Consideration of the draft report of the Security Council to the General Assembly
The Security Council will now begin its consideration of the item on its agenda.
The Security Council will proceed to the consideration of its annual report to the General Assembly for the period from 1 January 2022 to 31 December 2022.
The draft report has been provided to the members of the Council. The introduction to the draft report was prepared by the delegation of Brazil, with the participation of the other members of the Council. The body of the report was prepared by the Secretariat. I would like to express my appreciation to Brazil and the Secretariat for their respective contributions.
I would also like to point out that the draft report was prepared in accordance with the notes by the President of 30 August 2017 (S/2017/507) and 27 December 2019 (S/2019/997).
I now give the floor to the representative of Brazil, whose delegation was responsible for drafting the introduction to this year’s annual report.
As President of the Security Council in July 2022, Brazil prepared the introduction to this annual report on the activities of the Council in 2022. First, I thank all members for the spirit of compromise and for their invaluable contributions, which allowed us to arrive at a balanced and consensual text. This introduction is the result of a truly collective effort, in line with the best traditions of this organ. I would also like to thank the Secretariat for providing information and for the impeccable editorial work.
The year 2022 was extremely challenging for us all. Notwithstanding the uncertainties of the coronavirus disease pandemic and disturbing signs of deterioration
in the political environment in the Council, we achieved important results whenever we placed the need for cooperation above individual perspectives. At those times, we lived up to the expectations and responsibilities placed on us by the United Nations.
I would like to recall two eloquent examples. In July, we adopted resolution 2642 (2022), which renewed the authorization for cross-border humanitarian assistance in Syria for six months. That is an essential mechanism to mitigate the suffering of the civilian population, in the midst of a conflict that has lasted more than a decade. In December, we adopted resolution 2699 (2022), the first-ever resolution on Myanmar, in which the Council expressed its firm support for the Association of Southeast Asian Nations concrete measures to end the violence. In both cases, there were deep disagreements among members about the best course of action. Those differences were reflected in the voting and prevented unanimous support. Even so, in both cases, the interest in finding pragmatic solutions to alleviate human suffering in two of the most serious crises of our day prevailed over political cleavages. In both cases, the Council successfully fulfilled its mandate under the Charter of the United Nations.
It will not always be possible to bridge the divisions among us. However, the realization that cooperation is viable even in one of the most difficult periods in the Council’s history should renew our faith in the mission of this organ.
