15.  Elections to fill vacancies in principal organs (con-

This will be the ninth ballot in the election of the remaining non-permanent mem- ber of the Security Council, to fill a vacancv from the group of Latin American States. In accordance with the rules of procedure, we shall proceed to a second ballot restricted to Costa Rica and Nicaragua, the two countries which obtained the greatest number of votes in the eighth ballot taken at the 43rd plenary meeting on Tuesday, 21 October. The ballot papers will now be distributed. At the invitation ofthe President, Mr. Tinea (Roma- nia), Mr. Jasudasen (Singapore) and Mr. Adeyemi (Nigeria) acted as tellers. A vote was taken by secret ballot. 127. The PRESIDENT: I propose now to suspend the meeting while the ballots are being counted. The meeting was 'suspended at 5.25 p.m. and resumed at 5.35p.m, 128. As neither of the two coun- tries obtained the required majority, the General Assembly will now proceed to the third restricted ballot. As before, only Costa Rica and Nicaragua are eligible, and ballot papers containing the names of other States or more than one name will be declared invalid. The ballot papers will now be distributed. At the invitation ofthe President, Mr. Tinea (Roma- nia), Mr. Jasudasen (Singapore) and Mr. Adeyemi (Nigeria) acted as tellers. A vote was taken by secret ballot. 130. The PRESIDENT: I propose now to suspend the meeting while the ballots are being counted. The meeting was suspended at 5.50 p.m. and resumed at 6 p.m, 131. As the third restricted ballot has also been inconclusive, we must proceed to an unrestricted ballot, in accordance with the rules of procedure. 133. I call on the representative of Nicaragua. 134. Mr. TINOCO (Nicaragua) (interpretation from Spanish): The delegation of Nicaragua wishes to request a postponement of the balloting this afternoon. First, my delegation wishes to have an opportunity to carry out the necessary consultations in the light of the results of the balloting this afternoon; we indicated this in our letter this morning. Secondly, we shouk; like to communicate this decision to the group of Latin American States. 135. The PRESIDENT: I call on the representative of Costa Rica. 136. Mr. NIEHAUS (Costa Rica) (interpretation from Spanish): My delegation has not asked for a postponement of the balloting, but we are shall not oppose a postponement, because we do not want to create difficulties for the Assembly. 137. The PRESIDENT: If there are no ooiections, I shall take it that the Assembly wishes to follow the suggestion made by the representative of Nicaragua that we now interrupt the balloting for the remaining non-permanent seat on the Security Council and schedule further balloting at an appropriate time.
