Pursuant to rule 31 of the rules of procedure, we shall now proceed to the election of the Vice-Presidents of the General Assembly. All members of the General Assembly are eligible in this election except those already represented in the General Committee, namely, those countries whose representatives have been elected to the presidency of the General Assembly or to the chairmanships of the Main Committees. In accordance wi th paragraphs 2 and 3 of the annex to resolu tion 33/138, the 21 Vice-Presidents shall be elected according to the following pa tterm (a) Six representatives from African States) Cb) Five representatives from Asian States, (c) Three representatives from tatin American states) (d) Two representatives from western European or other states) (e) Five representa tives from the permanent members of the security council. In accordance wi th paragraph 16 of annex VI to the rules of procedure, the election of the Vice-Presidents of the Assembly by secret ballot shall be dispensed wi th when the number of candida tes corresponds to the number of seats to be filled. In other words, whenever the number of candidates in a given group corresponds to the number of seats to be filled in that group, those candidates will be declared elected. We shall proceed accordingly. The representative of Thailand wishes to speak. Mr. KASEMSRI (Thailand): loIr. Pres ident, permit me fir st to extend to you the warm greetings and sincere cong,a tuladons of the Group of As ian sta tes on your unanimous election to pres ide over the for ty-second session of the General Assembly. The Asian Group takes pleasure, also, in conveying its warm tribute and grateful appreciation to Mr. Humayun Rasheed Choudhury, your distinguished predecessor, the President of the forty-first session of the General ASsembly, for his dedicated work on behalf of this Assembly. Regarding the candida tures of the As ian Group for the vice-presidencies of the forty-secnnd session of the General Assembly, it is my pr.ivilege and pleasure to inform you and the Assembly that, thanks to the gracious gesture of the socialist ,Republic of the union of Burma, the Asian Group is able to endorse the following five candidatures for the vice-presidencies\ the Hashemite Kingdom of Jordan, th, Mongolian People I s Republic, the Republic of Singapore, the oernocra tic Socialis t Republic of sri Lanka and the Syr ian Arab Republic. The PRESIDENT (interpretation frolA Russian), I shall no", read out the names of the candidates endorsed by three regional group8\ African states: Botswana, Cameroon, Comoros, Mauritania, Togo and Tunisia Asian States: Jordan, Mongolia, Singapore, Sri Lanka and the Syrian Arab RepUblic Wes ter n Eur opean and oth er States: the Ne ther lands and Por tugal Since the number of candidates endorsed by the African and Asian Groups and y the Group of Western European and other States corresponds to the number of seats to be filled in each group, I declare those candida tes elected, in addi tion to th five permanent members of the Security CounciL Regarding the Latin American Group, I have received a communication dated 14 September 1987, from the Chairman of that group, informing me that it could ne ' reach an agreement and therefore requests that a vote be taken to elect three Vice-Presidents from among the following states: Chile, Nicaragua, Paraguay and Saint Vincent and the Grenadines. The Assembly will now proceed to an election by seer et ballot for the La tin American Group. Any ballot paper containing the names of more than three sta tes Ir the names of States from another region will be declared invalid. In accordance with existing practice, the required number of candidates receiving the largest number of votes and not less' than the majority required ",U be declared elected. May I take it that the General Assembly agrees to that procedure? It was so decided. The PRESIDENT (interpretation from Russian), Ballot papers will now be distributed. I request ment>ers to use only those ballot papers and to write on them the names of the Sta tea for which they 'Aish to vote. The ballot paper indica tes that three Sta tes are to be elected. Ballot papers containing more than that nUmber will be declared invalid. At the invitation of the President, MrS. Judith Berthaud (Haiti), Mr. Janos Budai (Hungary), Mr. K. Venkatara~iah (India) and Mr. Alexander T. Ralebitso (Lesotho) acted as tellers.
