The Security Council will now begin its consideration of the item on its agenda.
At this meeting, the Security Council will hear a briefing by Ambassador Amar Bendjama, Permanent Representative of Algeria to the United Nations and Chair of the Committee pursuant to resolution 2745 (2024).
I now give the floor to Ambassador Bendjama.
Mr. Bendjama: In accordance with paragraph 41 of resolution 2399 (2018), I have the honour to brief the Security Council in my capacity as Chair of the Committee pursuant to resolution 2745 (2024). In this statement, I will provide an overview of the Committee’s work during my tenure throughout 2024 and 2025.
Over the past two years, the Committee remained focused on supporting Member States in implementing the sanctions measures established by the Council, maintaining transparency in its deliberations and ensuring the consistent application of those measures.
On the sanctions list, no changes were made during the reporting period. As of December, the list comprises 14 individuals and one entity. While the Committee reviewed relevant information as it became available, no proposals for additions to or removals from the list were submitted for consideration. I also explored opportunities for further engagement with national and regional stakeholders through field visits. However, circumstances did not permit the arrangement of such visits. Similarly, owing to scheduling constraints, the Committee was unable to receive briefings from the Special Representative of the Secretary-General for Children and Armed Conflict or progress updates from the Panel of Experts.
Regarding activities in 2024, the Committee held four informal consultations, as follows. In February, it considered the midterm report of the Panel of Experts on the Central African Republic (see S/2024/128). In June, it examined the Panel’s final report (see S/2024/444). In October, the Panel presented its work plan. In November, the Committee received a briefing from the Office for the Coordination of Humanitarian Affairs (OCHA). Moreover, in August the Committee held an open briefing for Member States. Delegations exchanged views on the Panel’s final report and discussed implementation challenges, particularly regarding the monitoring of sanctions measures.
In total, for 2024, the Committee issued four press releases and transmitted 24 communications to 13 Member States and other stakeholders. Following the adoption of resolution 2745 (2024), I initiated, through written procedures, the revision and update of two Implementation Assistance Notices. Both documents were subsequently approved by the Committee in October.
Turning now to activities in 2025, the Committee’s schedule was affected by a five-month delay in the appointment of the Chairs of subsidiary bodies and the current hold on the nomination of the Panel of Experts. Therefore, the Committee held two informal consultations, as follows. In June, members considered both the midterm and final reports of the Panel of Experts. In November, the Committee received a
briefing from OCHA. A further open briefing to Member States was held in August to discuss the Panel’s final report (see S/2025/835).
During the year 2025, the Committee issued two press releases and transmitted 17 communications to 10 Member States. It was not able to issue one press release, owing to lack of consensus.
The activities that I have outlined here reflect the Committee’s ongoing commitment to the responsibilities entrusted to it by the Council. The Committee will continue to work closely with the Panel of Experts, regional partners and all Member States to ensure the effective implementation of the sanctions regime.
As my mandate comes to an end in approximately two weeks, I wish to express my sincere appreciation to the members of the Council, the Committee, the Panel of Experts and the Secretariat for their cooperation and support throughout my tenure. It has been a privilege to serve in this capacity.
