Peacebuilding and sustaining peace

In accordance with rule 37 of the Council’s provisional rules of procedure, I invite the representative of Egypt to participate in this meeting. The Security Council will now begin its consideration of the item on its agenda. Members of the Council have before them document S/2025/758, which contains the text of a draft resolution submitted by Slovenia. The Council is ready to proceed to the vote on the draft resolution before it. I shall put the draft resolution to the vote now.

The draft resolution received 15 votes in favour. The draft resolution has been adopted unanimously as resolution 2805 (2025). I now give the floor to those members of the Council who wish to make statements after the voting.
We would like to thank the co-facilitators, Egypt and Slovenia, for their leadership on this resolution (resolution 2805 (2025)). While the United States did not get everything we wanted, our main concerns are reflected in this final text. The United States support signals our continued commitment to ending conflicts and holding countries to account for the conflicts that they cause and that they can control. The United Nations can be an important institution for solving international challenges. However, the United Nations has strayed from its initial purpose. Now is the time for the United Nations to get back to basics, to renew its founding mission to maintain international peace and security, and to rebuild the trust that the United Nations can be a responsible steward of Member State resources. Back to basics means having a more disciplined approach to the United Nations peacebuilding architecture, one that is integrated, strategic and grounded in preventing the outbreak, escalation and recurrence of conflict. The United States will continue to push back on attempts to undermine or circumvent the Security Council’s purview and authority. This includes through the creation of new peacebuilding-related mechanisms. On a voluntary basis, the Peacebuilding Commission can serve as a platform to support Member States in implementing nationally owned prevention strategies or approaches. In addition, voluntary contributions must remain the primary source of Peacebuilding Fund resourcing. Simply talking about peacebuilding in endless debates here or in Geneva will no longer suffice. We will hold organizations accountable to ensure that every dollar they spend and every meeting they hold will meaningfully contribute to advancing peace. Before adjourning the meeting, as this is the last scheduled meeting of the Council for the month of November, I would like to express the sincere appreciation of the delegation of Sierra Leone to the members of the Council and to the secretariat of the Council for all the support they have given us. Indeed, it has been a busy month, and one in which we rallied to consensus on several important issues within our purview. We could not have done it alone or without the hard work, support and positive contributions of every delegation and the representatives of the Secretariat, including the technical support team, conference service officers, interpreters, translators, verbatim reporters and security staff. As we end our presidency, I know I speak on behalf of the Council in wishing the delegation of Slovenia good luck in the month of December.
