First of all, 1 should like to thank Ml'. Jacinto Castel Boria, my distinguished predecessor as President of the Security Council, who directed the Council's work in September. 1 wish to paya well-deserved tribute to the eminent qualities which he demonstrated in that capacity and to convey te> him my gratitude and, 1·am sure, the gratitude of aH the other members of the Security COWlcil for the remarkable work which he accomplished last month.

Jacinto Castel Boria, 1 should like to acknowledge the President's generous and gracious words. 1 need not emphasize here that it was with· a deep concern for peace and international harmony that Ml'. Castel Boria discharged his duties as President in the month of september.
3. Allow me now, sir, to congratulate you on your assumptionof the Presidency of the 8ecurity Council for this month. We have followed your work in the Council and elsewhere in the United Nations with increasing respect. We are confident that, with your long experience as a diplomatandwithyour distinction as a scholar, you will guide the deliberations of this important organ with characteristic skill and perspicacity.

Adoption of the agenda
The Jecurity Council will now proceedin accordance with Article 13, paragraph l, of the Statute of the Inter~ . national Court of Justice toelect !ive membêrsof the Court to fill the vacancies which will arise 5 February 1964 upon the expiry of th4;l terms of the following !ive judges: Mr. RicardOJ. Alfaro,Mr. Jules Basdevant, Mr. Lucio Moreno Quintana,. Mr. Roberto C6rdova and Sir Gerald Fitzmaurice.

7. Thê Security Co~cil alsohas before ita memorandum by theSecretary-General [S/5390] setting out the election procedure. Under Article 10,paragraph of the Statute of the Court, those candidateswho obtain an absolute'iriajorityofvotes in the General Assembly and in. the:Security Council shall be çpnsidered elected. Rence, the candidates who obtain at least six votes in.the 8eçurity Councilwill beconsideredelected' by the eouncil. If more than five çandidates should obtain the requi:r.ed majority, t!le p1!ocedure followed ins.uch cases in the past ls.explained in paragraph of the.Secretary-Qeneral's memorandum.
8. In voting, the members of the Security Council will place crosses against the names of the candidates forWhom they wish to vote. Ba1l6t papers on which cro.sses havebeen placedagainstthenames ofmore than 'fiye candidates will. be conl:lidered invalid. Only
