The following representatives have been elected Chairmen of the seven Main Committees of the General Assembly add are accordingly members of the General Committee for the thirty-second session [decision 32/303/ :
First Committee: Mr. Frank Edmund Boaten (Ghana); Special Political Committee: Mr. Bernhard Neugebauer (German Democratic Republic); Secund Committee: Mr. Peter Jankowitsch (Austria); Third Committee: Mrs. Lucille Mair (Jamaica); Fourth Committee: Mr. Mowaffak Allaf (Syrian Arab Republic); Fifth Committee: Mr. Morteza Talieh (Iran); Sixth Committee: Mr. Enrique Gaviria (Colombia).
6. Election of the Vice-Presidents of the General Assembly
Pursuant to rule 31 of the rules of procedure, we shall now proceed to the election of the 17 Vice-Presidents of the General Assembly who are to be chosen in such a manner as to ensure ~he representative character of the General Committee.
3. All m£..inbers of the General Assembly are eligible in this election except those already represented in the General Committee-namely, those countries whose representatives have been elected to the chairmanships of the Main Com- mittees and to the presidency of the General Assembly.
4. Furthermore, since, under resolution 1990 (XVIII) the election of the President has the effect of reducing by one the number of vice-presidencies allocated to the region from which tbe President has been elected, no repre- sentative of an Eastern European State-that is from Group B-may be elected Vice-President, as indicated in foot-note 14 to rule 31 of the rules of procedure.

5. Therefore~ the number of Vice-Presidents to be elected is as follows:
Group A: Seven represen.tatives from Mrican and Asian States; Group C: Three representatives from Latin American
States; Group D: Two representatives from Western European
and other States; Group E: Five representatives from the permanent members of the Security Council.
6. Under rule 92 ef the rules of procedure, all elections shall be held by secret ballot ar j there shall be no nominations.
7. However, I would suggest that in this particular election for the present session and without constituting a pre- cedent, we waive rule 92 and dispense with the time- consuming balloting procedure. In other words, whenever the number of candidates in a given group correspcnds with the number of seats to be filled in that group, those candidates will be declared elected. May I take it that the Assembly agrees to proceed to the election on that basis?
It was so decided.
I call on the chairman of the group of African States.
As chairman of the group of African States for the current month, I have the pleasure to nominate the following- African States for vice-presidencies of the General Assembly at its thirty-second session. The candidatures of these countries have been confinned by the African group. We hope that the General Assembly will elect them this evening. The countries are as follows: Gabon, Lesoth:;, Madagascar and Sierra Leone.
I now call on the chairman of the group ef Asian States.
I have the honour to submit the names of the following delegations for vice- presidencies: Cyprus, Democratic Yemen and Indonesia.
I call on the chairman of the group of Latin American States.
On behalf of the Latin American countries, it is my pleasure to inform the members present here that the following countries have been endorsed by the Latin American group for the vice-presidencies of the General Assembly: Ecuador, Guatemala and Peru. I hope that these
1S. Mr. HARRY (Australia): I have the honour on behalf of the Group of Western European and other States to propose that the Assembly elect by acclamation as Vice- Presidents for the thirty-second session the chairmen of the delegations of Denmark and the Netherlands.
Since the number of candidates nominated by each group corresponds to the number of seats to be fi1h~d, I declare those candidates elected, in addition to the five permanent members of the Security Council.
The General Committee for the thirty-second session of the General Assembly has now been fully constituted in accordance with rule 38 of the rules of procedure. I wish to congratulate each and every one of the countries elected.
