I should like to draw the General Assembly's attention to documents A/47/870/Adc.3 and A/47/870/Add.4. In his letter contained in document A/47/870/Add.3, the Secretary-General informs me that, since the issuance of his communications dated 19 January, 15 April and 7 May 1993, Mauritania has made the necessary payment to reduce its arrears below the amount specified in Article 19 of the Charter. In his letter contained in document A/47/870/Add.4, the Secretary-General further informs me that, since the issuance of his communicetions dated 19 January, 15 April, 7 May and 2 June 1993, Yemen has made the necessary payment to reduce its arrears below the amount specified in Artlcle 19 of the Charter. May I take it that the General Assembly duly takes note of this information? It was so decided.

8.  Adoption of the Agenda and Organization of Work: Request for the Inclusion of an Additional Sub-Item Submitted by the Secretary-General,(A/47/961 and Add.L}

We shall now take up the notes by the Secretary-General contained in document A/47/961 and Add.1 rel~ting to the confirmation of the appoin~ment of the Administra~or of the United Nations Development Programme. In his note contained in document A/47/96l, the Secretary-General informs the General Assembly that ~e has accepted, with regret, the resignation of . (The President) Mr. William H. Draper 111 as Administrator of the United Nations Development Programme effective 15 July 1993. The Secretary-General also informs the Assembly that, pursuant to the established procedure, it will be required, at its current session, to confirm the appointment of the Administrator of the United Nations Development Programme. Inasmuch as agenda item 17 of the forty-seventh session, entitled "Appointments to fill vacancies in subsidiary organs and other appointments", does not include a sub-item relating to such confirmation, it is proposed to include in th~ agenda of t~e forty-seventh session, under agenda item 17, an additional sub-item entitled, "Confirmation of the appointment of the Administrator of the Unitec"'. Nations Development Programme". Unless there is an ob:ection, I shall take it that the General Assembly agrees that. under the circumstances described in the note by the Secretary-General, the pro,dsion of rule 40 of the rules of procedure, which would require a meeting of the General Committee on the question of the inclusion of an additional sub-item, should be waived. It was so decided.

17.  Appointments to Fill Vacancies In'Subsidiary Organs and Other Appointments (K) Confirmation of the Appointment of the Administrator· of the United Nations Development Programme

In his note contained in the addendum to document A/47/961, the Secretary-General reminds members that, in paragraph 22 of its resolution 1240 (XIII) B of 14 October 1958 on the establishment of the Special Fund, the General Assembly provided that the Secretary-General, after having consulted the Governing Council of the Special Fund, would appoint the Managing Director, subject to confirmation by the Assembly. This procedure has been construed as applying also to the appointment'of the Administrator of the United Nations Deve10pnent Programme. (The President) By its decision 44/307 of 1 November 1989, the General Assembly confirmed the appointment by the Secretary-General of Mr. Wi11iam H. Draper III as Administrator of the United Nations Development Programme for a further four-year term of office until 31 December 1993. As ipdicated earlier, Mr. Draper has informed the Secretary-General "of his intention to retire as from 15 July 1993, and the Secretary-General has agreed, with regret, to respect his wishes. Following consultations with members of the Governing Council of the United Nations D~velopment Programme, the Secretary-General now requests the General Assembly to confirm the appointment of Mr. James Gustave Speth as Administrator of the United Nations Development Programme for a four-year term of office beginning on 16 July 1993. May I take it that the General Assembly wishes to confirm the appointment of Mr. Jame~ Gustave Speth as Administrator of the United Nations Development Programme for a four-year "term of office beginning on 16 July 1993? In his note (A/47i102/Add.2), the Secretary-General informs the General Assembly that he has received notification of the resignation of Mr. Atilio Norberto Molteni of Argentina from membership of the Committee on Contributions and that the Assembly will therefore be required at (The President) its current session to appoint a person to fill the unexpired portion of the term of office of Mr. Molteni, that is, until 31 December 1993. In 9rder to enable the General Assembly to take the required action it will be neceesary to reope~ conside~ation of agenda item 17 (b), ~ntitled "Appointment of members of the Committee on Contributions". May I take it that the General Assembly, on the proposal of the Secretary-General, wishes to reopen consideration of agenda item 17 (b), entitled "Appointment of members of the Committee on Contributions". ~n his note (A/47/102/Add.2), the Secretary-General also informs the Assembly that the Government of Argentina has nominated Mr. Jorge Alberto Osella to fill this vacancy. I therefore propose that the Assembly proceed immediately to the appointment of a ~ember of the Committee on Contributions. I see no objection, and we will therefore proceed accordingly. May I take it that it is the wish of the Gengral Assembly to appoint Mr. Jorge Alberto Osella a3 a member of the Committee on Contributions for a term of office beginning o~ 15 June 1993 and ending on 31 December 1993? In his note (A/47/907/Add.2), the Secretary-General informs the General Assembly that he has received notification of the resignation of Mr. Richard Kinchen of the United Kingdom of Great Britain and Northern Ireland as an alternate member of the United Nations Staff Pendon Committee and that the Assembly will therefore be required at its current session to appoint a person to fill the unexpired portion of the term of office of Mr. Kinchen, that is, until 31 December 1994. In order to enable the General Assembly to take the required action it will be necessary to reopen consideration of agenda item 17 (j), entitled "Appointment of members anc alternate members of the United Nations Staff Pension Committee". May I therefore take it that the General Assembly, on the proposal on the Secretary-General, wishes to reopen consideration of agenda item 17 (j), entitled "Appointment of members and alternate members of the United Nations Staff Pension Committee?
