Question of Namibia : (a) Report of the Special Committee on the Situation with regard to the Implementation of the Declara- tion on the Granting of Independence to Colonial Countries and Peoples; (b) Report of the United Nations Council for Namibia; (c) Report of the Sec-rp.tary.General I. Mr. DOLGUCHITS (Byelorussian Soviet Socialist Republic) (interpretation from Russian): The consid- eration of the question of Namibia at this session of the General Assembly is taking place at a most important time for the future of that country-a time when the protracted, tenacious and just struggle of the Namibian people, under the leadership of the South West Africa People's Organization [SWAPOj, against colonial- racist oppression by the Pretoria regime has entered a decisive phase. 2. The United Nations has repeatedly condemned the racist South Africans for their continued illegal occupa- tion of the Territory of Namibia and for their pursuit of their criminal policy of oppression and terror and the persecution of the Namibian people, particularly of the members ofSWAPO, as well as for their acts ofaggres- sion against sovereign African States from bases situated in Namibia, and for their arrogant disregard of United Nations decisions with regard to the immediate and unreserved decolonization ofNamibia. The United . Nations has quite correctly described the policy of col- onialist expansion and apartheid of the Pretoria regime as a serious threat not only to African peoples but also to international peace and security_ 3. At the present time, the South African racists, with the connivance of the major Western Powers members of the North Atlantic Treaty Organization [NATO], have undertaken desperate efforts and have resorted to all kinds of subterfuges and tricks to prevent the people of Namibia from attaining self~determinationand inde- pendence.
