36. It wculd appear that a de facto cessation of hcstilities has ccntlnued to prevall in Ssnto Domingo. There is reascn to hcpe that thls wlll continue tc be chserved in the days ahead. The representatlve of -t@! Sscretary-General continues to remain on the SP+ --- and be reports rëgularly on the develcpments. Tbe Secretarjr-General h.as infcrmed me tbat tkere bave been no new develcpments concerning tbs observance of a ds facto cessation of hcstilitiee since hls last report, and that he Will prcmptly make available tc the members of the Security Coumil information sent tc him by hi? representative as +nd when it is received. This will help all members of the Councll to fcllcw closely the events as they develcp. 1 would therefcre propose that we adjcurn. If any particular situation demands lt, 1 may cal1 the Council into immediate session.
37. ït gces withcut saying that if any member of the Ccuncil shculd consider it desirable or necessary tc bave a meeting at any time on other information availahle tc him, and if he communlcates with me, I shall of course consult the memhers of the Ccuncil with a view to calling a meeting of the Ccuncil at once. 39. However. tbe Soviet delegation feels it necessary ta point out that the question of a cease-fire behveen the opposing forces in the Dominican Republio, however important it may be, is exclusively a matter for the Dominican Republic itself and one within its dome;tm jurisdiction.
40. Certainly the efforts made by the Security Council to put an end to the bloodshed and fratricide in the Dominican Republic with the help of the Secretary-General and his representatives must be duly appreciated. Nevertheless, the Security Council has not SO far solved the main problem. which is that of armed intervention by United States forces in tbe Dominican Republic, a Member of the United Nations.
41. Unforhmately the fa& of the situation-the American imperialists’ flagrant violationof sovereign rights and territorial integrity and the act of aggression they bave oarried out-have not yet been given their proper valuation by the Security Council. Interference in the domestic affairs of the Dominican Republic continues, and the United States occupation forces continue their obvious efforts to impose on tbat country a r6gime to their Hking, and the Security Council has SO far failed to take steps to deal with this main problem. even though that is the direct duty and responsibility of this supreme organ of the United Nations, whose task is the maintenance of international peace and security. This failure fs the more surprising in view of the presence in the Council of one of its permanent members, the United States of America. whose representative constantiy tries to depict himself as innocence personified and declines any responsibility for the crime committed. These outrages by United States imperialism against the people of a small country and a Member of the United Nations are continuing before the eyes of the world; yet the Security Council fails to take the measures provided for by the Charter of our Organisation, measures which are its first duty.
42. We have just heard the maternent of the Cuban representa,.ve, Ambassador Alvarez Tabfo. He once again called npon the Security Council to act to curb the occupation forces, rebuff the interventionists, demand the withdrawal of United States occupation forces from the Dominican Republic and put an end also to interference by the so-called Organization of American States. an organization manipulated by the United Smtes of America and under its control.
43. These are the points to which the Soviet delegation has felt it necessary to draw attention even now, at this moment, when we are about to decide on the date of the Council’s next meeting.
