When an enlightened leader of a great nation leaves the world's busy stage there is a pause in the pace of human affairs. For some there is genuine grief. For his country there is universal sympathy. But when Pandit Jawaharlal Nehru passes beyond the clamours of his time there is something much more. Who can say what it is? Sadness, anxiety, homage-yes. But in millions of hearts and minds there is much more, for he had become a part of all mankind. 7. Today we think of the past: of his life of incessant struggle, of his courage and sacrifice, of the burdens he bore, of his incalculable achievements, of his triumphs-yes, and of the staggering unfinished tasks before him. With India's immortal spiritual leader, Mahatma Gandhi, he brought modern India to birth and hundreds of millions of people to national consciousness. He lived to guide his vast country with consummate skill through the first perilous years of national existence. He died, not in honoured tranquillity and repose, but at his post, besieged with difficulties. 8. Prime Minister Nehru's influence extended far beyond the borders of his own country. He was a leader of Asia and of all the new developing nations. His vision and his strength had much to do with the expanding role which those nations have come to play in recent years. And in other parts of the world as well his name had come to be synonymous with the spiritual goals and the worldly hopes of mankind. 9. It is not easy to speak of a man whom I had the privilege of calling my friend for many years when the wound is yet fresh. On his last visit to this country, we talked about statesmanship and diplomacy. I thoaght, Mr. President, that perhaps you would be interested in something he said to me. He said: "There is no difficulty in choosing between right and wrong if the question appears in that sense. It does not always appear that way, and in white and black there are many shades of grey." Pandit Nehru knew better than most that many of life's great decisions are painted not in black and white, but in shades of grey. 10. It is said that a wise man who stands firm is a statesman, and a foolish man who stands firm is a catastrophe. The hope of the world rests with leaders who have the gift of firmness and of flexibility. Prime Minister Nehru had both. He truly lived Gandhi's old dream of building an India and a world in which the culture of all lands would be blown about his house and where there would be room for the least of God's creatures. He was one of God's great creations in our time. His monument is his nation and his dream of freedom and of ever expanding well-being for all men. May that be our legacy and our dream too in the 6. Il est mort non pas dans le calme et dans une retraite honoree, mais h son poste, assailli par les difficultes. 8. L 'influence du premier ministre Nehru s 'etendait bien au-dela des frontitres de son pays. Il etait un des chefs de l 'Asie et de toutes les nouvelles nations en voie de developpement. Si ces jeunes nations en sont venues depuis quelques annees a jouer un r(He de plus en plus marquant, elles le doivent en grande partie h sa clairvoyance et h son energie. Dans d 'autres regions du monde aussi son nom etait devenu synonyme des objectifs spirituels et des espoirs terrestres de 1 'humanite. 9, 11 est malaise de parler d'un homme que j'ai eu l'honneur d'appeler mon ami pendant des annees, alors que la blessure est encore frafche. Lors de son dernier voyage aux Etats-Unis, nous avons parle des qualites de l 'homme d 'Etat et de la diplomatie, Peut-~tre vous interessera-t-il, Monsieur le President, d 'entendre une parole qu 'il m 'a dite a ce sujet. La voici: "Il n 'est pas difficile de choisir entre le bien et le mal si c'est ainsi que la question se pose. La question ne se pose pas toujours ainsi et entre le blanc et le noir il y a bien des nuances de gris." Le pandit Nehru le savait mieux que quiconque: dans la vie, bien des grandes decisions ne s 'inscrivent pas en blanc ou en noir, mais en differentes nuances de gris. 10. On dit qu 'un sage qui fait preuve de fermete est un homme d 'Etat, tandis qu 'un fou qui fait preuve de fermete est une calamite. Le monde met son espoir dans des chefs qui savent h la fois faire preuve de fermete et de souplesse. C 'lltait le cas du premier ministre Nehru. 11 a rllellement vecu le vieux r~ve de Gandhi: bfttir une Inde et un monde qu 'animerait le souffle de la culture de tous les pays et oil la plus humble des creatures de Dieu aurait place. 11 etait l 'une des creatures d 'elite dont Dieu a fait don a notre epoque. Mr. President, you and the Secretary- General have expressed the feelings of the Council and the United Nations at the sudden death of Mr, Jawaharlal Nehru, the Prime Minister of India, We share these feelings, but the Council will understand the Moroccan delegation's desire to claim, on various grounds, a particular kinship with Mr, Nehru, 14. As a son of India, he devoted several decades of his life, sometimes at great personal cost to the struggle for his country's independence. He thus set an example, at a time when people were still hesitant about the struggle for independence, and he showed the way to millions of human beings, giving them the courage and perseverance, the en€rgy and wisdom to achieve the supreme aim which has just been defined as one of his objectives and the ultimate goal of his life, namely, freedom. 15. No one will deny him the right, as a member of the African-Asian family, to be considered the architect of the political thinking and morality which, since the appearance of new States on the world scene, represent the line followed today by the entire world, 16. As Head of State and leader of a Member of the United Nations, he came here several times to speak in the United Nations and give it a message the memory of which is undoubtedly still fresh in our minds today. 17. Today is the second time India has lost its leader, and the loss is not India's alone, Mr. Nehru bore on his shoulders the weight of Ghandi 's message. We can be sure that his people, raised in his thought and his ethics, will give India and the worldafurther example of what the wisdom of India and the profundity of its civilization can offer the United Nations and the world as a whole. 18. Mr. Stevenson has just given us a personal memory. I should also like to recall that ten years ago, at an extremely difficult time in my country's history, I had the privilege, with some of my friends, of meeting Mr. Nehru under special circumstances, It would be impossible for us to forget the message of courage and prudence he gave us, The fact that the path we have since followed was that which we publicly supported with him at the international level 12. The delegation of the Republic of the Ivory Coast associates itself with the words spoken by the President of the Council and the Secretary-General on behalf of the Security Council and the United Nations. It wishes to offer its heartfelt condolences to the Government and people of India, to the family of Prime Minister Nehru and to the delegation of India. 22. Together with Mahatma Gandhi, the champion of non-violence, Pandit Nehru, the apostle of tolerance, showed those who were willing to hear and follow him the path of peace. The world has lost a great man, the African-Asian world a great leader, one of its most illustrious sons. 23. The Republic of the Ivory Coast shares in the cruel loss that has struck its sister republic of India.

The sorrowful news of the sudden death of Mr. Jawaharlal Nehru, the Head of the Indian Government, has shaken people throughout the world. An outstanding son of the great and wise people of India has departed this life. The death of Mr. Nehru, that indefatigable champion of peace and mutual understanding among nations, is an irreparable loss for all mankind. 25. The Soviet delegation presents its deepest and most sincere condolences to the people and Government of India and to the family and friends of Mr. Nehru. 26. A great man has left us forever-a statesman of international stature, a man who did much for the development of friendly relations between the peoples of India and the Soviet Union, for the strengthening of peace and for the growth of understanding and cooperation. In regard to him the Chairman of the Council of Ministers of the USSR, Mr. Khrushchev, once used these words: "We Soviet people value Jawaharlal Nehru highly, because he understands the meaning of friendship between our countries and the significance of our common struggle for the strengthening of peace and friendship among all peoples." 20. Je voudrais que la delegation de l 'Inde ait la certitude que les pays afro-asiatiques, et, parmi eux, le Maroc, considereront que ce message fait partie du patrimoine que M. Nehru a laisse et que nous garderons avec fierte et avec jalousie. 21. M. The part played by Mr. Nehru in the development and implementation of the principles of peaceful coexistence is universally recognized. Mr. Nehru was absolutely correct when he pointed out that peaceful coexistence was the only way in which States could conduct themselves, since any other way would lead only to mutual destruction-and this we reject. 29. We bow our heads in respectful memory of a distinguished statesman, thinker and fighter on the soil of the ancient people of India, and express our faith in the triumph of the great and noble ideals to which Jawaharlal Nehru so courageously devoted his entire life. 30. Mr. NIELSEN (Norway): The Norwegian delegation pauses to bow in deep respect and in sorrow. India has lost its great leader, Jawaharlal Nehru. Prime Minister Nehru gave of his rich resources to India in the two most important tasks facing any nation: the achievement of sovereignty and independence and the establishment and practice of a true democracy. 31. Prime Minister Nehru was also called upon by the world for assistance in the extremely difficult art of practising peace with understanding which he combined with respect for freedom and for justice. The United Nations, therefore, also shares India's great loss today. Norway's sympathy goes out to India and to the family of the late Prime Minister Nehru. 32. Mr. BERNARDES (Brazil): On behalf of my delegation I should like to extend to the delegation of India, to the Indian Government and its people my deep condolences for their grave loss. Prime Minister Nehru was not only an Indian leader but a world figure, and one of its outstanding statesmen. 33. His struggle for the independence of his country, his dedication to peace, his staunch support for the principles on which the United Nations is based, will always be recalled with gratitude and admiration. I wish to extend the sympathy of my delegation to the family of the great leader who has now disappeared from the world scene.

A man who gave his life to the cause of freedom, his brilliant mind to the cause of peace, his good faith to the cause of ideological tolerance and his love to all mankind has disappeared from the world scene and entered the realm of the immortals. 35. The delegation of Bolivia joins in the universal mourning on the occasion of the tragic death of Prime Minister Nehru, who, like his predecessor, Mahatma Gandhi, was misunderstood by those who did not comprehend his preaching and example. 28. Mr. President, allow me to join you, the Secretary-General and my distinguished colleagues in the Security Council in extending the deepest sympathy of the Czechoslovak delegation to the Government and people of India on the occasion of the demise of Prime Minister Nehru, one of the great leaders of the peace-loving people of the world. 38. We had the opportunity to admire the brilliant ideas of Mr. Nehru here in the United Nations, of which he was always a great advocate and friend. The Czechoslovak people loved Mr. Nehru and greatly appreciated his sincere efforts to strengthen world peace and his fight for the principles of peaceful coexistence among nations, and it admired his achievements in increasing the well-being of his people and their progress in the economic, social and cultural development of their country. India, under his leadership, has always used its position, its influence and prestige in supporting the struggle of all nations for independence, economic development and equal rights. 39. The Czechoslovak people has always been closely related in friendship with the people of India and fully shares the sorrow of the Indian people at this sad moment. The memory of Mr. Nehru, his efforts and his actions, will forever reside deep in our minds.

I call on the representative of the Republic of China.

Mr. President, I wish to associate my delegation with the expressions of cond::>lence which you and the other speakers preceding me have extended to the people of India in their sad hour of bereavement following the death of Prime Minister Nehru. 42. Mr. Nehru was a leader of great vision and achievement. In mourning for his death I cannot help recalling how my people admired him during the days when he led the people of India in the struggle for the independence of his country. We wholeheartedly supported the movement led by Prime Minister Nehru and rejoiced with him when his goal was achieved and India became independent. Although my Government did not always see eye to eye in policy with the Government which was headed by Prime Minister Nehru, we believe that his great contribution to his country and his people and to their nation-building will go down as a glorious page in history and will be remembered by all. 37. Nehru et l 'admirait profondement tant pour les efforts sinceres qu 'il deployait afin de renforcer la paix mondiale que pour sa lutte en faveur des principes de la coexistence pacifique entre les nations. 11 l 'admirait aussi d '~tre parvenu '1:t accroitre le bien-€\tre de son peuple et '1:t faire progress er son pays sur le plan economique, social et culture!. Le peuple tchecoslovaque et le peuple indien ont toujours ete unis par des liens etroits d'amitie et nous partageons entil:lrement ! 'affliction de l 'Inde en cette triste circonstance. Mr. Narendra SINGH (India): The Indian delega- tion thanks you, Mr. President, the Secretary-General, and other members of the Security Council for the words of sympathy and sorrow on the passing away of Prime Minister Nehru, All his life he worked for freedom, peace, justice and humanity. What he cared for was the happiness and welfare of the people of India and of people everywhere, What he hoped for was a change of heart. He lit many candles and their light will illuminate the world for generations to come, 46, In mourning the passing away of Jawaharlal Nehru, the world mourns the death of one of its noblest sons, For my generation in India, Jawaharlal Nehru has exemplified the heroic virtues of courage, tenacity and magnanimity. 47. The ideals which he cherished most dearly are the same as those which our Organization stands for, He was one of the staunchest supporters of the United Nations, That the highest forum of the international community recalls his services so poignantly is evidence of his service to the ideal of one world. The policies and precepts of India will be carried on. India, and indeed the world, cannot afford to depart from them. 48. Our grief cannot be measured, but the blow is somewhat softened by the knowledge that our sorrow is shared by so many from all over the world. I shall convey to my Government and people the very sincere and fraternal condolences that have been expressed in the Security Council.

It appears from consultations that have been taking place that the Council is unanimous in its desire to suspend its work today as a mark of sym9athy for the nation, the Government and the people of India in their bereavement.
