In my oapaoity as President of the Seourity Counoil, 1 should first like to oonvey to the representative of the United States of Amerioa, Mr. Adlai E. Stevenson, our thanka for the valuable servloes he rendered as President of the Counotl during Deoember 1963. His ability andhio deep devotion to peace and human rights were apparent in the wisdom with whioh he direoted the prooeedings during that month. 6. 1 also wish to express to those members whose term of office has just expired-Ghana, the Philippines and Venezuela-the Seourity Counoil’s appreoiation of their valuable work. And sinoe this is the Seourity Counoills first meeting this year, 1 am happy, as the President of the Counoil, to weloome the representatives of Czeohoslovakin and of the Ivory Coast, who are well known for their important oontributions to the work of the Unlted Nations.

The United States population of the Panama Canal Zone, whioh is oomposed of these so-oalled nZonian~fl, ha! always been oharaoterized by its hostility towards the nation and people of Panama, by its intratisigence and raoial prejudioe, and by its oontemdt not only for Panamanian oustoms, traditions and laws but also for the laws and obligations of the United States of America itself, whenever these laws and obligations are not to the liking of the wZoniansn or involvs some degree of reoognition, however limited, of any of Panama’8 legitimate rights in relation to the Canal that bears its name. 24. Undar an existing agreementbetween the Republio of Panama and the United States of Amerioa, the flags of both oountries must fly together at oertain places and on certain buildings inthe Canal Zone. The “Zonians” have applied themeelves to preventing this agreement from being carried out, and thanks to the passive and excessively Merant attitude displayed by ihe United States authorities in the Panama Canal Zone, they have sabctaged the implementation of the agreement providing tbat both flags must be hoisted in that Zone. 25. In an illegal gesture designed to pleass the nZonians”, the United States Governor of the Panama Canal Zona deoided arbitrarily, in open disregard of the establishcd agreements, that neither the flng of Panama nor ths United States flag would be flown on certain edifises in ths Canal Zone. Nevertheless, United States students studyinrr in sohools in the Panama Cnnal Zone decided, entirely on their own initiative, to fly only thc United States flag at those schools. 20. Nevertheless, ever since 1003 when the Conven- Mon for the Construction of a Ship Canal was signed, tbe United Stat&s has been gradually 8nd unilaterally arrogating ta itself funotions andprerogatives to whioh it is not entitled under the international oontraots in foroe. The State Department, for its part, bas turned 8 deaf car to Panamals protests or else has ohosen to take palliative and dsoeptive measures whioh, instead of solving the problem, h8ve progressively aggravated and oomplioated it. As an exouse for the State Department% behaviour, it is sometimes said th8t the United States oannot deal with suoh matters under pressure from Panama. At other times it is alleged that we must wait for a nsw treaty, until a new projeot for the oonstruotion of a sea-level canal 1s oompleted. In short, the Qovornment of the Unlted States of Amerioa ha8 neVer p8id due and proper attention to Pan8m8’S olaims and has been oontemptuous of the efforts in whioh 811 Pantrmanian patriots bave for many years been engaged to reoover Pan8ma’s legitimate rights witb respect to the Canal that bears its name. 30. Notwithstanding this, Panama has elways aoted 8Ouording to the strictest prinoiples of international law; and although ihe 1003 Convention is undoubtedly prejudioial t.o Panama and the agreements supplementary t0 that Convention are by no means favourable to us, my Government h8s always fulfilled them sorupulously up to the present Mme. 31. We oannot say the same of the United States of Amerioa, since despite the faot that the 1003 Convention was virtually imposed on Panama, the United States has impletnented only those parts of it whioh it thought fit to implament 8nd in the fashion thut suited it best, and has on many occasions interpretcd it in what 1 crin plainly state is a unilafernl mariner. Thus, although it ~8s olearly lnid down in the 1003 Convention that the Unlted States was to psy Panama 8n annunl sum of $ZGO,OOO in gold, the d.ay came when the Unlted Statee refusecl to psy that omou.lt in golcl and stated thnt from then onwards lt would pay only in paper monoy, whlch wua 8lroady depreciated. 28. On dit partois, B la d6charge du DBpartement d’Etat, que les Etats-Unis ne peuvent traiter ces questions sous :a pression du Panama, D’autres fois,onpr&snd que nous devons attendre, pour obtenir un nouveau trait&, que soit achev6 un nouveau projet de canal B niveau, Bref, le Gouvernement des Etats-Unis d’Am6- rique n’a jamais aooord6 l’attention voulue 8uX r8olamations panamiennes et il a trait6 par le m6pris les efforts d6ploy6s par tous les patriotes panamiens en vue de reoonqu&rir les drotts 16gItImcs du Pnnama sur le canal qui porte son nom. 30. Malgr6 cela, le Panama 8 toujours agi sel011 les prinolpes les plus rigoureux du droit international et, bien que la Convention de 1003 ait 16~6 indiaoutnblement le Panama et que ses accords compl6mentaires ne lui gOlent nullement favorables, mon gouvernement les a toujours scrupuleusement appliqu8s jusqu’h ce jour. 31. Nous ne saurions en dire autant des Etats-Unis d’Am6rique. Al1 these oiroumstanoes are sources of disoontent whioh have acted as a progressive irritant on people’e min&. No one who visits Panama oan fail to be shoaked and dearessed bv the oontrast between the poverty, diseaseand hunier to be seen in the Panamanian seotor adjaoent to the Canal and the high standard of living enjoyod by the @Zonians”, who, among other thlngs, monopolize 90 per oent of a11 the well-paid posts in the Canal, while the Panamanians hold 90 per oent of the lower-paid jobs. 34. In the light of a11 theee provooative aots whioh have oontinued throughout the yeare and whioh finally touohed off the explosion of yesterday and today, the people of Panama regard as national heroes those of their oountrymen who hnve lost their liveo as a result of the aggression launohed yesterday and oontinued today. We deplore this hloodshed, but at the same time e realizo that it repreaents the most noble oontribution of Panama’8 new generition towards the aohievement of our countryls national aspirations. The nations of Amerioa and the world aa a whol8 bave zeen matters In this light and have aooordingly expressed their soljdarity witb us. 36, The Panama Canal Zone must net oontitiue under its present statua, whioh is and ,~ill remain a oauae of permanent disoord. Panama oannot oontinue to remain subjeot toiniquitous treaties imposed on it against its interest and prejudioial to its very exietenoe. It is imperative that the statua of the Panama Canal be ohanged, either by nationalization, on whioh the Canal would beoome the property of theState inwhose territory it is situated, or by internationalitation, inwhioh oase-aooording to the preoedents set in the oase of other international waterwnys-Panama would be reoognized as enjoying a privileged position with regard to the Canal, One cannot praotise or preaoh demooraoy while at the same time disregarding the rights of the weak. 36. We therefore ask for intervention by the Seourtty Counoil, and hope. not onlv that neace and tranouillitv will be -restorëd to us, bit also‘that lastlng soiutioni will be sought which will safeguard the well-beingand dconomio development of the Panamanian nation, 3’7. Certes, nous d6plorons l’effusion de sang, mais nous savon8 qu’elle constitue la plus noble contribution de la n:*.ivelle g6n6rntion panamienne R la rbalisation des asplrations nationales. Les pays d’Am6rique et l’ensemble du monde l’ont compris ainsiet nous ont exprirnb leurs sentlmants drj solidarit6. 36. Il ne faut pas que la zone du canal de Panama garde son statut aotuel, qui est et qui sera un motif permanent de discorde. Lo Panama ne peut continuer h Qtre soumis B des trait6s iniques qui lui ont 6t6 impos6s au m6pris de ses int6r&s et qui portent atteinte h sn vie m6me. But in view of the oomrnents made by the Unlted States representative, it seemed to my delegation that in the course of these discussions there had corne to light a certain tendenoy which should not bo overlooked. 99.
