Before starting our proceedings, I should like to welcome to our meetings the dis- tinguished Deputy Minister for Foreign Affairs of the Soviet Union, Mr. Valerian Zorin. who is the new representative of his country in the Security Council. 2. nest superflu de parler de la complltence de M. I need not refer to Mr. Zorin's skill since it is very well known to the members ofthe Council because of his previous participation in the work ofthe Council and other bodies of the United Nations. We all know the many important posts that he has held in very crucial international negotiations and the abilities that he has displayed on such occasions. I am confident that the Council will benefit in its deliberations from his presence amongst us.

I deeply appreciate the words of welcome just spoken by the President and I hope that co-operation among the members of the Security Council, as also co-operation with the Presi- dent and the Secretary-General, will be forthcoming in the interests of strengthening peace among peoples 3. Before proceeding to the adoption of the agenda I should like to draw the attention of the members of the Council to a technical point. Repre- sentatives have before them the various documents which have been submitted since we resumed our meetings on the Congo last Friday evening [896th meeting]. Before opening the debate I should like to refer briefly to the telegram addressed to the :?resident of the Council and to the Secretary-General which is contained in annex I to document si4504 submitted by the Secretary-General to the members of the Council. With regard to this document I think that a clarification is in order for the record. 6. When we discussed on Saturday [897th meeting] the request transmitted to the representative of the Secretary-General in Leopoldville by the Central Governmel"lt of the Republic of the Congo for a post- ponement of our meeting, a proposal sustaining that request was made in the Council. It was subsequently withdrawn. When we resumed our debate, after a brief recess J a proposal for adjournment was put before us I:u.di:pandently prompted by the desire of the members of the Council to have the opportunity of giving mature consideration to the situation in the light of the fresh information and of the new documents which had been presented to the Council. That is the proposal that we adopted. Adoption of the agenda

In the course of the past few hours we have received further word, through the news media and by other means, of additional confusion in the area which the Council is meeting to discuss, and in view of the lack of clarity in the situation facing the Council I formally propose a simple adjournment under rule 33 of the provisional rules of procedure. We make this proposal on the understanding that the President of the Council Vrill convene the Council again as soon as he feels it advisable.

The Council has heard the pro- posal put forward by the United States representative calling for simple adjournment of the meeting under rule 33, sub-paragraph 2. Rule 33 provides that 11Any motion for the ••• simple adjournment of the meeting shall be decided without debate". I would now ask the members of the Council whether they are prepared to adopt the motion proposed by the United States repre- sentative. Declaration ,,-_ )~esident 5. Cette proposition a ensuite ete retiree. Lorsque nous avons repris nos travaux apr~s une br~ve suspension de seance, nous avons etll saisis d tune autre proposition d'ajournement inspirlle par le dllsir qu'avaientles membres du Conseil d'avoir le temps d'etudier milrement la situation, compte tenu des renseignements et des documents nouveaux qui nous avaient ete soumis. Mr. President, as you have already pointed out, a motion such as the one I have made under rule 33, sub-paragraph 2, of the provisional rules of procedure is not debatable.

I believe that the procedural position is the following. The Council has adopted a motion for adjournment, andtherefore the Council must consider itself adjourned. I do notthinkthat any further motion can be submitted after the motion for adjourn- ment has been adopted. Therefore, my ruling is that the meeting is adjourned. I am sure that the r'9pre- sentative of the Soviet Union can convey his wishes through the normal channels, those channels being either the Secretariat or the President of the Security Council, and that they will be considered in the light of the circumstances. 26.
