho, Pakistan, Panamu, Papua New Guinea, Singapore, Somalia, Togo, Turkey, Union oj Soviet Socialist Republics, United Kingdom ojGreat Britain and Northern Ireland, United Republic oj Cameroon, United States of America and Yemen (decis iOI1 34/304).
The General Committee for the thirty-fourth session of the General Assembly has therefore been fully constituted in accordance with rule 38 of the rules of procedure.
10. I call on the representative of Viet Nam, who wishes to speak on a point of order.

Today, the day that marks the commencement of this session of the Assembly, we do not wish to disturb this solemn atmosphere, but the delegation of the Socialist Republic of Viet Nam feels that it is essential to draw the attention of the General Assembly to the illegal presence in this room of people belonging to the Pol Pot-Ieng Sary clique who represent no one but themselves. In this connexion, we take the liberty to refer to the position of the People's Revolutionary Council of Kampuchea expressed in the official docu- ment A/34/460 published on 10 September 1979. The People's Revolutionary Council of Kampuchea has al- ready informed the President of the General Assembly and the Secretary-General of the United Nations of the fact that a delegation was sentfrom the People's Repub- lic ofKampuchea headed by Mr. Hun Sen, the Minister for Foreign Affairs of that country, to the thirty-fourth session of the General Assembly.
13. In the spirit of the decision taken by the Sixth Conference of Heads of State or Government of Non- Aligned Countries, recently held in Havana [see A/34/ 542, annex, sect. IfJ, the delegation of the Socialist Republic of Viet Nam unreservedly supports the just stand taken by the People's Revolutionary Council of Kampuchea and hopes that the General Assembly will accede to its request and refuse to authorize the Pol Pot clique illegally to occupy Kampuchea's seat in this
15. May I also invite the attention of the Assembly to rule 29 of the rules of procedure which provides as follows:
"Any representative to whose admission a Member has made objection shall be seated provi- sionally with the same rights as other representatives until the Credentials Committee has reported and the General Assembly has given its decision."
16. Consequently, in the light of the statement made by the representative of Viet Nam, I would request the Credentials Committee to meet expeditiously and re- port to the General Assembly on Friday morning, 21 September. If there is no Objection, it will be so decided. The meeting rose at 6./5 p.m.
