9. 1 am rather eurprlsed at thie application for a short adjournment of the debate, Let us look at the hirtory of this oase. We were draggedberefrom India -dragged here, and 1 emphaeiee that expression-by Pakistan on the ground that a very grave emsrgenoy had adsen in Kashmir whioh required the immediate attention of the Seourity Counoil. What ha8 happened to that grave emergenoy? We bave been ritting here for three weeks. Every member of the Seourity Counoil har exprerred hlr opinion on the rubjeot. The debate har been oonoluded. When 1 ruggested to the reprerentative of Pakistan at the lart meeting that we rhould slt an heur longer, we were told that he wanted inrtruotionr from hir Qovernment and that we rhould adjourn until thir morning.

The Councll has heard the propoaal made by the representative of Pakistan that It ahould adjourn or suspend Ite consideration of the present question for a llmited time. In this connexion, mle 36 of the provisIona rules of procedure of the Seourity Counoil reads:
“Any Member of the United Nations invited In ta.ooordanoe with the preoeding Rule or in application of Article 32 of the Charter topartioipate In the disouseione of the Security Counoil may submit proposa18 and draft resolutiona. These proposala and draft resolutions may be put to a vote only at the request of a representative on the Seourlty Counoil.”

The ides of adjournlng the moetlng of the Security Counoll whloh ha8 juet been suggested by the representatlve of Pakistan, its Minister for External Affaire Mr. Bhutto, 1s in substance open tono objection. In thie connexion, however, we feel that the points of view of the parties ooncerned-that le, the wishes and positione of both Pakistan and Indiashould be taken lnto aocount in the adoption of a formula to adjourn the meeting of the Seourity Counoll. 1 feel sure that in thla matter the Securlty Councll ~111 give every ooneiderotion to the pcsiti&s of the partie8 ooncerned-that 18, to the position8 of both India and Pakirtan, 16. While havlng no desire to projudge the content of statements for whloh the floor has been requested, 1 would slmply explaln, in the lnterests of correct procedure, that 1 am referrlng to rule 33, sub-paragraph 2, of the provlslonal ruleo of procedure. 20. The PRESIDENT: That belng SO, the Councll Will have to deoide, wlthout a debate, on the proposa1 made by the representative of Morooco in acoordance wlth rule 83, sub-paragraph 2, of the provlslona! rules of prooedure. As Presldent, 1 have to, say that if thero is no objection to the proposa& the meeting wlll stand adjourned. In saying that, 1 thlnk lt proper for me to reoall that the item le, and has been for a long tlme, on the Coundlts agenda, 1 would add that, under the provlsional rules of procedure, the President or any member of the Counoll may at any tlme cal1 for a meeting on this,questlon.
