Our decision not to respond to the remarks of the Soviet Union was one that had been thought through. It was our intention to deal with the very profound human problem that is before us. I am afraid that I was unable to hear everything that was interpreted in my ear-piece during the right of reply of the representative of the Soviet Union because he was speaking so extremely loudly. Nevertheless, I did hear that he referred to my country as being the “younger brother” of the United States. I can only suppose that he has, yet once more, got his history wrong. I need say no more.
