15.  Jections to fill vacancies in principal organs (con- tinued) :* i) Elections of five non-permanent members of the Security Council . The PRESIDENT: In accordance with the deci- ion taken by the Assembly at its !1lth plenary ieeting. held on Thursday. 20 December, the Assem- ly meets today solely to resume the election of one on-permanent member of the Security Council from he group of Latin American States for a two-year term eginning on I January 1980. . As members are aware, during 13 plenary meetings eid since 26 October 1979 the Assembly has held 24 ballots which have proved inconclusive. The As- embly will now proceed to the one hundred and wenty-fifth ballot. the first of a series of three un- estricted ballots. in accordance with rule 94 of the rules if procedure. In this unrestricted ballot. any member itate from the group of Latin American States may be . candidate for election except, of course, Bolivia. vhich is about to vacate its seat. and Jamaica. which s already a member of the Security Council. The ballot apers will now be distributed. At the invitation of the President, Mr. Mardovich Byelorussian Soviet Socialist Republic) and Mr. Celtk- ol (Turkey) acted as tellers. A vote was taken by secret ballot.

Since no country has obtained the required majority in the first in this series of unrestricted ballots, we shall proceed to the second unrestricted ballot. As in the first unrestricted baliot, any member State from the group of Latin American States may be a candidate for election except, of course, Bolivia and Jamaica. The ballot papers will now be distributed. At the invitation of the President, Mr. Mardovich (Byelorussian Soviet Socialist Republic) and Mr. Celikhol (Turkey) acted as tellers. A vote was taken by secret ballot.

Since this third unrestricted ballot has proved inconclusive, the Assembly will now proceed to the first of a series of three restricted ballots in accordance with rule 94 of the rules of procedure. This balloting is restricted to the two candidates which have obtained the largest number of votes, namely, Cuba and Colombia. Any papers containing the names of other countries will be declared invalid. The ballot papers will now be distributed. At the invitation of the President, Mr. Mardovich (Byelorussian Soviet Socialist Republic) and Mr. Celikkol (Turkey) acted as tellers. A vote was taken by secret ballot.
