J must thank the Council for allowing me time to con- sult my Government regarding the Japanese draft resolution (S/4055/Rev.lj in the lig~lt of tlle statements made at the preceding meeting and, in particular, the Jel1larks of tJle Secretary-General. 2. The Lebanese Government submitted its complaint to the United Nations because it was convinced that its independence and liberty wefe threatened by foreign intervention in various (orms, inclUding the dispatch of arms to Lebanon, the training outside Lebanon of Lebanese nationals who are sent back to Lebanon to eng3ge in sllbver~iorl and rebelli.on, tile infiltration of armed men from Syria into Lebanon, the infiltration of agents of the Government of the United Arab Republic into Lebanon to engage in sub- versive activities, a violent newspaper camp~ign against the Lebanese Government, and a violent radio campaign inciting the Lebanese people to l:"Bvolt against the country's lawful authorities. 3. When we submitted this complaint and the sup- porting evidence, the Security Council gave the matter its earnest attention. It concentrated, however, on <:ertain aspects of this massive intervention in our domestic affairs, in particular Ule in filtration of armed men and the dispatch of arms acroSS the Lebanese hordeI'. At that time we thought that the position initially taken by the Council would Slimei' to deal with the situation as it then was. Experience showed, however, that the action taken by the Council was not enough to deal with the situation. When the danger became more immediate and threatened the indepen- dence and territorial integrity of Lebanon, my Govern- ment, finding its own resource~ insufficient to protect it against the danger, was obliged to have recourse to Article 51 of the United Nations Charter and requested the assistance of friendly countries. At the ~me time the Lebanese Government also hastened to request similar assistance from the l'nited Nations. 4. We again come here to ask the Council to take additional and more adequate measures to deal wit:! the situation that now faces us. We are grateful to the Council for giving further attCIltion to our request and for devoting several meetings to it. Unfortunately, despite its best efforts, the COllucil has so far bee:l unable to reach agreement 011 the measures to bo taken. It now, however, 11<15 before it a Japanese draft reso- lution which is intended to accomplish what we asked the Council to do. 5. Il s'est concentre cependant sur certains aspects de cette intervention massive dans nos afraires interieures, notamment l'aspett que. revNent l'infiltration de personnel arme et l'envoi d'armes a travers la frontiere libanaise. We are in complete agreement with the purposes which the resolution is intended to achieve, and have no doubts on that score. Our doubts relate to the means that will be chosen to accomplish these purposes. We hope, in view of the fact that the text leaves the Secretary~Generala wide choLce of means, tllat he will be in a position to select any of the means open to him under the United Nations Charter to attain these two aims - the cessation of the innItration of armed personnel and the supply of arms across the Lebanese borders, and assurance o{ the territorial integrity and political independence of Lebanon. 7. Of course, my Government, which has resorted to Article 51 of the Charter and has asked for the assistance of a friendly country as provisional steps pending appro- priate action by the United Nations, will not be dis- posed to abandon Article 51 or the assistance prOVided by a friendly country unles3 the measures undertaken by the United Nations prove capable of accomplishing the purposes of the draft resolution. 8. It is also understood that it rests entirely with the Lebanese Government to decide whether or not the measnre~ t-Hken are adequate, {or tIle Lebanese Govern- ment is, as ] said yesterday [835lh meeting], the only authority directly responsible for the destiny of Leba~ non. 9, Mr. SOBOLEV (Union of Soviet Socialist Repub~ lie::;) (translated from Russian): The Soviet delegation would like to make quite clear its position with regard to the draft resolution submitted by the Japanese dele- gation IS/4056/Rw.1J. It cannot support tll3t draft resolution for the following reasons. 10. The text not only fails to condemn the aggressive acts of the United States and the U:tited Kingdom in the Near and Middle East but in effect approves the introduction of United States and United Kingdom troops into Lebanon and Jordan. The draft resolution fails to call for the immediate withdrawal of United States and United Kingdom troops from those countries, whereas such a withdrawal should be a prerequisite for any action by the United Nations to settle the extremely dangerous situation which has developed in the Near and Middle East. 6, Nous sommes completerr.ent d'accordavcc les buts auxquels te.nd ce projet de resolution et sur lesquels nOllE n'avons alH:Ull doute. Rev.I]. EUe ne peut appuyer ce projet pour Ies raisons suivantes. 10. Non seulement ce tute ne condamne pas les agissements agressifs des Etats~Unis et du Royaume- Uni clans le Proche-Orient et le Moyen-Orient, mais iI approuve en fait l'envoi de trIJUP~S americaines et britanniques au Liban et en Jordanie. The draft resolution provides for :m expansion of the activities of the United Nations Observation Group in Lebanon while Lebanon is occupied by United States troops. In adopting such a draft resolu~ tion, the Council would be making the United Nations an accessory to United States intervention in the domestic affairs of the Lebanese people. That would constitute a gross violation o( the fundamental prin. ciples of the United Nations Charter, Wllich prohibits intervention of any sort in the domestic affairs of States. 13. In order to br;,,~ tl" draft ,,"olution ,ohmi"'d by Japan (Sj4055jRw.lJ into conformity with the pro"Visions of the Charter and the principles of the Unitec1 Nations, the Soviet delegation would like to move the follOWing amendment.<; [8/406'3]: (1) To restore to operative paragraph 1 the form which it had in document 514055, as follows: 1. "Invites the United Nations Observation Group in Lebanon to continue to develop its activities pursuant to the Security Council resolution of 11 .June 1958 [8/4023]." (2) Paragrapb 1 of the revised draft resolution would become paragraph 2 of the operative pa...-(;, and would be worded as follows: 2. "Requests the Secretary-General to earry out immediately, in addition to the measures envisaged by the resolution of 11 June 1958, the plan submitted by the United Nations Observl\tion Group in Lebanon in it:; second interim report [S(4052J, with a view to enabling the United Nations to fulfil the general purposes established in that resolution, which will, in accordance with the Charter, serve to ensure the territorial integrity and political independ~nce of Lebanon." (3) To include a new paragraph 3. reading as follows: 3. "Recognizing that the landing of United State.'1 troops in Lebanon constitutes intervention in the domestic affairs of that country and is therefore contrary to the purposes and principles of the United Nations, calls upon the United States of A.merica to withdraw its armed forces from Lebanon immeM diately," (4) To insert, in paragraph 2, th~ words "not late.r tllan 30 July 1958 " after the words" Security Council ". The paragraph would become paragraph 4 and would read as follows: 4. "Re.qllt.~ls the Secretary-General to report to the Security Council not later than 30 July 1958 on the arrangements made." 14. I shall read out the draft resolution submitted by Japan as amended. 12. Le projet de resolutiOn prevOit rextension des adiviUs du Groupe d'observation des Nations Unies au Liban alors que le Liban est occupe par les troupes des Etats-Unis. L'adoption d'un tel projet de resolution par le ConseiJ signifierait que rOrganisation d~ Naliulls Unie.s se rend compUce des Etats-·Cnis dans leur inge- rence dans les affaires interieures du peuple libanais. P,if. le Secretaire general de mettre imme. diatement en reuVre, en plus des mesures prevues dans la resolution du 11 juin 1958, le plan presente par le Groupe d'observation des Nations Unies an Liban dans Son deuxieme rapport interimaire [S/4052], en vue de permettre al'Organisation des Nations Unies d'ntteindre les buts generaux enonces dans ladite resolution, ce qui servira, conformement aux dispositions de la Charte, a assurer l'integtite territorjale et l'independance politique du Liban. p 3) Ajouter un nOllveau paragraphe 3, redige comme suit: « 3. " 4) Au paragraphe 2 (qui deviendrait le para- graphe 4), ajouter, apres l~s mols «faire rapport n, les mots ~ le 30 juillet 1958 an plus tard JI. These are amendments which, in the view of the Soviet delegation, would enable the Security Council to take a really constructive decision tor the settlement of the extremclydangerous situation which has arisen in the Near and Middle East. The meanjng of these amendm('.nts is very simple and clear. United States troops are in Lebanon illegally, in contravention of the principles of the United Nations Charter, and they shOUld be withdrawn immediately. Alter that the United NaLiom can continue its activities a~d expand the Observation Group, which will perfonn its useful function in Lebanon. 16. M.
