The situation in Libya

The Security Council will now begin its consideration of the item on its agenda. Members of the Council have before them document S/2023/782, which contains the text of a draft resolution submitted by the United Kingdom of Great Britain and Northern Ireland. The Council is ready to proceed to the vote on the draft resolution before it. I shall put the draft resolution to the vote now.
A vote was taken by show of hands.
The draft resolution received 15 votes in favour. The draft resolution has been adopted unanimously as resolution 2701 (2023). I shall now give the floor to those members of the Council who wish to make statements.
I commend the United Kingdom, as penholder, for its efforts to unite Security Council members and incorporate Libya’s request to modify the measures contained in the sanctions regime in the light of developments on the ground. Japan voted in favour of resolution 2701 (2023) because the measures contained therein continue to be relevant to maintaining international peace and security. Moreover, the text achieved a balance between a message against those who threaten peace in Libya, on the one hand, and a robust call to protect frozen assets for the future benefit of the Libyan people, on the other. It is the Council’s responsibility to review the appropriateness of those measures, as needed. For example, Japan welcomes the fact that the resolution underscores the importance of the consideration of delisting requests by the Committee established pursuant to resolution 1970 (2011), concerning Libya, as appropriate and in line with resolution 1730 (2006). Japan also welcomes the Council’s fulfilment of its responsibility by unanimously adopting the resolution today. Japan is furthermore determined to contribute to robustly implementing the Council’s decision and ensuring that the procedures of the regime are fair and clear, both as a responsible Member State and as Chair of the Libya Sanctions Committee.
