Expression of thanks to the outgoing President
As this is the first formal meeting of the Security Council for the month of September, I should like to take this opportunity to pay special tribute, on behalf of the Council, to Her Excellency Mrs. Joy Ogwu, Permanent Representative of Nigeria, for her service as President of the Council during the month of August. I am sure I speak for all members of the Council in expressing deep appreciation to Ambassador Ogwu and her delegation for the great diplomatic skill with which they conducted the Council’s business last month.

The agenda was adopted.
The Security Council will now begin its consideration of the item on its agenda.
Members of the Council have before them document S/2015/670, which contains the text of a draft resolution submitted by the United States of America.
I wish to draw the attention of Council members to document S/2015/590, which contains the text of a letter dated 31 July 2015 from the Secretary-General addressed to the President of the Security Council.
I also wish to draw the attention of Council members to document S/2015/558, which contains the text of a letter dated 21 July 2015 from the Panel of Experts on Liberia established pursuant to resolution 1521 (2003) addressed to the President of the Security Council.
The Council is ready to proceed to the vote on the draft resolution before it. I shall put the draft resolution to the vote now.
