11. Report of the Security Council
May I consider that the General Assembly takes note of the report of the Security Council [A/38/2]? It was so decided (decision 38/424).
15. Elections to fill vacancies in principal organs :* (b) Election of eighteen members of the Economic and Social Council
As representatives will recall, the Assembly, at its 40th and 65th meetings, elected 17 members of the Economic and Social Council for a three-year term beginning on 1 Janu- ary 1984. 3. Because the result of the first unrestricted ballot taken at the 89th meeting was inconclusive, the Assembl: must, in accordance with rule 94 of the rules of procedure, proceed to a second unrestricted ballot in the third series of unrestricted ballots. I remind the Assembly that mem- bers have the right to vote for any State from the Group of Latin American States except, of course, those which are already members of the Economic and Social Coun- cil. To make this clear, I shall give the names of those Statt's which cannot be voted for in the present ballot- ing: Argentina, Brazil, Colombia, Costa Rica, Ecuador, Mexico, Saint Lucia, Suriname and Venezuela. 4. Ballot papers will now be distributed. I ask members to write the name of only one State. Any ballot paper bearing more than one name will be declared invalid. At the invitation ofthe President, Mr. Palazzo (Brazil), U Ko (Burma), .A1r. Hegyi (Hungary), Mr. Aguirre de . Carcer (Spain) and Mr. Kitikiti (Zimbabwe) acted as tellers. A vote was taken by secret ballot. 5. The PRESIDENT (interpretation from Spanish): The meeting will be suspended while the ballots are being counted. The meeting was suspended at 11.35 a.m. and resumed at 11.45 a.m. 6. The PRESIDENT (interpretation from Spanish): Since one seat for the Group of Latin American States still remains to be filled, we shall now proceed, in accord- ance with rule 94, to a third unrestricted ballot. At the invitation ofthe President, Mr. Palazzo (Brazil), U Ko (Burma), Mr. Hegyi (Hungary), Mr. Aguirre de Carcer (Spain) and Mr. Kitikiti (Zimbabwe) acted as tellers. The meeting was suspended at 11.55 a.m. and resumed at 12.05 p.m. 9. The PRESIDENT (interpretation from Spanish): Since one seat still remains to be filled from the Group of Latin American States, we shall now proceed, in accordance with rule 94 of the rules of procedure, to a fourth series of restricted ballots limited to the two States that have obtained the largest number of votes-namely, Nicaragua and Haiti. 11. Ballot papers will now be distributed. I request mem- bers to write the name of only one State. Any ballot papers containing the name of a State other than Haiti or Nicaragua, or containing more than one name, will be declared invalid. At the invitation ofthe President, Mr. Palazzo (Brazil), U Ko (Burma), Mr. Hegyi (Hungary), Mr. Aguirre de Carcer (Spain) and Mr. Kitikiti (Zimbabwe) acted as tellers. A vote was taken by secret ballot. 12. The PRESIDENT (interpretationfrom Spanish): I shall now suspend the meeting while the ballots are being counted. However, in view of the late hour, and if I hear no objection, I propose that we postpone further balloting to a later meeting, to be announced in due course, and suspend the elections for the time being. It was so decided.
