A/43/PV.3 General Assembly
This morning the Assembly
will consider the first report of the General Committee (A/43/250). I shall refer
to specific paragraphs of the report which contain reoonmendations for
consideration by the Assembly.
We shall begin with section I, "Introduction". The General Committee, in
paragraph 2, draws the attention of the General Assembly to the provisions
reproduced in annexes V, VI and VII of its rules of procedure.
May I take it that the General Assembly takes note of those provisions?

We come next to section 11
of the report, which deals with the organization of the session.
In paragraph 4, dealing with the rationalization of the work of the General
Assembly, the General Committee draws our attention to recommendations2 w 3 and 7
of the Group of High-level Intergovernmental Experts to Review the Efficiency of
the Administrative and Financial Functioning of the Uni ted Nations.
In connection with recommendation 3 (c), in particular, the General Committee
recommends to the General Assembly that, as at recent sessions, the holding of
concurrent meetings of the Special Political and Fourth Committees should be
avoided, to the extent possible, and with the necessary flexibility, during the
forty-third session.
May I take it that: the Assembly agrees to that reoonmendation?
It was so decided.
we turn next to
paragraph 6, which relates to the closing date of the forty-third session. The
General Committee recommends that, in view of the financial problems still faced by
the United Nations, and in the context of the process of renewal and reform under
way, no closing date should be decided upon at this time and every effort should be
made to curtail to the maximum extent practicable the duration of the fort~-third
session.
May I take it that the Assembly approves that recomnendation?
It was so decided.
In this connection, I wish
to reiterate my appeal to all the Main Committees, without exception, to start
their work as soon as possible.
Regarding the schedule of meetings, referred to in paragraphs 7, 8 and 9, the
General Commi t tee, in paragraph 7, recommends that all mor n ing mee tings of the
plenary Assembly and the Main Committees during the forty-third session should
start at 10 a.m. promptly.
May I take it that the General Assembly approves that recolll1lendation?
It was so decided.
I wish to inform
representatives that I intend to ensure strict adherence to the 10 o'clock start
for morning meetings upon which the AsseJlt)ly has just decided.
In paragraph 8 the General Committee recommends that, in order to avoid the
late starting of meetings and as a cost-saving measure, the General Assembly should
wa ive, as it decided at its 3rd plenary meeting of the forty-second sessior, on
Friday, 18 September 1987, the requirement of the presence of at least one third of
the members before a plenary meeting can be declared open and the debate permitted
to proceed and of at least one quarter of the members befor.e a meeting of a Main
Committee can be declared open and the debate permitted to proceed. This
reCOnmendation is made on the understanding that such a waiver would not imply any
permanent change in the relevant provisions of rules 67 and 108 of the rules of
procedure pertaining to the opening of meetings.

We shall now turn to paragraphs 10, and 11, concerning the general debate.

In paragraph 11 the General Committee draws the General Assembly's attention
to the decision taken by the Assembly at the 3rd plenary meeting of the
forty-second session, namely, that the practice of expressing congratulations in
the General Assembly Hall after a speech had been delivered was prohibited, and
recommends that that prOl1ision should also apply during the forty-third session.

In paragraph 12 the General Committee draws the General Assembly's attention

In par&graph 13, regarding
the length of statements, the General Committee, as it did at the forty-second
session, draws the attention of the Assembly to rules 72 and 114 of the rules of
procedure, and to paragraph 22 of annex VI thereof, for appropriate action in
plenary meetings and the Main Committees.

Paragraph 14 deals with
records of meetings. May I take it that the Assembly approves the recommendations
contained in par.agraph 14?

In paragraph 15 the Genetal
Committee draws the General Asse~~ly's attention to paragraphs 18 and 19 of its
decision 34/401, whereby it recommended that the regional groups should agree on
the distribution of chairmanships among them for the following session and that
candidates for those chairmanships should be nominated as soon as possible. May I
express the hope that those provisions will be fully implemented in order to
facilitate the organization of work of the next sess;on of the General Assembly?
The General Committee also draws the General Assembly's attention to
paragraph 17 of its decision 34/401, which is reproduced in paragraph 16,
concerning concluding statements in the General Assembly and its ~~in Committees.
Paragraphs 17 and 18 of the report of the General Committee refer to questions
related to the programme budget. In this connection the General Committee draws
the General Assembly's attention to paragraphs 12 and 13 of decision 34/401.
The Committee also draws the Assembly's attention to paragraph 6 of
resolution 35/10 A of 3 Novemrer 1980, which deals with proposals affecting the
schedule of conferences ~d meetings, and to regulation 4.9 of the Regulations
Governing Programme ~lanning, the Programme Aspects of the BUdget, the Monitoring
of Implementation and the Methods of Evaluation; resolution 37/234.
As members are aware, this has been a serious problem, especially towards the
end of the session. If the General Assembly succeeds in curtailing the duration of
the forty-third session, the target date for the conclusion of the work of the Main
Committees and the mandatory deadline for the submission to the Fifth Committee of
all draft resolutions with programme-budget implications should be adjusted
accordingly.

Paragraphs 19 and 20 refer
to documentation. II'! paragraph 19 the General Committee draws the General
Assembly's attention to paragraph 28 of decision 34/401.
In paragraphs 21 and 22 the General Committee draws the General Assembly's
attention to paragraph 32 of decision 34/401 concerning resolutions, to
subparagraph (f) of recommendation 3 of the Group of High-level Intergovernmental

Experts and to the relevant recommendations made by the Presidents of the General
Assembly in t.!le appendix to document A/40/377.
Paragl:aphs 23 and 24 relate to special conferences. The General Committee
draws the General Assembly's attention to recommendation 6 of the Committee on
Conferences adopted by the Assembly in paragraph (b) of decision 34/405 and to
recommendations 2 (d) and 4 of the Group of High-level Intergovernmental Experts.

United Nations Educational and Training Programme for SOuthern Africa~ the
Committee of Trustees of the United Nations Trust Fund for South Africa; the
Committee on Relations with the Host Country~ the Committee on the Exercise of the
Inalienable Rights of the Palestinian People~ the Intergovernmental Group to
Moni tor the Supply and Shipping of Oil and Pe troleum Products to Sou th Africa; the

I remind menDers of the General Asselfbly that rule 23 of the rules of
procedure provides that
"Debate on the inclus ion of an item in the agenda, when that item has
been recommended for inClusion by the General Committee, shall be limited to
three speaker s in favour of, and three aga ins~, the inclus ion".
I should also like to ~t:.ress that at this time we are not discussing the
substance of any item.
,,- In paragraph 28 of its report, concerning item 113 of the draft agenda,
entitled "Question of East Timor", the General Committee recommends that
consideration of this item be deferred to the fortY-fourth session and that the
item be included in the provisional agenda of that session.

We turn next to
paragraph 29. Following the wi thdrawal by their respective sponsors of items 147,
"For tieth anniversary of the establishment of the Government of the Republic of
Korea", and 150, "Situation on the Korean peninsula and implementation of the
relevant resolution on the question of Korea adopted by the General Assembly at its
thirtieth session", of the draft agenda, the General Committee decided to replace
those items with an item entitled "Promotion of peace, reconciliation and dialogue
.in the Korean pen insula " •

members once again that at present we are not discussing the substance of any item,
except where such discussion can assist the Assembly in deciding whether or not to
include an i tern in the agenda.
Items 1 to 6 have already been acted upon in plenary meeting and their
inclusion has thereby been approved.

"Responsibility of States to ban in their territory, and to refrain from
instigating or supporting in the territory of other States, chauvinistic, racist
and other manifestations that may cause discord between peoples and involvement of
Governments and the mass media in combating such manifestations and in educating
peoples and youth in the spirit of peaceful co-operation and international entente~
and evaluation of the implementation of the Declaration of the Promotion among
Youth of the Ideals of Peace, Mutual Respect and Understanding between Peoples".
I should like to point out that in paragraph 31 of the Arabic, Chinese and
English versions of the report of the General Committee (A/43/250), there is an
error in this title, although the correct title appears in paragraph 34. A
corrigendum will be issued for paragraph 31.
May I take it that the General Assembly, taking duly into account the
statements made in the General Committee, and the correction to be issued to the
ti tle, decides to include item 144 in the agenda?

In this connection, in paragraph 32, the General Committee draws the General
Assenbly's attention to paragraph 4 of its decision 34/401, which states that
"Substantive items should normally be discussed initially in a Main
Committee and, therefore, items previously allocated to plenary meetings
should henceforth be referred to a Main CommitteQ unless there are compelling
circunstances requiring their continued consideration in plenary meeting."
The modifications indicated in paragraph 33 are reflected in the proposed
alloca tion. we shall therefore consider them when we come to the relevant items
under paragraph 14.
May I now invite members to turn to the list of items recommended by the
General Committee for consideration in plenary meeting.

in plenary meeting. First, item 12, "Report ~f the EConomic and Social Council".
The General Committee recommends that a plenary meeting should be devoted to the
observance of the fortieth anniversary of the World Health Organization on the
morning of Thursday 27 OCtober 1988.

Regarding item 18, the
General Committee recommends in paragraph 33 (a) (ii) that the AsselTbly should
refer to the Four th COl\llli ttee all the chapter s of the repor t of the Special
Committee relating to specific ~erritories, so that the General Assembly may deal
in plenary meeting with the question of the implementation of the Declaration as a
whole.
May I take it that the General Assembly approves that reOOl\lllendation? It was so decided.
We turn now to the
recommendation of the General Committee on the allocation of item 29 on the list,
entitled "Question of Namibia". As indicated in paragraph 33 (a) (iii), the
General Committee decided to recommend to the General Assembly that the item should
be considered directly in plenary meeting, on the understanding that hearings of
the organizations concerned would be held in the Fourth Committee.

conside~ item 34, entitled "Question of the Falkland Islands (Malvinas)n. In this

recommend to the General Assembly that the item should be considered directly in
plenary meeting, on the understanding that bodies and individuals having an
interest in the question would be heard in the Four th Committee in conjunction wi th
the consideration of the item in plenary meeting.

turn their attention to item 36 on the list, entitled "Policies of apartheid of the
Government of South Africa". In this regard, as stated in paragraph 33 Ca) Cv),

should be considered directly in plenary meeting, on the understanding that the
representatives of the Organization of African unity and of national liberation
movements recognized by that organization would be permitted to participate in the
discussion in plenary meeting and that organizations and individuals having a
special interest in the question would be permitted to be heard by the Special
Political Committee.

recommendation of the General Committee on the allocation of agenda item 38,
entitled "Fortieth anniversary of the Universal Declaration of Human Rights".
As indicated in paragraph 33 (a) (vi), the General Committee decided to
recommend that the item should be considered directly in the plen~ry meeting on the
marn ing of Thursday, 8 December 1988.
May I take it that the Assembly approves this recommendation?

General Assembly to turn its attention to paragraph 33 (a) (vii), regarding the
item entitled "Question of cyprus".
The General Conmittee decided to rec.omnend that the General Assembly should
ae fer a deds ion on the alloca tion of the i tern to an appropr ia te time in the fu ture.

paragraph 33 (a) (viii) concerning the item entitled "Observer status for t!le
Agency for the Prohibition of Nuclear weapons in Latin America in the General
Assemblytll. The General Committee recommended that this i.tem should be considered
directly in plenary meeting.

Next I invite the General
Assembly to turn its attention to paragraph 33 (a) (ix), which concerns item 146,
entitled "Promotion of peace, reconciliation and dialogue in the Korean peninsula".
The General Committee decided to recommend that this item should be considered in
plenary meeting and that the observers for the Democratic People's Republic of
Korea and the Republic of Korea might participate in the consideration of the item.
It may be recalled that, in accordance with the established practice of the
ueneral Assembly, observer non-member States may normally make statements in the
Main Committees if the Committee con~~rned so decides and accordingly, by
implication, in the Committee of the Whole at a special session. However, in order
for these observers to make statements in plenary meeting, a decision of the
General Assembly is required.
May I take it that the General A~sembly, without setting a precedent for the
fu ture, decides to hear the observers for the two non-menber sta tes during the
discul;sion of item 146 in plenary meeting during the forty-third session?

turn their attention to paragraph 33 (a} (x), which concerns item 149, entitled
"Emergency assistance to Jamaica". In this connection, the General Committee
decided to recommend to the General Assembly that the i tern should be considered
directly in plenary meeting and that the item be given priority consideration.
May I take it that the General Assembly wishes to ado'pt these recommendations?

Taking into account the
decisions just adopted regarding the allocation of specific items for consideration
in plenary meetings, may I now consider that the General Assembly approves the
allocation of the 52 items listed in paragraph 34 of H,":l report of the General

In connection with agenda item 64 entitled "General and complete disarmament",
the General Committee has recommended in paragraph 33 (b) (i) that the relevant
paragraphs of the annual report of the International Atomic Energy Agency, which is
to be considered directly in plenary mee ting under item 14, should be drawn to the
attention of the First Cotmlittee in connection with its consideration of item 64.
May I take it that the Assembly approves tha t recommenda tion?

of item 64, entitled "Dumping. of nuclear and industrial wastes in Africa", the
General Committee decided, after rejecting a proposal to allocate the sub-item to
the Second Committee, to recommend its allocation to the First Committee under
agenda item 64.

turn their attention to paragraph 33 (b) (ii), dealing with item 141,
"Implementation of the conclusions of the Third ~'view Conference of the Parties to
the Treaty on the Non-Proliferation of Nuclear Weapons and establishment of a
preparatory committee for the Fourth Review Conference". The General Committee
recom:u,:nds that this item should be allocated to the First Committee.

Paragraph 33 (d) (i) refers to item 143, entitled "Responsibility of States
for ~le protection of the environment and prevention of environmental pollution as

entitled "Joint Inspection Unit", the General Committee recom.nends in

Committees.

thus concluded its consideration of the first report of the General Committee. I
