Mr. Presi- dent, I am grateful for the opportunity you have given me to clarify one point arising from part of the state- ment by the Foreign Minister of the Soviet Union this morning [862nd meeting]. Mr. Gromyko suggestedthat the Government of the United Kingdom was in some way, as I understood him, reversing its previous de- termination to work for agreement on disarmament and was no longer serious about the discussions on disarmament now being held in Geneva. Mr. Gromyko, if I understoodhim aright, basedhis statementupon the fact that we were not enthusiastic about the wording of the third Soviet amendment [S/4326] tothe four-Power draft [S/4323], and he argued that because we were unwilling to accept this Soviet wording our desire to make progress on disarmament must have diminished. 2. This is not so. In my statement this morning I simply expressed the hope that we would not find it necessary in the Council to embark on a detailed dis- cussion of the wording of operative paragraph 3of the four-Power draft. My reason was that I feared that President: sir Claude COREA (Ceylan). Thus there has been no change of attitude on our part. On the contrary, in my interventions during our debates in the Council this week I have frequently stressed the determination of Her Majesty's Government inthe United Kingdom to seek to resolve outstanding prob- lems by negociation. If I may quote myself, I said the following in my statement of 24 May: "••.we still hope for a fruitful outcome of both the Conference on the Discontinuance of Nuclear Weapons Tests and the Conference of the Ten Nation Committee on Disarma- ment which continue in Geneva" [S/PV.858, para. 40]. 4. I can assure the Council there is nO flagging 'on our part in the search for disarmament.

On behalf of the delegations of Argentina, Ceylon, Ecuador and Tunisia, I have the honour to submit for the Council's consideration the revised text of the draft resolution proposed by these delegations, which is to be found in document S/4323/Rev.2. 6. At yesterday's meeting [861st meeting], the spon- sors of the draft resolution had an opportunity to ex- plain its purpose to the Council. We saidthen that this is nothing but an honest effort towards peace and is intended to enable the Council to reach agreement on a text incorporating certain fundamental principles -about which we all agree-in so far as these relate to the present international situation, the object thus being to openthe wayfor a returnto broad negociations on the international problems now awaiting solution. 7. In the light ofthe debate whichtookplace yesterday and this morning, the sponsoringdelegations heldcon- sultations with all the members of the Council, and in an effort to reach the greatest possible measure of agreement in the Council, they have accordingly sub- mitted this new text. 8. The revised text is identical with the original ex- cept for operative paragraphs 2 and 3. In the original version, operative paragraph 2 merely appealed to Member Governments to refrainfrom any actionwhich might increase tensions. 9. The revised text contains two new points. Thefirst is an appeal to all Member Governments to refrain from the use or threats of force in their international relations. The second is an appeal to Member Govern- ments to respect each other's sovereignty, territorial integrity and political independence. The new para- graph 2 therefore reads as follows: "Appeals to all Member Governments to refrain from the use orthreats offorce intheir international [858~me s~ance, par. 40]. 4. The text I have read out is self-explanatory. Thus my only comment on it is that the co-sponsors based their wording on the Preamble of the Charter of the United Nations. 11. The other revised paragraph is operative para- graph 3. Our aim in revising this paragraph was to bring it into lines as far as possible with the General Assembly resolutions on disarmament, the discon- tinuance of nuclear weapons tests, and negotiations on measures to prevent surprise attack. 12. I believe-in fact I am sure-that the revised.taxt will be more satisfactory to all members ofthe Coun- cil than the initial version. The sponsors of the draft resolution respectfully submit it for the consideration of the Council and hope that it will be favourably re- ceived and speedily adopted. 13. Mr. ORTONA (Italy): TherepresentativeofEcua- dor has explained comprehensively and clearly the revisions which have been introduced to the original text of the draft resolution submittedbythafour mem- bers. First of all, I wish to express to the sponsors the appreciation of the Italian delegation for this new initiative. It offers further clear evidence ofthe spirit with which the four Powers have undertaken, and are determined to accomplish, the indeedhighly deserving task of enabling the Security Council to conclude its discussions positively and constructively, thatis, with a solemn appeal for the resumption of negotiations urging renewed efforts to improve the international atmosphere and to restore confidence to the peoples of the world. 14. I am taking the floor for a few minutes to say that the Italian delegation fully endorses the new wording for oper,ltive paragraph 2 of the draft resolution, as it appears to be in complete accordwiththe spirit and the purposes of the resolution as a whole. Moreover, the reference to sovereignty, to territorial integrity and to political independence has been properly fo- cused and is seen in the right perspective. 15. No one here, I believe, has intended to ignore the principles of sovereignty or has been shying away from such a concept or from such a word du"t'ing our debates. 16. In the statement which I made to the Security Council at its 861st meeting, I linked the concept of sovereignty with those of freedom and ofsecurity, and I dealt at length with the subject. It appears that the sponsors of the draft resolution, in re-wording the text, were inspired by similar ideas. This morning, the Soviet representative stated that the delegations which had declared themselves unable to accept the wording proposed bythe Soviet delegationfor operative paragraph 3 of the draft resolution implicitly opposed the continuation of the negotiations for the cessationof nuclear tests, for the measures aimed at the prevention of surprise a.ttack and, in particular, for general and complete disarmament. Nothing could be farther from reality. The position of the Italian Government on the attainment of the ideals ofthe Charterthrough negotia- w~ 10. Nul au cours de nos d~bats n'a eu, j'en suis con- vaincu, l'intention de m~connattre le principe de sou- verainete ou ne s'est derob~ devant l'idee ou devant le mot. 16. Dans la d~claration que j'ai faite !l la 86Mme seance du Conseil, j'ai rattache la notion de souve- rainete !l celles de liberte et de s~curite et j'ai 10n- guement developpe le sujet. n semble que les auteurs du projet de resolution, en remaniant leur texte, se soient inspir~s d'idees analogues. Le representant de I'Union sovietique a dit ce matin que les delegations qui avaient d~clare ne pouvoir accepter le texte que 1'Union sovietique propose de substituer au para- graphe 3 du dispositif du projet de resolution s'oppo- saient impiicitement !l la poursuite des negociations en vue de la cessation des essais nucleaires, de l'adop- tion de mesures destinees !l pr6venir les attaques par surprise et, notamment, d'un desarmement ~neral et complet. In taking up a position similar to that taken by other representatives on this Council-I am referring particularly to my colleagues from France, the United Kingdom and the United states of America-the Italian delegation expressed misgiving with respect to the formulation proposed for that paragraph by the 80viet delegation, As I have mentioned already this morning, such misgivings referred to the wording of the sug- gested amendment, because we felt that it did not seem in line with the language of the resolutions adopted by the fourteenth session of the General Assemblyonthis subject. The reviewed text of this paragraph that has been offered by the sponsors of the draft resolution appears to us now to be mostfortunate in the language chosen, in as much as it refers textually to General Assembly resolution 1378 (XIV), and, therefore, the Italian delegation cannot but concur wholeheartedly with this approach. 18. In conclusion, I should like to express my sincere appreciation for the efforts ofthe sponsors ofthe draft resolution, the representatives of Argentina, Ceylon, Ecuador and Tunisia, for all they have done to ensure unanimity and harmony withinthe Council andto facili- tate the constructive conclusion of this debate with an appeal for an improved international atmosphere. 19. Mr. 8LIM (Tunisia) (translated from French): At the end of his statement yesterday, the Soviet rep- resentative proposed certain amendnlents [8/4326] to the initial draft resolution submittedbythe delegations of Argentina, Ceylon, Ecuador and Tunisia [8/4323]; I should like to make the following comments on these amendments. 20. The first two amendments refer to the incursion of foreign military aircraft into the airspace of other states. 21. During the debate on another question, which is the subject of documents 8/4314 and 8/4315, special attention was given to this problem, and in that con- nexion the Tunisian delegation stated clearly and quite unambiguously at the 859th meeting that it could not condone for any reason whatsoever the violation of the airspace of a sovereign state, as such action was contrary to the well-established principles of international law. 22. I wish nowto say againthat we are and will remain in complete agreement in principle with the ideas set forth in the amendments proposed by the delegation of the Soviet Union. The fact is, however, that the discus- sion of the questionwithwhichthey deal was completed at the 860th meeting of the Council which took place yesterday morning. 23. To avoid any suspicionofhamperingdiscussionof the previous item, as submitted in documents 8/4314 and 8/4315, the co-sponsors requestedthat the present item be taken up after completion ofthe other item and separatelyfrom it. This is preciselywhat has occurred. 24. The first two amendments proposed by the Soviet delegation to our initial draft resolution thus reintro- 17. M. 8LIM (Tunisie): A la fin de son intervention d'hier, le chef de la d~legationde l'Union sovi~tique a propos~ certains amendements [8/4326] au projet de r~solution initial [8/4323/Rev.1] present~ par les d~l~gations de I'Argentine, de Ceylan, de l'Equateur et de la Tunisie, sur lesquels je crols utile de faire les observations suivantes. 20. Les deux premiers amendements ont trait lll'in- cursion d'avions militaires ~trangers dans l'espace a~rien d'autres Etats. 21. Au cours du debat sur. une autre question faisant l'objet des documents 8/4314 et 8/4315, oil I'on a trait~ sp~ci8'.lement de ce probl~me, la d~l~gation tunisienne a declar~ nettement, et sans ambigull6 aucune, que nous ne saurions admettre, pour quelque ra:ison que ce soit, la violation de l'espace a~rien d'un Etat souverain, qui est contraire aux principes bien ~tablis du droit international [859~me seance]. 22. Je tiens 11 r~peter maintenant que nous sommes et que nous demeurons parfaitement d'accord, en principe, quant :ll'id~e enoncee danEl lesdits amende- ments proposes par la d~l~gationde l'Union sovietique. 8eulement, la discussion de la question qu'ils concer- nent a ete termin~e au cours de la 860~me seance de notre Conseil, qui a eu lieu hier matin. 23. Pour eviter d'!tre soupc;onnes de ganer la dis- cussion de la question introduite prec~demmentsur la base des documents 8/4314 et 8/4315, les coauteurs ont demande I'inscription de la pr~sentequestion apr~s la conclusion de 1'autre, et d'une fac;on distincte. Crest ce qui a eu lieu. 24. Les deux premiers amendements proposes par la d~Iegation sovi6tique :l notre projet de r6s01ution ~ 6viter d'6tablir les causes et les responsabilit6s de l'echec de la Conference "au sommet" du 16 mai. Les amendements proposes constituent undes aspects de ces causes: Hs pourraient suggerer l'idee d'ajouter aussi d'autres amendements touchant les autres as- pects de cet echec. C'est ce qui nous semble, en plus de sa complexite, bien inutile, et peut-~tre meme nuisible dans les circonstances actuelles. 26. Pour ces raisons, ma d616gation regrette de ne pouvoir accepter et voter pour les amendements prCl- pos6s par la d616gation sovi6tique et accueillerait avec reconnaiss8.nce leur retrait si, dans un esprit de conciliation, la d616gation sovi6tique acceptait de les retirer. 27. Guided solely by this spirit of conciliation and desirous of ensuring that the present meeting of the Security Council should not end without the adoption of a constructive, prudent and hopeful resolution, we have made a fresh effort to achieve sincere under- standing. The delegations of Argentina, Ceylon, Ecua- dor and Tunisia have revised the original text of their draft resolution. The representative of Ecuador has just given the reasons for the new version. By refrain- ing from specific allusions, we still refuse to address any criticism to any particular member ofthe Council. We considered that it would not be without value if operative paragraph 2 of our revised draft resolution recalled and used almost the same phraseology as Article 2, paragraph 4, of the Charter. In doing this, we felt that it might contributeto allaying apprehension from any quarter, as well as to calming mistrust and opening the way to hope. 27. Guid6s uniquement par cet esprit de conciliation et soucieux d'6viter que la pr6sente s6anceduConseil de securite ne se termine sans qu'ellen'aitadopte une r6solution constructive de sagesse et d'espoir, nous avons fait un nouvel effort de sinc~re compr6hension. Nous avons'pense qu'il ne seraitpas inutile que, dans notre projet de resolution final, le para- graphe 2 de son dispositif rappelitt le paragraphe 4 de l'Article 2 de la Charte et utilisat presque sa phra- seologie. Ce faisant, nous avons estime que celapour- rait contribuer a apaiser toutes les apprehensions, d'oll qu'elles apparaissent, a. calmer les mefiances et aouvrir la voie a. l'esperance. 28. In the light, moreover, of the comments made during this debate, we have reframed the wording of operative paragraph 3 of our draft resolution in the hope that in its new form it will be more acceptable to all. 28. With these amendments, I sincerely and conscien- tiously feel that our draft resolution cannot give rise to any very serious additional objections and that it must, in the same way as our initiative as e whole, be regarded as a sincere effort ofgoodwill and objectivity and as the honest and loyal exercise of the responsi- bilities incumbent upon us within the Council for the maintenance of international peace and security. My delegation dares to hope that our efforts will not have been in vain and that our revised draft resolution will be adopted unanimously. 30. M. My delegation wishes to add only a few words to what has already been said by the other co-sponsors of the draft resolution now before us. 31. As the representatives of Ecuador and Tunisia have already said, the sponsoring delegations have striven to find a conciliatory formula whiGh would enable us to close our deliberations in a harmonious 31. After yesterday's meeting and after listening to all the members ofthe Council, our delegations decided to consider the possibility of a revision which might provide a basis for the unanimous acceptance of the resolution that we had submitted. 33. The delegations of Ceylon, Ecuador, Tunisia and Argentina fervently hope that their efforts may be interpreted by the other members of the Council in the spirit in which they were intended and that there will be a unanimous vote in favour of this text the only purpose of which, as has already been said, is to prepare the way for the openingoftalks that will serve to re-establish international harmony. 34. With regard to the amendments introduced bythe Soviet delegation, the Argentine delegation wishes to state that it is not opposed to the principle underlying the Soviettext, a principle which is relatedto situations on which my country has taken a definite stand, as I made clear yesterday, but the Argentine delegation continues to believethat the wordingofthe amendments is apt to give the impression that an attempt is being made to link this item with the item already dealt with by the Council, and we do not think this advisable. 35.. My delegation therefore strongly supports the suggestion made by the representative of fulisia a short time ago that these amendments should, if pos- sible, be withdrawn. 36. In this spirit, the Argentine delegation urges the members of the Security Council to adopt this draft resolution unanimously. 37. The PRESIDENT: I have no further speakers on my list, and I would therefore ask the members of the Council to permit me, as representative of CEYLON, to make two brief observations. 38. I would like to say that the original four-Power draft resolution [S/4323] was an effort to keep open the door to negotiation among the four great Powers for the purpose of obtaining a solution of the many difficult international problems which stand in. the way of establishing peace among all the nations of the world. The revised draft resolution [S/4323/Rev.2j is a further effort to achieve that same purpose after taking into consideration the discussion that has al- ready taken place on the original four-Power draft resolution. 39. The representative of Ecuador and the two other co-sponsors of the original draft resolution have al- ready explained the object of the revisions that have been made. I shall not, therefore, comment on that matter, except to say that the co-sponsors searched very hard to find a formula which would go as far as was reasonably and humanly possible to make it ac- ceptable for adoption bythis Council. Ihope, therefore, that the draft resolution in its revised form will be adopted by this Council. 40.
