The situation in the Middle East
The Security Council will now begin its consideration of the item on its agenda.
At this meeting, the Security Council will hear a briefing by Ambassador Ferit Hoxha, Permanent Representative of Albania, in his capacity as Chair of the Security Council Committee established pursuant to resolution 2140 (2014).
I now give the floor to Ambassador Hoxha.
Mr. Hoxha: I have the honour to report to the Security Council on the work of the Committee established pursuant to resolution 2140 (2014), paragraph 19 (e). The most recent briefing on the matter took place on 15 March 2023 (see S/PV.9282). This briefing will therefore cover the period from 16 March 2023 to date.
Since my most recent briefing to the Council, the members of the Committee have met five times in informal consultations. During the informal consultations held on 28 April, the Committee received a presentation from the Panel of Experts on Yemen on its programme of work for the renewed mandate, which had begun on 29 March 2023, in accordance with resolution 2675 (2023).
On 16 May, the Committee heard presentations by representatives from the United Nations Verification and Inspection Mechanism for Yemen (UNVIM) and a representative from the United Nations Office for Project Services on UNVIM’s work.
On 19 June, the Committee heard a briefing by the Special Representative of the Secretary-General for Children and Armed Conflict.
On 20 July, the Committee heard a presentation by the Coordinator of the Panel of Experts on the Panel’s midterm update, submitted in accordance with resolution 2675 (2023), paragraph 3, and discussed the recommendations contained therein for possible follow up.
On 1 November, the Committee heard a presentation by the Coordinator of the Panel of Experts on the Panel’s final report, which was submitted to the Committee on 18 September 2023 in accordance with resolution 2675 (2023), paragraph 3. The report was transmitted to the Security Council on 2 November and will be issued as document S/2023/833. The Committee further discussed the four recommendations addressed to it and is currently considering follow-up action. Also, during the informal consultations held on 1 November, the Committee received a briefing from a representative of the Office for the Coordination of Humanitarian Affairs pursuant to resolution 2664 (2022), paragraph 5.
During the reporting period, the Committee issued four press releases containing summaries of the informal consultations held on 28 April, 16 May, 19 June and 20 July. A press release was also issued on 26 September on the topic of children and armed conflict as it relates to the work of the Committee.
There are currently 12 individuals and one entity on the sanctions list of the Committee. The Committee did not receive any listing or delisting requests during the reporting period. The Committee also did not receive any exemption requests.
Lastly, during the reporting period, the Committee continued to receive vessel inspections reports from UNVIM.
