We shall examine first
section 11 of the report, which deals with the organization of the session.
Members are aware that by its decision 34/401, which is reproduced as annex VI to
the rules of procedure, and by its resolution 39/88 B, which is reproduced as
annex VII to the rules, the General Assembly adopted a number of provisions aimed
at rationalizing its procedures and organization. Many of these provisions have
already been implemented at the thirty-fourth to thirty-ninth sessions, but some of
them have not yet been, 01: have been only partly implemented. It is hoped that at
the present session the Assembly will endeavour to advance this process of
r ati(;i..etlization.
The provisions of General Assembly decision 34/401 and resolution 39/88 B, to
whicb I have just referred, that directly affect the organization of work of the
General Committee, are reproduced in paragraph 2 of document A/40/250.

The PkESIDENT (interpretation from Spanish): As concerns the observance
of the fortieth anniversary of the United Nations, referred to in paragraphs 3 and
4, the General Committee draws the Assembly's attention to two General Assembly
resolutions and one decision relevant to that observance.
In paragraph 4, the General Committee recommends that the Assembly consider
the recommendations contained in the first part of the report of the preparatory
Committea for the fortieth anniver~~ry of the United Nations concurrently with the
first report of the General Committee.
May I take it that the Assembly approves that recommendation?
It was so decided.
We shall therefore consider
those aspects of the report of the Preparatory Committee, which have a bearing on
the organization of the session, when we have completed our consideration of the
report of the General Coa~ittee.
Regarding the schedule of meeti~gs referred to in paragraphs 5, 6, 7 and 8,
the General Committee draws the General Assembly's attention to paragraph 3 of its
decision 34/401. In this connection, I should like to remind the Assembly that
rules 67 and 108 of the rules of procedure provide that the President of the
General Assembly may declare a meeting open and permit the debate to proceed when
at least one third of the members are present, and the Chairman of a Main Committee
may declare a meeting open and permit the debate to proceed when at least one
qUi?",ter of the members are present. In paragraph 6, the General Committee
recommends that during the period of the General Debate, morning plenary meetings
should begin at 10 a.m. instead of 10.30 a.m. In paragraph 7, the General
Committee recommends that during the commemorative proceedings of the fortieth
anniversary between 14 and 24 October, morning plenary meetings should also begin
at 10 a.m. instead of 10.30 a.m. and in paragraph 8, it recommends to the General
Assembly that delegations should be reminded of the importance of punctuality in
the interest of ensuring an effective and orderly organization of work and
achieving economies for the United Nations.
May I take it then that the Assembly approves the recommendations?
It was so decided.
I would like to assure the
Assembly that I shall be in the chair punctually at the scheduled time and I urge
the chairmen of the Main Committees to do the same. It is essential that at least
one member of each delegation be present at the scheduled time in order to avoid
the problem of quorum. I sincerely hope that all delegations will make a special
effort to co-operate in this regard.
We turn now to paragraphs 9 and 10, concerning the General Debate. May I take
it that the General Assembly approves the recommendations contained in paragraph 91

In view of the very large
number of speakers alrea~y inscribed, I shall urge representatives to take the
floor in the order in which they appear on the list. Those who are unable to speak
at the scheduled time will be put at the end of the list for that day.
In paragraph 10, the General Committee draws the General Assembly's attention
to the decision ·taken by the AssezDbly 4t the third plenary meeting of its
thirty-ninth session, held on Priday, 21 september 1984, namely that the practice
of expressing congratulations in the General Assembly hall after a speech had been
delivered was prohibited.
May I take it that the Assembly wishes to decide that this provision also
applies during the fortieth session?

Regarding the explanations
of vote, referred to in paragraph 11, the General Committee draws the General
Assembly's attention to paragraph 7 of its decision 34/401.
Paragraph 12 deals with the closing date of the session and paragraph 13 with
the records of the Main Committees.
I take it that those recommendations are approved by the General Assembly.
It was so decided.
In paragraph 14, the
General Committee draws the General Assembly's attention to paragraphs 18 and 19 of
its decision 34/401 concerning the election of the Chairmen of the Main
Committees. May I express the hope that these provisions will be fully implemented
to facilitate the organization of work of future sessions of the General Assembly.
The General Committee also draws the General Assembly's attention to
paragraph 17 of its decision 34/401, 'which is reproduced in paragraph 15,
concerning concluding statements in the General Assembly and its Main Committees.
Paragraphs 16 and 17 refer to questions related to the progral'lllle budget. In
this connection, the General Committee draws the General Assembly's attention first
to paragraphs 12 and 13 of its decision 34/401.
As Members are aware, this has been a serious problem, especially towards the
end of the session. This year, Friday, 6 December, is the target date for the
conbclusion of the work of the Main Committees, except for the Fifth Committee.
In this connection, the General Committee also draws the Assembly's attention
to regulation 4.9 of the R3gulations Governing Programme Planning, the Programme
ASpects of the Budget, the Monitoring of Implementation and the Methods of
Evaluation (resolution 37/234, annex), which reads as follows:
-No Council, Commission or other competent body shall take a decision
involving either· a change in the prCJ9ramrae budget approved by the General
Assembly or the possible requirement of expenditure unless it has received and
taken account of a report from the Secretary-General on the programme bUdget
implications of the proposal.• - (resolution 37/234, annex)
Paragraphs 18 and 19 refer to documentation. In paragraph 18 the General
CODIDittee draws the General Assembly's attention to puagraph 28 of its decision
34/401.
Regarding paragraph 19, may I consider that the General Assembly approves the
recommendation of the General Committee regarding the need for maximum restraint in
requests by Member States and subsidiary organs for circulation of material as
Official documents of the General Assembly?

paragraph 20. The General Committee draws the General Assembly's attention to
paragraph 32 of its decision 34/401 concerning resolutions.
In paragraph 21, relati~ to special conferences, the General Committee draws
the General Assembly's attention to recommendation 6 of the Committee on
Conferences, adopted by the Assembly in paragraph (b) of its decision 34/405.
In paragraph 22, the General Committee, in the light of recommendations
submitted by the Committee on Conferences, recommends to the General Assembly that
the following subsidiary organs of the Assembly should be authorized to hold
meetings during the fortieth session:
(a) Ad Hoc Comittee on the Indian Ocean;
(b) AdvieolY Committee on the United Nations Educational and Training
. ProgralIl11e for Southern Afr ica;
(The President)
(c) Committee of Trustees of the united Nations Fund for SOUth Africa.
(d) Committee on Relations with the Bost Country;
(e) Committee on the Exercise of the Inalienable Righto of the Palestinian
People,
(f) S~cial Committee against Apartheid;
(g) United Nations Council for Namibia, and
(h) Working Group on the Financing of the united Nations Relief and Works
Agency for Palestine Refugees in the Near East.
May I take it that the General Assembly approves that recommendation?

Also in paragraph 22 the
General Committee draws the attention of the Assembly to paragraph 3 of Gen~ral
Assembly resolution 39/161 A, according to which the Preparatory Committee for the
Fortieth Anniversary of the United Nations will continue to function until the
observance of the anniversary.
May I consider that it is the wish of the Assembly to take note of this?

Finally, in paragraph 23,
dealing with the rationalization of work, the General Committee draws the attention
of the Assembly to the main conclusions of the Meeting of the Presidents of the
General Assembly on the occasion of the fortieth anniversary of the United Nations,
held in New York from 6 to 10 June 1985.
That completes our consideration of section II of the report of the General
Committee, which relates to the organization of the session.
We turn now to section III of the report of the General Committee, relating to
the adoption of the agenda.

May 1 recall to members of the General Assembly rule 23 of the rules of
procedure which provides that:
"Debate on the inclusion of an item in the agenda, when that item has
been recommended for inclusion by the General Committee, shall be limited to
three speakers in favour of, and three against, the inclusion."
1 should like to stress that at this time we are not discussing the substance
of any item.
In paragraph 25, the General Committee recomnends to the General Assembly that
sub-item 16 (a), "Election of fifteen members of the Industrial Development BOard",
be deleted from the agenda inasmuch as the United Nations Industrial Development
Organization (UNlDO) has been converted into a specialized agency and that
53 members of the Board were elected on 12 August 1985.
I take it that the Assembly adopts this recommendation.

In paragraph 26, the
General Committee recommends the inclusion in the agenda of sub-item 17 (1),
"Appointment of a member of the Special Committee with regard to the Implementation
of the Declaration on the Granting of Independence to Colonial Countries and
Peoples", in view of the withdrawal of Australia from its membership in
January 1985.
May I take it that the Assembly adopts that recommendation?

In paragraph 27, the
General Committee recommends to the General Assambly that the consideration of
item 114 of the draft agenda, "Question of East Timer", should be deferred to the
forty-first session and that, consequently, the item should be included in the
provisional agenda of that session•

In paragraph 28 the General
Committee infolcms the General Assembly that it has taken note of the suggestions
made by the Secretary-General regarding the grouping of related items under a
single heading and the staggerj.ng of other items over two or more years. In this.
connection, the General Committee also draws the attention of the General Assellbly
to the Committee's agreement to meet later during the session to consider
recoIllllendations to the Assembly on the rationalization of its work.
I take it that the Assembly takes note of this.

We turn now to the agenda
that the General Committee recommends for adoption by the General Assembly.
In accordance with past practice, we shall follow the numbering given in
paragraph 29 of the General Committee's report (A/40/250) and shall consider
several items in groups where that seems appropriate. I should like to remind
members once again that at present we are not discussing the substance of any item
except when such discussion could assist the Assembly in deciding whether or not to
include an item in the agenda.
I now invite representatives to turn to page 9 of the report of the General
Commit tee.
Items 1 to 6 have already been acted upon in plenary meeting; therefore their
inclusion has been approved.
We shall now take up items 7 to 20. I take it that it is the wish of the
General Assembly to include those items in the agenda.

of the allocation of items dealt with in section IV of the repor:t. In this
connection, the General Committee, in paragraph 30, draws the General ASBeBbly's
attention to paragraph 4 of its decision 34/401, which states that:
·Substantive items should normally be discussed initially in a Main
Committee and, therefore, items previously allocated to plenary aaeetinga
should henceforth be referred to a Main Committee unless there are co~lling
circumstances requiring their continued consideration in plenary .eating.·
The modifications indicated in paragraph 31 are reflected in the proposed
allocation. We shall therefore consider them when we come to the relevant itea.
under paragraph 32.
May I now invite members to turn to the list of items reeo_nded fo~
consideration in plenary meetings on pages 27 and 28 of the English text.
Regarding item 18 on the list, the General Committee recolllDends in
paragraph 31 (a) (i) that the Assembly should refer to the Pourth Committee all the
chapters of the report of the Special Committee relating to specific Territories 80
that the General Assembly might deal in plenary meeting with the question of the
mplementation of the Declaration as a whole. May I take it that the General
Assemly approves that reco-endation?

General Committee draws the attention of the Assembly to the Programme of
Activities in Observance of the Twenty-Fifth Anniversary of the Declaration on the
Granting of Independence to Colonial Countries and Peoples to be held in
conjunction with the celebrations of the fortieth anniversay of the United Nations.

commemorative meeting in observance of the twenty-fifth anniversary of the
Declaration be held on 16 OCtober 1985, in the morning, in the General Assemly

connection, as stated in paragraph 31 (a) and (U), the General Committee decided

plenary meeting, on the understanding that bodies and individuals haVing an
interest in the question would be heard in the Fourth.Committee in conjunction with
the consid&~ation of the item in plenary meeting.

recommendation of the General Committee on the allocation of item 34 on the list,
entitled, -Question of Namibia~. As indicated in paragraph 31 (a) (iii), the
General Committee decided to recommend to the General Assembly that the item should
be considered directly in plenary Meting, on the understanding that bearings of
the organizations concerned would be held in the Fourth Cee-ittee.

Assemly that the item should be considered directly in plenary _eUng, on the
ur.,derstanding that the representatives of the Organization of African Unity and of
national liberation moveMents recognized by that organization would be peraitted to
pa£ticipate in the discussion in plenary meeting and that organizations and
indiViduals having a special interGnt in the question would be permitted to be
heard by the Special Political Ca.mittee.

Finally, the GenFlral
Committee has recommended in paragraph 31 (a) (vi) that item 147, ·Solemn appeal to
States in conflict to cease armed action forthwith and to settle disputes between
them through negotiations, and to States Members of the United Nations to undertake
to solve situations of tension and conflict and existing disputes by political
means and to refrain from the threat or use of force and from any intervention in
the internal affairs of other States·, should be considered directly in plenary
meeting.
May I consider that the General Assembly approves that recormnendation?

it that the General Assembly approves the allocation of the other items listed for
consideration directly in plenary meeting?

In connection with item 68 on the list entitled -General and complete
disarmament-, the General Committee ~as recommended in paragraph 31 (b) (1) that
the relevant paragraphs of the annual report of the International Atomic Energy
Agency, which is to be considered directly in plenary meeting under item 14, be
drawn .to the attention of the First Committee in connection with its consideration
of item 68.

paragraph 31 (b) (ii) concerning item 146, entitled ftInternational co-operation in
the peaceful exploitation of outer space under conditions of its
non-militarizationft • with regard to this item, the General Committee decided to
recommend that it be allocated to the First Committee.

Regarding item 84 (1) on the list, entitled 8Effective mobilization and
integration of of women in development-, ths General Committee recommended in
paragraph 31 (c) that documents concerning the integration of women in development
also be made available to the Third Committee under item 92.
May I take it that the General Assembly approves this recommendation?

General Assembly approves the allocation of all the items proposed for allocation
to the Second Committee?

We now come to the items
proposed for allocation to the Third Committee.
As concerns item eg on the list, entitled WInternational Youth Year,
Participation, Development, Peace-, the General Committee, bearing in mind
paragraph 2 of General Assembly resolution 39/22 of 23 November 1984, recommends
that an appropriate number of plenary meetings be devoted to policies ~nd
programmes relating to youth, upon receipt of the report of the Third Committee on
this item, and that these meGtings be designated as the United Nations world
Conference for the International Youth Year.
May I take it that the General Assembly adopts this recommendation?

In this connection, after
consultations I should like, with the concurrence of the Assembly, to set the date

of the afternoon of Wednesday, 13 November, for the first such plenary meeting
devoted to policies and programmes relating to youth.

Regarding item 121 on the list, entitled -Joint Inspection Unit-, the General
Committee reco1llD~nded in paragraph 31 (e) that the item be allocated to the Fifth
Committee on the understanding that the reports of the Joint Inspection Unit
dealing with subject-matters assigned to the other Main Committees would be
referred also to those Committees.
May I take it that the General Assembly adopts that recomendation and that it
approves the allocatioi'l of the other items proposed for allocation to the Fifth
Committee?

We now turn to the list of
items proposed for allocation to the Sixth Committee. In connection with item 142
on the list, entitled -Report of the Special CODIDittee on the Charter of the United
Nations and on the Strengthening of the Role of the Organization-, the General
Committee recOlllDends that the document containing the recommendations made by the
Presidents of the General Assembly concerning the rationalization of the procedures
of the Assembly be made available to the Sixth Committee for its consideration
under this item.
May I take it that the Assembly adopts this rec01lllendation and approves the
allocation of the items proposed for allocation to the Sixth Committee?

thus concluded its consideration of the report of the General Committee.
Each Main Committee will receive promptly the list of agenda items allocated
to it so that it may begin its work as soon as possible, in accordance with rule 99
of the rules of procedure.
ITEM 39 OF THE AGENDA
CQMMDIORATION OF THE FORrIETH ANNIVERSARY OF THE UNITED NATIONS: REPORT OF ,]~HR PREPARATORY COMMITTEE FOR THE FORTIETH ANNIVERSARY OF THE UNITED NATIONS (Part I) (A/40/49)
Members will recall that
the Assembly decided earlier this morning to consider those aspects of the report
of the Preparatory Committee for the Fortieth Anniversary of the United Nations
which have a bearing on the organization of the session after it had completed its
consideration of the fi~st report of the General Committee.
In accordance with that decision, the Assembly has before it the firat part of
the report of the Preparatory Committee ccntained in document A/40/49.
I now call on Mr. Peter David Lee, Rapporteur of the Preparatory Committee, to
introduce that report.

Fortieth Anniversary of the United Nations (interpretation from French): First. of
all, On behalf of the entire Canadian mission, I should like to convey 'to you, Sir,
our satisfact.ion at seeing you assuming the responsible function of President of
the fortieth session of the Genar.al Assembly, an anniversary session and a
significant one. I can assure you of our full co-operat.ion.
I should like also to assoc~at.e the CanaQian delegat.ion with the heart.felt
grief and condolences which you, Sir, just now expressed in connect.ion with the
t.ragic earthquake in Mexico. OUr Minister in Canada has already sent. a message on
behalf of the Canadian Government. and people t.o the Government. and people of Mexico.

Unit.ed Nat.ions, I have the honour t.o present. the first. part. of tile report. of that.

Anniversary of the United Nations}
I should like to emphasiz~ the following points.
This ie en int=::i= report which beca=e necese::ry eo t..'1at practical
arrangements could be made in time for the c~emoration of the fortieth
anniversary, which will be starti~g very shortly. The final, complete report will
be published in due course and will follow the main outline of last year's report.
As far as the arrangements for commemon, \ng the fortieth anniversary are
concerned, the C011llllittee decided to make a number of recommendationsJ these will be
found in part VI of the document, on pages 11 and 12. I emphasize that all those
recommendations were adopted unanimously.
I have pleasure in submitting to the Assembly the report and the
recommendations contained therein.
I invite representatives to
turn to paragraph 27 of the report of the Preparatory Committee (A/40/49), which
contains several recommendations relevant to the procedural and organizational
arrangements for the commemoration.
The Preparatory Committee adopted these recommenda-tiona without a vote. May I
take it that the General Assembly wishes to do the same?
The recommendations were adopted.
I wish to thank
representatives for their co-operation, which has made it possible for us to
complete our work so expeditiously.
ORGANIZATION OF WORK
Before adjourning the
meeting, I invite members to turn their attention to document A/40/663, which
contains a letter dated 19 September 1985 addressed to me by the Chairman of the
Committee on Conferences. As members ~re aware, the Assembly, in paragraph 34 ~.t
its decision 34/401, decided that no subsidiary organ of the General Assembly
should be permitted to meet at United Nations Headquarters during a regular session
of the General Assembly unless explicitly authorized by the Assembly.
As indicated in the letter I have just mentioned, the CODlDittee on Conferences
has reco1llllended that the Committee on the Review and Appraisal of the
Implementation of the International Development Strategy for the Third United
Nations Development Decade should be authorized to meet during the current session
of the General Assembly.
May I take it that the General Assembly adopts that recommendation?
The recommendation was adopted.
