The situation in Mali

The Security Council will now begin its consideration of the item on its agenda. At this meeting, we will hear a briefing by Ambassador Juan Ramón de la Fuente Ramírez, Permanent Representative of Mexico, in his capacity as Chair of the Security Council Committee established pursuant to resolution 2374 (2017) concerning Mali. I now give the floor to Ambassador De la Fuente Ramírez.
I am speaking in my capacity as Chair of the Security Council Committee established pursuant to resolution 2374 (2017) concerning Mali. In accordance with the Committee’s guidelines for carrying out its work, I would like to inform the Council of the activities carried out in 2021, as well as of the generalities of the work of the Panel of Experts that assists the Committee. This year, the Committee held virtual consultations on two occasions and informal consultations on one occasion. On 9 February, the Committee met by video- teleconference to hear the briefing of the Coordinator of the Panel of Experts on the mid-term report (S/2021/151) mandated by resolution 2541 (2020). The report was officially submitted to the Security Council on 17 February. Subsequently, on 5 May, the Committee met in virtual format with the representatives of Mali, Algeria, Burkina Faso, Chad, The Gambia, Guinea, Mauritania, Morocco and Senegal for the purpose of discussing the implementation of the sanctions regime. Despite the extraordinary circumstances imposed by the coronavirus disease pandemic, this was the first virtual meeting of a subsidiary body of the Security Council that was able to count on simultaneous interpretation and a double identity check, in accordance with the principle of multilingualism and respect for safety standards. It was an estimable advance in terms of provisional working methods in the context of the pandemic. On 23 July, the Committee held informal face-to- face consultations to consider the final report of the Panel of Experts (S/2021/714), officially sent to the Council in accordance with the provisions of resolution 2541 (2020) on 6 August. A corrigendum to said report was issued on 29 September. Furthermore, the members of the Committee agreed to the issuance of three press releases. The first two announced the mid-term and final reports, in March and August, respectively (SC/14595 and SC/14456). The third (SC/14631), published on 13 September, focused on international travel ban measures provided for in resolution 2374 (2017). During the period under review, the Committee received one request for an exception to the ban on international travel. Currently, eight individuals are on the Committee’s sanctions list. To conclude, with respect to the re-establishment of the Panel of Experts in accordance with resolution 2590 (2021), which extended the mandate of the Panel until 30 September 2022, the appointment of the experts is on hold, subject to further consideration.
