A/43/PV.2 General Assembly
Pursuant to rule 31 of the
rules of procedure, we shall now proceed to the election of the Vice-Presidents of
the General Assembly.
All members of the General Assembly are eligible in this election except those
already represented in the General Commi ttee, namely, those countries whose
representatives have been elected to the presidency of the General Assembly or to
the chairmanships of the Main Committees •
In accordance with paragraphs 2 and 3 of the annex to resolution 33/138, the
21 Vice-Presidents shall be elected according to the following pattern~
(a) Six ~epresentatives from African States;
(b) Five representa tivese from As ian Sta tes;
(c) One representative from an Eastern European State;
(d) Two representatives from Latin American and Caribbean States;
(e) Two representatives from Western European or other States;
(f) Five representatives from the permanent members of the Secur ity Council.
In accordance wi th paragraph 16 of annex VI to the rules of procedure, the
election of the Vice-Pres idents of the Assembly by secret ballot shall be dispensed
wi th when the numbeL' of candida tes corresponds to the number of sea ts to be
filled. In other words, whenever the number of candida tes in a given group
corresponds to the number of seats to be filled in that group, those candidates
shall be declared elected. We shall proceed accordingly.
I shall now read out the names of the candida tes endorsed by the regional
groups:
African States~ Cote d'Ivoire, Guinea-Bissau, the Libyan Arab Jamahiriya, Sao
Tome and Principe, Swaziland and the United Republic of Tanzania;
Asian States~ Bahrain, Cyprus, Nepal, Thailand and Vanuatu;
Eas tern European Sta te: Yugoslav ia;
Latin American and Caribbean States~ Ecuador and El Salvador;
Wes tern European and other Sta tes: Denmark and Mal ta.
As the nunber of candida tes endor sed by the regional groups cor responds to the
number of sea ts to be filled in each group, I declare those candida tes electerl, in
addition to the representatives of the five permanent members of the Secur ity
Council.

I take this opportunity to congratulate the States that have been elected
Vice~Presidents of the General Assembly.
The General Committee for the forty-third session of the General Assembly has
now been fully constituted in accordance with rule 38 of the rules of procedure.
The first meeting of the General Committee will be held tomorrow morning at
10 a.m. in Conference Room 4. I request punctuality.
ITEM 8 OF THE PROVISIONAL AGENDA
AOOPl'ION OF THE AGENDA AND ORGANIZATION OF WORK: LETTER FROM '1'HE CHAIRMAN OF THE COMMI'rTEE ON CONFERENCES (A/43/599)
The Assembly will now turn
its attention to document A/43/599, which contains a letter dated 9 Septent>er 1988
addressed to the President of the General Assembly by the Chairman of the Committee
on Conferences. As members are aware, the Assembly, in paragraph 7 of
resolution 40/243, decided that no subsidiary organ of the General Assembly should
be permitted to meet at United Nations Head:)uarters during a regular session of the
Assembly unless explicitly authorized by the Assembly.
As indicated in the letter I have just mentioned, the Committee on Conferences
has recommended that the General Assembly authorize the Ad Hoc Committee of the
Whole to Review and Appraise the United Nations Programme of Action for African
Economic Recovery and Development to meet from 20 to 23 September 1988.
Bearing in mind ,".hat those dates overlap with the forty-third session of the
Assembly, may r take it that the General Assembly adopts the recommendation of the
Committee on Conferences?
It was so decided.
