15. Elecl'Ions to Fill Vacancies in Principal Organs (B) F.Lecl'Ion of Eighteen Members of the Eoonomic and -Social Oouncil
The Assembly will now
proceed to the election of 18 members of the Economic and Social Council '.:0 replace
those members whose term of office expires on 31 December 1985.
The 18 outgoing members are Algeria, Botswana, Bulgaria, Congo, Djibouti,
Ecuador, the German Democratic Republic, Lebanon, Luxembourg, Malaysia, Mexico,
Netherlands, New Zealand, Saudi Arabia, Sierra Leone, Suriname, Thailand and the
United States of America. These 18 States are eligible for immediate re-election.
:;: should like to remind the Assembly that after 1 January 1986 the following
States will remain as members of the Economic and SOcial Council: Argentina,
Bangladesh, Brazil, Canada, China, Colombia, Costa Rica, Finland, France, the
Federal Republic of Germany, Guinea, Guyana, Haiti, Iceland, India, Indonesia,
Japan, Morocco, Nigeria, Papua New Guinea, Poland, Romania, Rwanda, Senegal,
Somalia, Spain, Sri Lanka, Sweden, Turkey, Uganda, the Union of Soviet Socialist
Republics, the Uni ted Kingdom of Great Br i tain and Northern I reland, Venezuela,
Yugoslavia, Zaire and Zimbabwe.
Those 36 States should therefore not appear on the ballot papers.
Paragraph 4 of General Assembly resolution 2847 (XXVI) of 20 December 1971,
provides that the 18 members should be elected as follows: five from African
States, four from Asian States, three from Latin American States, four from western
European and oth€: States and two from the socialist States of Eastern Europe. The
ballot papers take that pattern into account.
llajorlty required will be declared elected. In the case of a tie vote for the last
seat, there will be a restricted ballot lillited to those candidates which have
obtained an equal number of votes.
May I take it that the General. Assembly agrees to that procedure?
It was so decided.
In accordance with rule 92
of the rules of procedureI' the election shall be held by secret ballot and there
shall be no nOllinations.
The Assembly will recall that in the past chairmen of regional groups have
been allowed to speak ""t thi~ i5tage to clarify the status of the candidatures.
I therefore call on the representative of the Syrian Arab Republic in his
capacity as Chairman of the Asian Group.
Hr. AL-ATASSI (Syr ian Arab Republic) (interpretstien from Arabic) : The
Asian Group, at its meeting this morning, did net reach a consensus in support of
candidates for the Economic and Social Council. We therefore have six candidates
for the four: vacant seats, nallely, Iran, Iraq, Pakistan, the Philippines, the
Syrian Arab Republic and V!et Nail.

The following countries, having obtained the r equ tred two-thirds maj odty ,
were elected members of the Economic and Social Council for a period of three years
beginning 1 January 1986: Australia, Belgium, Byelorussian Soviet Socialist
Republic, Dj ibouti, Egypt, Gabon, German Democratic Republic, Iraq, Italy,
Mozambique, Pakistan, Peru, Philippines, Sierra Leone and the United States of
America.
There remain three seats to
be f ilied, one from the Asian Group and two from the Latin American Group. We
shall therefore proceed to a second ballot restricted to the two States in the
Asian Group which received the greatest number of votes in the ballet just taken,
namely, the Syrian Arab Republic and Viet Nam, and to the four States in the Latin
American Group which received the greatest nunj)er of votes in that ballot, namely

of procedure.

Mr. PBMI NGAC (Viet Nam) : Por the past three years the St)cialist
Republic of Viet Wara sought candidature in the Asian Gt:oup for election to the
Economic and SOcial Council. We have twice withdrawn our candidature to ensure a
clean slate for ~at Group. In the SaJIe sJ?lr1t of co-operation, the delegation of
Viet Naa now withdraws its candidature in the present IJ!lection and lends its
sUpPOrt to the Syrian Arab Republic. My delegation wishes to thank IlOSt warJlly
those delegationsvhic:b have supported our candidature and hopes that Viet Ras will
enjoy their support in next year's elections.
I thank the representative
of Viet Naa for his co-operation, which helps speed up our procedures. I hope that I his e:a!!;)le will hs fclla::ed by other groups.

Mr. GODA (Surin8lle): Suriname has served for: the past two and a half
years in the Econollic and SOcial Council and, I think, has Jllade a valid

it is the wish of the General Assembly that we serve in ano ther capacity, we shall
abide by the verdict given this afternoon. It is therefore our wish to withdraw

group B there was an error in calculation. Members who not.ed the figures will have
realized that the figure given for the t~thirds majority was incorrect.
I will give the figures again so that the position is clear. The number of
ballot papers was 156, the number of invalid ballots 7, the number of valid
ballots 149 and abstentions 17. The number of Members voting was then given
as 142, which was not correct. The correct number of Members voting was 132. Thus
the required two-thirds majority was 88, r~t 95 as stated, and the Syrian Arab
Republic received 89 votes.
This does not prevent me from reiterating our gratitude to the representative
of Viet Nam for his gesture.
I apologize again to the Assembly for the inexcusable, but certainly
unintentional~ error.
The Syrian Arab RepUblic having been elected in the earlier vote, the
subsequent ballot to fill the post vhich it was thought was not yet filled has been
invalidated.
