As reprerentatlve of CHINA, I have the right of reply to the oonoluding remarb made by the representative of the Soviet Union. I huve consulted with the other co-sponsors of the draft resolution, and we fully understand Wle spirit in which the sepnrnte vote on parngraph 4 was requested by the delegntion of the Soviet Union. ln spite of the fact tint the draft reeolutlon IA the result, ae I stnted on Monday [ 1100th meeting], of n number of consultfltlons and lengthy negotiations which took plnce during the last few 17.
