In order to allow time for
consultations in regard to the chairmanship of the Special Political Committee and
in order to expedite the work of the Assembly, it would be helpful if we proceeded
at once to the eler'tion of the 21 Vice-Presidents and then returned to the election
of the Chairman of the Special Political Committee.
Although rule 31 of the rules of procedure states that the Vice-Presidents
shall be elected after the election of the Chairmen of the seven Main Committees
referred to in rule 98, I would ask the Assembly to make an exception in this
case. Given the general assumptions which must be made about the probable
candidacies for the chairmanship of the Special Political Committee and the fact
that the Chairmen of six Main Committees have already been elected, this procedure
would not infringe the spirit of ~ule 31, which calls for ensuring the
representative. character of the General Committee.
May I take it that in the light of those circumstances the Assembly wishes to
proceed at once to the election of the 21 Vice-Presidents?
It was so decided.
ITEM 6 OF THE PROVISIONAL AGENDA
ELECTION OF THE VICE-PRESIDENTS OF THE GENERAL ASSEMBLY
Pursuant to rule 31 of the
rules of procedures, we shall now proceed to the election of the Vice-Presidents of
the General Assembly, who are to be chosen in such a manner as to ensure the
representative character of the General Committee.
All Members of the General Assembly are eligible in this election except those
already represented in the General Committee - namely, those count!':ies whose
representatives have been elected to th~ presidency of the General Assembly or to
the chairmahships of the Main Committees.
In accordance with paragraphs 2 and 3 of the annex to resolution 33/138, the
21 Vice-Presidents shall be elected according to the following pattern:
(a) Six representatives from African States;
(b) Five representatives from Asian States;
(c) One representative from Eastern European States;
(d) Three rep~esentatives from Lat~n American States;
(e) One representative from Western European and other States;
(f) Five representatives from the permanent members of the Security Council.
In accordance with paragraph 16 of annex 6 to the rules of procedure, the
election of the Vice-Presidents of the Assembly by secret ballot will be dispensed
with when the number of candidates corresponds to the number of seats to be
filled. In other words, whenever the number of candidates in a given group
corresponds to the number of seats to be filled in that group, those candidates
will be declared elected.
We shall proceed accordingly.
I shall now read out the names of the candidates endorsed by the regional
groups:
Burkina Faso, Gabon, Kenya, Lesotho,
African States:
Senegal and Tunisia;
Asian States:
Cyprus, Democratic Yemen, Pakistan, the Philippines and Qatar; Romania,
Eastern European States: Latin American States:
Bahamas, Barbados and Costa Rica; Malta.
Western European and other States:
Since the number of canc11t7ates endorsed by the regional groups corresponds to
the number of seats to be filled in ~ach group, I declare those candidates elected,
in addition to the five permanent members of the security Council.
The following states have therefore been elected to vice-presidencies of the
General Assembly: Bahamas, Barbados, Burkina Paso, China, Costa Rica, Cyprus,
Democratic Yemen, France, Gabon, Kenya, Lesotho, Malta, Pakistan, the Philippines,
Qatar, Romania, Senegal, Tunisia, the union of Soviet: SOcialist Republics, the
; United Kingdom of Great Britain and Northern Ireland and the United States of
America.
I take this opportunity to congratulate the States that have been elected
Vice-Presidents of the General Assembly.
I now suspend the second plenary meeting in order that the Special Political
Committee may proceed with the election of its Chairman.

the requirement to carry their identity passes where they can be seen when moving
round t~e united Nations buildings.
