I request the Rapporteur of the Fifth Committee, Mr. Shamel Blsayed Naaser of Egypt, to introduce the reports of the Fifth COmDittee in one intervention. Hr. IASSBR (Bgypt), Rapporteur of the Fifth Commit.tee: As Rapporteur of the Fifth Committee I have the honour, Sir, to appear before the General Assembly UDder your presidency to introduce the reports of the Fifth Committee on the agenda items listed for today's meeting. With your pe~ission I shall introduce the ~eports of the Fifth Committee fo1101l1n9 the order of aqenda items as they appear ia today'S JournAl. Before I do so, please permit me to express my appreciation to you, Sir, for the efficient manner in which the General Assembly has already acted under your presidency on the reports of the Fifth Committee OD other items allocated to it at the forty-fifth session. It will be recalled that the reports of the (Hr. Hassor« J<ApJ?ortem:, Fifth Committee) Fifth Committee on tho•• itegs contained 22 draft resolutioDS and 12 draft decis10ns, all of which the Committee vas able to ~do~t without a vots. ne report of the Fifth Committfte OD agenda item 134, "AdmiDJ.strative and bUdgetary aspeots of the financing of the U~ited Sations peace-teopiug operations", is c0l1tai~.4 in docUJll8nt Al43/903 of 21 December 1~90. The Committee had concluded work o~ this item before thesuSp8DsloD of the forty-fifth aea810D, althou9,h time did DOt p8~lt its report to be procesaed fo~ consideration ID plenary meetln~• For the consideration of the item, the Committee had before it four reports of the Secreta~-General, on review of the rates of reimbursement to the Governments of troop-contributing States (Al45/582), support account for peace-keeping operations (Al45/493), the feasibility and cost effectivenes8 of' a reserve stock of eCJUipment aDd supply items for United Rations peace-keeping activities (Al45/493/~.da.l) and use of civilian personnel in peace-keeping operations (Al45/502). The Committee also had before it a report ,by the 'Advisory Committee on Administrative and Budgetary Questions (Al45/801), dealing with the matters covered in the four reports. As stated in para~raph 2 of the report of the Fifth Committee, this agenda item was considered by the Comittt[te at its 40th to'43r4 and 52nd meetings, on 5, 7, 10, 11 and 21 De~ember 1990. In addition, several , informal meetings of the Committee were dev~ted to it. I should Dew like to draw 'the Assembly's attention to sectloa 11 of the Committee'. report, entitled "Consideration of Proposals". As stated in paragraph 4 therein, at the 52nd meeting of the Co~ittee, the representative of Ireland submitted, on behalf of itself and 25 other sponsor countries, a draft resolution OD Administrative and Budgetary Aspects of the Financing of the United Rations Peace-keeping Operations (contained in document AlC.5/45/L.25). A procedural motion proposed at the same meeting to defer action on the draft resolution was ~eject.4 by 54 votes to 7 0 with 16 abstentions. Moreover, the proposal of an amendment to the draft resolution, submitted at the sue meeting, wall rejected by 52 votes to 3, with 21 abstentions. (Hr, 'Dlser, Rapporteur, Pifth Committee) filii draft re.olution va8 adopted by 82 vot•• to 2, with 9 abstentions, at the same moeting. Accordingly, the Committee recommends to the General As.embly the tidoption of the d~~ft resolution, the te:t of whIch i. contained in paragr8ph e of the repg~t. Aa delegatee will have noticed, the draft resolution which 18 before the Aalembly contaIns several preambular and operative paJ:&qraphs. ne first three preambular paragraphs rscall the three previous resolutions adopted by the Goneral Assembly on the subject,'two in 1989 and oae in 1990. These are resolution ..../192 of 21 December 1909, reaolut!on ..../49 of 8 December 1989 and resolution ..5/75 of 11 December 1990. The aezt preambular paragraph mentions the relevant documentation considered by the C~~ittee: I~ a4ditlon, the five remaining preambular paragrapha ,at outth. considerations and the concern. motivating the action taten by th. Colll'ftittee. ,Among these area the significant increase in United , Nations peace-keeping activities and the resultingiDcreased demands on the human, material and financial resources of the Organization and Member Statesl the extreme~y difficult financial situatioD of lome peace-keeping,operatioDs and the heavy burden OD troop-contributing States, the need to ensure a sound financial and administrative basis for peace-keeping operationsI and the need to provide peace-keeping operations with the necessa~ financial resourcea, especially those essential for the start-up of such operations. The draft resolution which is befare the delegates has 1« operative paragraphs. I shou14 like to highlight briefly some of the.e. In paragraph 1 the General Assembly would continue to urge all Member State. to make every possible effort to ensure payment of their ass.l.ed contributiolls to peace-keeping opGtratione in full and on tile, in accor4ece with their obligations under th, Charter of the United Bations. Paragraphs 2, ·3 ADd • concern the efficient and co-ordinated administration of peace-k••ping operations, aa well as the broadening of the participation of countries in United Bations peace-keeping operatioDs.
