Pursuant to rule 31 of the rules of procedure, we shall now proc~ed to the election of the Vice-Presidents of the General Assembly, who are to be chosen in such a manner as to ensure the representative character of the General Committee. All Members of the General Assembly are eligible in this election except those already represented in the General Committee - namely, those countries whose representatives have been elected either to the presidency of the General Assembly or to the chairmanship of a Main Committee. In accordance with paragraphs 2 and 3 of the annex to resolution 33/138, the 21 Vice-Presidents shall be elected according to the following pattern: (a) Six representatives from African States; (b) Four representatives from Asian States; (c) One representative from Eastern European States; (d) Three representatives from Latin American States; ee) Two representatives from Western European and other States; (f) Five representatives from the permanent members of the Security Council. In accordance with paragraph 16 of annex VI to the rules of procedure, the election of the Vice-Presidents of the Assembly by secret ballot shall be dispensed with when the number of candidates corresponds to the number of seats to be filled. In other words, whenever the number of candidates in a given group corresponds to the number of seats to be filled in that group, those candidates shall be declared elected. We shall proceed accordingly. I shall now read out the names of the candidates endorsed by four regional groups: African States: Benin, the Libyan Arab Jamahiriya, Mozambique, Rwanda, Sierra Leone and Somalia Asian States: Cyprus, Fiji, Malaysia and Oman Eastern European States: Byelorussian Soviet Socialist Republic Western European and other States: Sweden and Turkey Since the number of candidates endorsed by tbe African, Asian and Eastern European Groups and by the Group of Western European and other States corresponds to the number of seats to be filled in each group, I declare those candidates elected, in addition to the five permanent members of the Security Council. I now call on the representative of Jamaica in his capacity as Chairman of the Latin American Group. Mr. BARNETT (Jamaica): For the three vacant positions of Vice-President for this session available to Latin America and the Caribbean there are still four candidates: Brazil, the Dominican Republic, El Salvador and Suriname.
The Assembly will now proceed to an election by secret ballot from the Latin American Group. Any ballot contai1' ~ the names of more than three States or the names of States from another region will be declared invalid. In accordance with existing practice, the required number of candidates receiving the largest number of votes and not less than the majority required will be declared elected. May I take it that the General Assembly agrees to that procedure? It was so decided.
Ballot papers will now be distributed. I request members to use only those ballot papers and to write on them the names of the States for (The President) which they wish to vote. The ballot paper indicates that three States are to be elected. Ballot papers containing more than that nuNber will be declared invalid. At the invitation of the President, Mr. Ivanov (Bulqaria), Mr. ~yfe (New Zealand), Mr. Bene (S1!negal) and Mr. Ta~ (Bin$lal2Ore) acted as tellers. ~te was taken by secret ballot. I wish to take this opportunity to express My thanks to the tellers for their assistance and to congratulate the States which have been elected Vice-Presidents of the General Assembly. The General COJilUittee for the forty-first session of the General Assembly has now been fully consti tu ted in accordance wi th rule 38 of the rules of procedure. , t , o S9 The first meeting of the General Committee is scheduled for this afternoon at 3 o'clock in conference room 4.
