The faot that one of the parties is unabla at thir junoture to participate in the Council’s dieoursionr -and I auote the word8 of the representative of India- -by the -Minister who has beei epeoially designated by his Government to deal with thie issue” (1104th meeting, para. 57) weighs heavily in my judgement.
6. My delegation will therefore be prepared to vote in favour of the proposal put forward by the delegation of Cseohoslovakia. I murt say, however, that I ooneider the date of 6 May as 9 &get date, One oan envisage oiroumstanoes in whioh the Council would have to be called into session bcfclre that date. New developments of a political or military nature whioh, in the view of the Council, might alter or wornen the situation now prevailing 1.1 Jammu and Kashmir should, in the view of my delegation, be reason enough for the President or any member of the Counoil to oall for UI urgent meeting within our rules of procedure.
7. In agreeing to the adjournment, I would like to direot, with nli reapeot, an appeal to the partiee to refrain from any aotion or threat of aotion oapable of endangering international peaoe and reourity or likely to make thir already oomplex and delioate problem et111 more intraotable.
