The situation in the Middle East
The Security Council will now begin its consideration of the item on its agenda.
At this meeting, the Security Council will hear a briefing by Ambassador Joonkook Hwang, Permanent Representative of the Republic of Korea, in his capacity as Chair of the Security Council Committee established pursuant to resolution 2140 (2014).
I now give the floor to Ambassador Hwang.
Mr. Hwang: I have the honour to report to the Security Council on the work of the Committee pursuant to resolution 2140 (2014), paragraph 19 (e). The most recent such briefing took place on 8 November 2023 (see S/PV.9468). This briefing will therefore cover the period from 8 November 2023 to date.
Since the most recent briefing to the Council, the members of the Committee have met four times in informal consultations. Press releases were issued following each of the informal consultations.
During the informal consultations held on 23 February, the Committee heard a presentation by the Panel of Experts on Yemen on its programme of work, following the extension of its mandate by Security Council resolution 2707 (2023).
On 3 May, the Committee heard a presentation by the Panel of Experts on its midterm update, submitted in accordance with resolution 2707 (2023), paragraph 3, and discussed the recommendations contained in the update.
On 19 September, the Committee heard a presentation by the Panel of Experts on its final report, submitted in accordance with resolution 2707 (2023), paragraph 3. The report was transmitted to the Security Council on 11 October and was issued as document S/2024/731. The Committee discussed the recommendations contained therein, and is currently considering follow-up action based on the recommendation addressed to it by the Panel in the report.
During the informal consultations held on 17 October, the Committee received a briefing from the Office for the Coordination of Humanitarian Affairs pursuant to resolution 2664 (2022), paragraph 5.
In terms of other activities of the Committee during the reporting period, no negative decision was taken by the Committee on an exemption notification, invoking resolution 2140 (2014), paragraph 12 (a), that was submitted to the Committee by a Member State in April. The Committee issued notes verbales to all Member States, in January and September, on the topics of humanitarian funding and the targeted arms embargo, respectively, pursuant to recommendations made by the Panel of Experts. The Committee also responded in February to a query from a Member State on the scope of the sanctions regime.
There are currently 10 individuals and one entity on the sanctions list of the Committee. On 30 July, the Committee removed Ali Abdullah Saleh and Ahmed Ali Abdullah Saleh from its sanctions list upon request by a Member State.
