In aooordanoe with lhe previous deoision taken by the Counoil, I shall invite the representatives of Cyprus, Turkey andareeoe to partioipate in our oonsideration of thls question. The PRESIDENT: 1 should like to draw attention to a draft resolution whioh has been submitted today by the delegatlons of Bolivia, Braeil, Ivory Coast, Moroooo and Norway. It has been olroulated to the memberp of the Counoil in dooument 9/1X71. 6. Mr. BEHNABDES (Brasil)! In the name of the delegations of Bolivia, Braeil, Ivory Coast, Morwoo and Norway, it is my privilege to lntroduoe the draft resolution whioh haa been oiroulated to the membere of the Counoil. May 1 express my gratitude to the other oo-sponsors of the draft resolution for their trust and oonfidenoe in allowing me to speak In their behalf on this oooasion? 6. As the Counoll 1s oertainly aware, a number of oonsultations bave taken place durlng the paot fortnight among the members of the Seourity Counoil and ths interested parties as to the most appropriate aotion open to the Ssourity Counoil at thls junoture. For his part, the Seoretary-Qeneral took upon himself the delioate task of striking a balanoe and reaohing a oommon ground of understanding in the faoe of apparently divergent interests. He has been able to iron out many of the diffioultfos inherent in the situation and to aohieve a large mrirgln of agreement in prinoiple, 7. My oolleagues and 1. benefiting from the groundwork laid by the Seordtary-General, are thus in a position to put before the Counoil a draft resolutlon which we oonsider to be a falr and balanoed dooument. This draft is the result of lengthy negotiations, muoh glve-and-take and oompromise, and if it faile to glve entire satisfaction to any of the parties oonoerned -and thls may be its greatest value-we earnestly balieve that lt wlll not be unnooeptable to them. 8. The first pnragraph of the prenmblo notes that the Atuation wlth regard to Cyprus is Ilkely to threaten international penoe and seourity and may furthor deterlorate unloss measures are promptly taken to malntain pcaoe and to seek out a durable solution. 9. Ce texte est le r6sultat de longues n6gooiations, de beaucoup de oonoessions et d’efforts de oompromis. In the operative part of the draft resolution, the &~noil would oall up& a11 Member Statee, in ionformity with their obligations under the Charter, to refrain from any aotlon or threat of aotion likely to woraen the situation in the eovereign Republto of cyprus or to endanger international peaoe. 12, The draft resolution goes on to ask the Government of Cyprus to take all measure8 neoessary to malutain law and order and to stop violence and bloodshed, Thie appeal is also direoted tu the oommunities in Cyprue and to their leaders, ld, Paragraph 4 of the operative part reoommends the oreation of a United Nations peaoe-keeping force la Cyprus, subjeot to the oonsent of the Government of Cyprus. 14, The paragraph eatablhhes the prooedure to k followed by the Seoretary-General a8 tu the oompositloa and the eiu;e of the foroe and the appointment of ite oommander, The learetary-General La aleo requested to keep the Covernments providingoontingents to the foroe fully informed on its operation and to report periodtoally ta the Seourity Counoil. 14.
