Since the six countries presented their draft 'resolution at today's meeting, the representatives of the United States of America, Great Britain, France, the Union of Soviet Socialist Republics and the Ukrainian Soviet Socialist R€!puhlic, have only just received the eX'act and complete text.
Therefore, and in accordance with the proposaIs made by some of the representatives who pTeserrted the resolution to the Security Council, it seems wise to !US to postpone the meeting for two or three days, that is urrtil Monday, 25 October, at 3 o'clock, in order that the representatives may stndy the draft reso'lution in question in its entirety. THREE HUNDRED AND SEVENTY-FIRST MEETINC Held at the Palais de Chaillot, Paris, on Friday, 22 OcJ,tobe.r 1948, at 8.30 p.m. President: Ml'. Warren R. AUSTIN (United .states of America). Present: The representatives of the fol- lowing countries: Argentina, Belgium, Canada, China, Colombia, France, Syria, Ukrainian Soviet Socialist Repuiblic, Union of Soviet Sociafist Republics, United King- dom, United States of America. 1. Continuation of tQle election of five members of the International Court of Justice The PRESIDENT: We shall continue to consider the election of five members of the International Court of Justice, because the ,consideration of that item on our agenda was not completed this morning. The proof of that is contained in a letter from Mr. H. V. Evatt, the President of the Gen- eral Assembly, which 1 shaH now read to you. It is dated 22 Octoher and addressed to the' President of the Security Council, and states: "1 have the honour to inf'Orm you that in the first meeting of the General Assembly held on 2'2 October 1948 [152nd plenary meeting] for the pur.pose of electing fiv,e members of the International Gourt of Justice, tht- fol1owing ·candidates have ob- tained 'an a,bsolute majority of votes in the General Assembly : .. Professor Jean Spiropoulos (Greece) ; - .. Jüdge- Bohdan Winiarski (Poland). .. Having received your communication in which you informed me of the results of 'the balloting in the first meeting of the Security Council, 1 have announced to the General Assembly the election of Judge Badawi, Judge Hsu Mo, Judge Read and Judge Winiarski. . .. In view of the fact that one vacancy remains to be filled 1 have called a second meeting of the General Assemhly this evening at 8.30 p.m. " Therefore, the business of this meeting is to proceed with the ,balloting for one judge. The list of candidat,es will ibe dis- tributed, but the diffexence between the neVl list and the list we used this morning is ·that the judges already se'lected will be omitted. The names of the following are omitted from the new list : Ba·dawi Pasha of Egypt, Ml'. Hsu Mo of China, Ml'. Read of Canada, and Ml'. Winiarski of Poland. A ballot containing more than one name will not be valid. Mr. EL-KHOURI (Syria) : Is the same pro- cedure '10 he followed in the -General As- sembly? Are we to consider L'haî the elec- tion of the four judges will be confirmed, and tha't we are only to elect one now?

The communication which 1 have just read from the President of the GeneTal Assembly states:
.. In vioew of the fact that one vacancy remains to be filled 1 have called a second meeting of the General Assembly this evening at 8.30 'p.m. "
A vote was taken by se'cret ballot, as follow.s: . Numbier of votes cast, 11 ; Majority required, 6. Number of votes obtained : Ml'. Zoricic (Yugoslavia), 5 ; Ml'. Spiropoulos {Greece}, 3 ; Sir Benegal Narsinga Rau (India), 3.
As no candidate has l"eceived the required number of votes, we shaH proceed to another ballot.
A vote was tœken by secret ballot, as follows: , Numb.er of votes cast, 11 ; Majority required,' 6.
[ declare Ml'. Zoricic, who obtained the required majority, ,elected by the Security Council.
The meeting wHI now recess, subject to calI when the General AssembJy is ready to report. The meeting was suspendeld at 9.05 p.m. and reconvened at 9.!J.0 p.m.
1 will now read to you the f.ollowing communication. which 1 have received from the President of the General Assembly, dated 22,October 1948 :
"1 have the honour to inform you that Judge Milovan Zoricic has recei-ved an absQiute majority of votes in the General Assembly during the second meeting of the General Assembly [153rà plenO!ry meeUng] held on 22 Octoher 1948 in the ballots for the ,election of a member Gf the International Gourt of Justice... There is no further business to he done at this meeting, so that 1 do not think anything more rema.ins for 'me to do than to declare Ml'. Zoricic elected, and to adjourn.
Ml'. EL-KHOURI (Syria) : 1 think we should congratU'late the members who have been re-elected. It p!"oves thei'r competence and theircapacity to continue their work, and we think they will f.ulfil their duties to the satisfaction of the world.
