They relate, first of all, to a oontinuous seriea of violations of the BOY~- reignty of aam bpit ta and of the inte air and eea fron !T ity of its land, ero. The numher o suoh violations in 1968 totalled 26B, and during the firet monthhs of lQ64 fifty-two suoh violations bave already taken plaoe, Thers are aleo the three moet far-reaohlng and oriminal aots of aggression perpetrated against Cambodla during the paet three months, 76, It ie in theae last three aote that the direot role of the United States in the aggression againet Cambodia ia moat olearly seen. 7’1. What kind of threat oan Cambodia, a small country thousands of miles from United%Itates shores@ aresent to the United Otates, whioh is one of the most powerful aormtrles in tbe ivorld? Why, we wonder, espeotally of latc should the United States bave thought it posslbla to 8anot10ny aonduot and dlreotly partloipate in aots of aplgression against neutral Cambadla? 8%. The representative ofthe 8oviet Union has ohosen to divert the CounoilQ attention from the aomplaint of Cambodia to a pneral examination of the role of the Wnited States in the war in Viet-Nain-whioh was not even raised by the representative of Cambodia, Tothe extent neoessary to olarify the subjeot w!~! Jh 1s aotually before the Counoil, we shall deal latc v3.h the Soviet allegations. 1 should merely iike to suy at this time that 1: am sure a11 the members of the Counoil, inoluding the repreaentative of the Soviet Union, are quite aware that the only reaaon why the Wnited States ia supplying military and teohnioal aid on a large soale to the Qovernment of the Republio of Viet-Nam, at the rsquest of that Qovernment, ie that Elauth Viet- Nam ie being subjeoted to a large-soale, ageressive, aommunist, armed aesault organieed, direoted, supported and supplied from outside South Viet-Namt an aseault, furthermore, whioh is designed to subvert the independenoe of the Republio of Viet-Nam and to deprive ite people of their right to live under the sooial system whioh they prefer. 116.
