In subparagraph (a) of paragraph 2 ofits fifth report [A/38/ ,250/Add.4], the General Committee recommends to the General Assembly the inclusion in the agenda of the current session of an additional item entitled "The situ- ation in Grenada" and, in subparagraph (b) of para- graph 2 of the same report, the General Committee recommends that the item be considered directly in plenary meetings. May I take it that the General Assembly adopts that recommendation of the General Committee? It was so decided (decision 38/402). 2. The PRESIDENT (interpretation from Spanish): In his letter of 31 October [A/38/245), the representative of Nicaragua requested that the item be considered with priority because of its important and urgent character. In this respect the representative of Nicaragua has informed me that he does not wish a draft resolution to be put to the vote today and that he would agree that the debate on the item, to be followed by a vote, should begin in 24 hours, that is, at tomorrow afternoon's meeting. 3. I now put to the Assembly the proposal that the item be considered with priority because of its importance and urgency. If there are no objecqons, I shall take it that this is the decision of the Assembly. It was so decided. 4. The PRESIDENT (interpretation from Spanish): Consideration of the item entitled ~'The situation in Gre- nada" will therefore begin at tomorrow afternoon's meet- ing of the Assembly.

15.  Elections to rD; vacancies in principal organs : (b) Election of eighteen members of the Economic and Social Council

The Assembly will now continue its consideration of sub- item (b) ofagenda item 15 concerning the election of the members ofthe Economic and Social Council which have r~,~t yet been elected. 6. As representatives will recall, the Assembly elected yesterday [40th meeting), 16 members of the Economic and Social Council for a three-year term beginning on 1 January 1984 [see decision 38/307]. 7. As the result of the third restricted ballot held yes- '-'lday was inconclusive, we must now, in accordance with -Resumed from the 32nd meeting. Tuesday. 1 November 1983. at 11.40 a.m. NIEW YORK the rules of procedure, proceed to a se.ries of unrestricted ballots. 8. I remind the Assembly that representatives have the right to vote for any State from Latin America, except, of course, those which are already members of the Eco- nomic and Social Council, orArgentina, which was elected yesterday. To make this v~ry clear, I shall mention the names of those members which cannot be voted for in the present balloting: Argentina, Brazil, Colombia, Ecua- dor, Mexico, Saint Lucia, Suriname and Venezuela. 9. The ballot papers will now be distributed. I remind representatives that they should write the names of only two States on the ballot papers. Ballot papers bearing more than two names will be declared invalid. At the invitation of the President. Mrs. Ashton (Bo- livia. UKo (Burma). Mr. Foldetik(Hungary). Mr. Barrios (Spain) and Mr. Kitikiti (Zimbabwe) acted as tellers. A vote was taken by secret ballot. 10.
