In his note (A/47/905) of 10 March 1993, the
Secretary-General proposes that the appointment of Mr. Kenneth Dadzie as
Secretary-General of the United Nations Conference on Trade and Development be
extended for a further period of one year through 31 March 1994.
May I take it that the General Assembly, on the proposal of the
Secretary-General, wishes to confirm the extension of Mr. Kenneth Dadzie as
Secretary-General of the United Nations Conference on Trade and Development
for a further period of one year through 31 March 1994?

Mr. OSELLA (Argentina), Rapporteur of the Fifth Committee
(interpretation from Spanish): It is my honour to present today to the
General Assembly the report ef the Fifth Committee on agenda items 119 and
122, "Financinq of the United Nations Observer Group in Central Amarics" and
"Financing of the United Nat.ions Observer Mission in El Salvador",
respectively.
The report of the Fifth Committee is contained in document
A/47/797/Add.l. As para~raph 2 of the report indicates, the Committee , considered these items at its 55th and 56th meetings. At the la~ter, the
representative of Spain introduced, on behalf of the Chairman of the
Committee, the draft reaolution contained in document A/C.5/47/L.33, entitled
"Financing of the United Nations Observer Group in Central America and
Financinq of the United ~ations Observer Mission in El Salvador". The draft
resolution was adopted by the Fifth Committee without a vote.
As paragraph 6 of the report indicates, the Fifth Committee recommends to
the General Assembly the adoption of the draft resolution.
With reqard to item 153, "Financing of the United Nations Operation in
MOZambique", the report. of the Fifth Committee is contained in document
A/47/906. Aa paragraph 2 of the report states, the Committee considered this
item at its 54th and 55th meetings. At the la~ter, the representative of
Portugal introduced, on behalf of the Chairman of the Committ~e, a draft
resolution contained in document A/C.5/47/L.32, entitled "Financinq of the
United Nations Operation in Mozambique". The draft resolution was adopted by
the Fifth Committee without a vote.
As paragraph 6 of the report indicates, the Fifth Committee re~ommends to
the General Assembly the adoption of the draft resolution.

of procedure, I sh~ll tske it that the General Assembly decides not to discuss
the reports o~ the Fifth Committee which are before'the Assembly today. It was so decided.
Statements will therefore·be limited to explanations
of vote.
The positions of delegations regarding the recommendations of the Fifth
Committee have been made clear in the Committee and are reflected in the
relevant official records.
May I remind members that under paragraph 7 o~ decision 34/401, the
General Assembly agreed that
"When the same draft resolution is considered in a Main Committee
and in plenary meeting, a delegation should, ae far as possible, explain
its vote only once, i.e., either in the Committee or in plenary meeting
unless that deleqation's vote in pl~nary meeting is different from its
vote in the Committee."
May I remind delegations that, also in accordance with General Assembly
decision 34/~Ol, explanations of vote are limited to 10 minutes and should be.
made by deleqations from their seats.
Before we begin to tako action on the recommendations contained in the
reports of the Fifth Co~~1ttee, I should like to advise representatives that
we shall proceed to take decisions in the same manner as was done in the Fifth
Committee.
The Assembly will now consider Part 11 of the report of the Fifth
Committee on agenda item 119, "Financing of the United Nations Observer Group
in Central America", and agenda item 122, entitled "Financing of the United
Nations Observer Mission in El Salvador" (A/4717971Add.l).

The report relates to agenda item 119, "Financing of the United Nations
Observer Group in Central America" inasmuch as, subsequently to Security
Council resolution 730 (1992) of 16 January 1992 by whlch the Council
terminated the mandate of the Group, the General Aesembly, by its
resolution 46/240 of 22 May 1992, decided that the special accounts for the " United Nations Observer Group in Central America and the United Nations
Observer Mission in El Salvador should be merged.
The Assembly will now take a decision on the draft reeolution recommended
by the Fifth Committee in paragraph 6 of its report (A/47/197/Add.1).
The Fifth Committee adopted the draft resolution without a vote.
May I take it that the Assembly wishes to do the same?
The draft resolution was adapted (resolution 47/223).
As I mentioned earlier, the United Nations Observer
Group in Central America has been terminated by·Security Council resolution
730 (1992) of 16 January 1992.
May I therefore take it that the Assembly wishes to delete agenda
item 134, "Financing of the United Nations Observer Group in Central America",
from the preliminary list ef items to be included in the provisional agenda of
the forty-eighth regular session of the General Assembly contained in document If there is no objection, it will be so decided. It was so decided.

consideration of agenda item 122.
The General Assembly will now consider the report of the Fifth Committee
on agenda item 153, "Financing of the United Nations Operation in Mozambique" rhe Assembly will now take a decision on the draft resolution recommended by the Fifth Committee in paragraph 6 of its report (A/47/906). rhe Fifth Committee adopted the draft resolution without a vote. May I take it that the Assembly wishes to do the same? ~he draft resolution was adopted (resolution 47/224 A and B). Mr. AFONSQ (Mozambique): It was precisely 90 days ago that, on . 16 December 1992, the Security Council, through its resolution 797 (1992), decided to establish the United Nations Operation in Mozambique (ONUMOZ), in order to assist the parties in the attainment of the overall objectives of the General Peace Agreement for MOZambique, so as to ensure a lasting peace, democracy and tranquillity in our country. (Hrs bfOnl!!oc Mozambigue) To(lay my de1eqat5.on is pleased warmly to welcome the atlopeion by the General Assembly of a consensus resolution (Al47/906) on the financing of the United Nations Operation in Mosambique. The resolution just ~dopted represents an important and timely contribution to the implementation of the General Peace Agreement for Mozambique. We are happy that the resolutio:4" in~erala, end9rses the observations and recommendation~ containod in the report (Al47/896) of the Advisory Committee on Administrative and Budqe~ary Questions, provides for the appropriation of a lump sum amount of $140 million for the period from 15 October 1992 to 30 June 1993,.and requests the Secretary-General to submit not later than 1 July 1993 revised and detailed cost estimates for the entire mandate of the Operation. My delegation sincerely hopes that, with the appropriation of th£,e urgently required funds, conditions.have now been created for a full deployment of the United Nations peace-keeping forces in Mozambique without any further delay and in"an eXpeditious manner, thus enabling the parties to implement the advanced stages of the General Peace Agreement, including the separation of forces, their demobilization and the collection, storage and destruction of weapons, as well as the reintegration of the military in society. I should like to take this opportunity to reiterate the high importance we also attach to the need for permanent attention to the non-military components of the Operation, particularly the provision of humanitarian assistance to the victims of war and natural calamities and preparation for the electoral-process. The succe~s of these key components is crucial for the overall implementation of the General Peace Agreement. (HtLAfoDSO, NQsembigue) MY delegation wishes to endorse the call contained in the resolution for a continuous improvement in the coordination and planning of United Nations peace-keeping operations and for their timely and proper ~aunching. Bearing in mind the current situation of great de~and for peace-keeping' operations, we believe the relevant institutions in the Secretariat should be further strength~ned and enhanced, with adequate human and material resources, in order to enable them to meet their growing responsibilities. Likewise, we considor it of paramount importance for the Secretariat to enlarge and enhance its consultations with the host Governments at each and every step of the deploymant of peace-keeping operations. In conclusion, I wish to express once again my .Government's high regard for the Secretary-General's leadership and commitment to the cause of peace in my country. I would equally like to place on record our profound gratitUde to ~~e international community at large and to Member States in particular for their generous sUPPort for the peace efforts in my country. . . We would )ike to emphasize the important role played by Mrs. Re9i~a Bmerson~of Portugal in making passible the resolution's adoption by consensus.
