The item before the Assembly this afternoon is the election of five non-permanent members of the Security Council to replace those whose terms of office expire on 31 December 1982. The five outgoing members are the following: Ireland, Japan, Panama, Spain and Uganda. Those five coun- tries cannot be re-elected and therefore their names must not appmu on the ballot papers. 2. Apart frclm the five permanent members, the Security Council will include in 1983 the following States: Guyana, Jordan, Poland, Togo and Zaire. T.herefore, the names of those States also should not appear on the ballot'papers. J. Of the five' non-permanent members which will remain in office in 1983, three are from Africa and Asia, one from Latin America and one from Eastern Europe. ConseqUlently, -'pursuant to paragraph 3 of resolution 1991 A (XVIII) of 17 December 1963, the five ,non-permanent members should be elected according to the following pRttern: two from Africa
~md Asia, two from Western European and other States and one from Latin America. The banot paper takes that pattern into account. In this connection I have been asked to announce that there is an 'under- standing to the effect that of the two States to be elected from Africa and Asia, one should be from Africa and one from Asia. 4. l wish to inform the Assembly that the required number of candidates receiving the largest number of votes and the majority reqUired will be declared elected.- In case of a tie vote for the last vacancy, there will be a restricted ballot limited to those candidates which have obtained an equal number of votes. May I take it that the General Assembly agrees to that procedure?
It was so decided.
In accordance with rule 92 of the rules of procedure, the electiQn will be held by secret ballot and there will be no nominations.
6. I wish to inform the Assembly that I have just received a letter from the Chairman of the Group of Asian States for the month of October, which reads as follows:

I now c~1I upon the Chairman of the Group of Western European and othfJr States. 8. Mr. MEDINA (Portugal) (interpretation from French): As Chairman of the Group of Western European and other States for the month of October, I have been asked to inform you, Mr. President, and all the members of the General Assembly that ~he Group has three candidates for election to the Security Council. They are, in aiphabetical order: Maita, New Zealand and the Netherlands. 9. The PRESIDENT: The ballot papers will now be distributed. I request representatives to use only those ballot papers and to write on them the names of the five Member States for which they wish to vote. As I have indicated, the ballot papers should not include the names of the five permanent members of the Security Council, the five outgoing non-permanent members or the five countries that are already non-
perm~n~nt members for 1983. Any ballot paper contammg more than five names will be declared invalid. At the invitation f.if the President, Mr-.; fbi'ahim (Indonesia), Mr. Soumana (Niger) and Mr. Turyansky (Ukrainian Soviet Socialist Republic) acted as lfellers. A vote was taken by secret ballot.
I propose now to suspend the meeting while the ballots are being counted. The meeting was suspended at 3.35 p.m. and resumed at 4./5 p.m.

Hewing obtained the required two-thirds meuority, Pakistan and Zimbabwe were elected (see C1lso pm'a- grClphs 2/, 25 and 29 below).
There remain three seats to be filled: ~ne from the Group of Latin American States and two from the Group of Western European and other States. I shall now drAW lots to determine with which of the Groups the bRlloting will begin.

The result of the drawing of lots is tbat the balloting will begin with the one seat to be filled in the Group of Latin American States.
14. In accordance with ru~~ 94 c~· the rules of pro- cedure, this ballot wiH be restricted to the two coun- tries from the Group of Latin American Stateslhat obtained the largest number of votes in the first ballot this afternoon-that is, the Dominican Republic and Nicaragua.
15. The ballot papers will now be distributed. I re- quest representatives to write on the ballot paper the name ()f the one country for which they wish to vote. Ballot papers containing the names of countries other than the Dominican Republic or Nicaragua, or con- taining more than one name, will be declared invalid. ~8. The PRESIDENT: As neither of the two coun- tries obtained the required two-thirds majority; the General Assembly will continue the voting and there will be a second restricted ballot.
19. As in tbe last ballot, the only countries whose names may be included in the ballot papers are the Dominican Republic or Nicaragua. Any papers con- taining the names of other countries or more than one name will be declared invalid. The ballot papers will now be distributed.

Stakment by the President
I should like to inform mem- bers of the Assembly that I have received a letter [A/37/552] from the Permanent Representative of Guinea to the United Nations dated today, 19 Octo- ber, in which, in his capacity as Chairman of the Group of African States, he requests that the General Assembly consider urgently under agenda item 33 (Policies of apartheid of the Government of South Africa) the application ofSouth Africa for a credit from IMF. A draft resolution [A/37/L.5] on this subject has been submitted and it is the wish of the Group of African States to introduce it at the plenary meeting to be held tomorrow afternoon so that the Assembly may take a decision on it on Thursday, 21 October.
