Forhearance is a aualitv which we bave develoned in dealins with ourdiffioult neighbour Pakistan; and today f want to show more than normal forbearance in not replyiug to the representative of Pakistan% diatribes, to his false charges. 1 can only say that our withers are unwrung by his imputations.
44. 1 shall now prooeed to the business before us.
45. As the Council is doubtless aware, the moment it passed its resolution 211 (1965) on 20 September, the Secretary-General communicated tbe text to tbe Government of India and. presumably. to the Government of Pakistan. The Prime Minlster of India’s reply in regard to that resolution was communicated to the Secretary-General in less than eighteen heurs, agreeing to order a cesse-fire at the date ond Mme specified by the Security Council. Our replu was as prompt as was possible in the circumstances in order to avoid further loss of life and devasta- Lion. which was the greatest adiety of the house. Till a few minutes ago we did not know whether Pakistan was going to accept the cesse-fire or net. Now the Fore@ Minister of Pakistan has chosen to corne here and announce it in a dramatic fashion.

41. 1 mnted to communicate this message from my Government SO tbat the Conncil could decide at wbat time the cesse-fire sbould take effect. 1 am sure the Council w-Ill appreciate that tbis is a reasonable request because orders bave to be communioated to the commanders to cesse fire.

The PRESRXNT’: I bave consulted mycolleagoes on tbe Security Council with reference to the declaratien made by the representative of fndia, bearing in mind also the declaration of the representative of Pakistan, and the Covncil has authorized me to make a skatement on behalf of the entire Couucil.
50. We note, of course, the report of the Secretary- General. We bave heard the statements of the Minister for Foreign Affairs of Pakistan and the representative of India. Tbe Counci! c?zprrsses its satisfactionthat the cesse-fire demauded in its resolution 211 (1965) of 20 September 1965hasbeenacceptedbythetwo parties a:rd calPs upon the Governments concerned to implement tbeir adberence to the cesse-fire cal1 as rapidly as poss:ble. and in any case net later thon 2200 heurs GMT on 22 September 1965.
