120.  Scale of assessments for the apportionment of the expenses of the United Nations (Article 19 of the Charter)

I should like to inform members that Guatemala has made the necessary payment to reduce its arrears below the amount in Article 19 of the Charter. May I take it that the General Assembly duly takes note of this information?

138.  Administrative and budgetary aspects of the financing of the United Nations peace-keeping operations: (a) Financing of the United Nations peace-keeping operations: reports of the Fifth Committee (Parts III and IV) (A/50/850/Add.2 and Add.3) (b) Relocation of Ukraine to the group of Member States set out in paragraph 3 (c) of General Assembly resolution 43/232: report of the Fifth Committee (Part II) (A/50/851/Add.1)

This morning the General Assembly will consider the reports of the Fifth Committee on agenda items 114, 116, 120, 128 and 167 and 168 and 169, 136, 138 (a) and (b) and 160. I request the Rapporteur of the Fifth Committee, Mr. Peter Maddens of Belgium, to introduce the reports of the Fifth Committee in one intervention.
If there is no proposal under rule 66 of the rules of procedure, I shall take it that the General Assembly decides not to discuss the reports of the Fifth Committee that are before it today.

Statements will therefore be limited to explanations of vote. The positions of delegations regarding the recommendations of the Fifth Committee have been made “When the same draft resolution is considered in a Main Committee and in plenary meeting, a delegation should, as far as possible, explain its vote only once, i.e., either in the Committee or in plenary meeting unless that delegation’s vote in plenary meeting is different from its vote in the Committee”. May I also remind delegations that, also in accordance with General Assembly decision 34/401, explanations of vote are limited to 10 minutes and should be made by delegations from their seats. Before we begin to take action on the recommendations contained in the reports of the Fifth Committee, I should like to advise representatives that we are going to proceed to take decisions in the same manner as was done in the Fifth Committee.

114.  Review of the efficiency of the administrative and financial functioning of the United Nations: report of the Fifth Committee (Part II) (A/50/840/Add.1)

The Assembly will now take a decision on the draft decision recommended by the Fifth Committee in paragraph 6 of Part II of its report. The draft decision, entitled “Implementation of procurement reform in the United Nations Secretariat”, was adopted in the Fifth Committee without a vote. May I take it that the General Assembly wishes to do the same?
The draft decision was adopted.
We have thus concluded this stage of our consideration of agenda item 114.

116.  Programme budget for the biennium 1996-1997: report of the Fifth Committee (Part III) (A/50/842/Add.2)

The Assembly will now take a decision on the draft decision recommended by the Fifth Committee in paragraph 13 of Part III of its report.

We have thus concluded this stage of our consideration of agenda item 116.

136.  Financing of the International Tribunal for the Prosecution of Persons Responsible for Serious Violations of International Humanitarian Law Committed in the Territory of the Former Yugoslavia since 1991: report of the Fifth Committee (Part II) (A/50/849/Add.1)

The Assembly will now take a decision on the draft resolution recommended by the Fifth Committee in paragraph 6 of Part II of its report. The draft resolution was adopted by the Fifth Committee without a vote. May I take it that the Assembly wishes to do the same?
