In accordance withtheCouncil’s decision at the 1296th meeting, I shall now invite the representatives of the United Arab Republic and Yemen to participate, without vote, in our discussion. At the invitation of the President, Mr, M. A. EI-Kony (United Arab Republic), and M. M. Alaini (Yemen) took places at the Council table.

My delegation has followed with the greatest interest and attention the debate which has been going on for over a week now on the complaint referred to in document S/7442 of 2 August 1966, addressedby the representative of the United Kingdom to the President of the Security Council. 3. In view of all that has been said here about that complaint, my delegation will confine itself to drawing your attention, Mr. President, to the reason-which you will easily understand-why this United Kingdom complaint concerning incidents alleged to have taken place in the Amirate of Beihan on 30 July 1966, and transmitted to the Counoil before the closure of the debate on the Israel-Syrian dispute, has led us to make some comparisons. 4. KEITA (Mali): Ma dUggation a suivi avec le plus grand intQ&t et la plus grande attention le d&bat qui, depuis dhj& plus d’une semaine, s’est in&au& au sujet de la plainte faisant l’objet du document S/7442, en date du 2 aoat 1966, que Ie reprgsentant du Royaume-Uni a adresse au Pr&sident du Conseil de sbcuriti?. 3. Etant don& tout ce qui a dGj& 6th d&la& ici B propos de cette plainte, ma d616gation se bornera, Monsieur le Prhsident, B attirer votre attention sur le fait - que vous comprendrez aisement - que cette plainte britannique, relative aux incidents suppo&s avoir eu lieu dans l’emirat de Beihan le 30 juillet 1966, et transmise au Conseil avant la cl&use du d&bat sur le diff4rend israhlo-syrien, nous a incitbs ?+ quelques comparaisons. 4. En effet, si, ici, le libel16 meme de la requi%e britannique, de par son manque de clarti5, wire de 5, Hence, with the best will in the world, none of the attempts to justify document S/7442 has convinced my delegation of the soundness of the facts it alleges, and it is thus very difficult for US to deal with the question in the Council properly and objectively-in the form, that is to say, in which it is submitted to us. 6. My delegation is of the opinion that no problem can be properly settled by dealing solely with its most superficial aspect. We understand thatthe United Nations has a special organ, the Special Committee on decolonization,U one of whose sub-committees has the specific responsibility of dealing with the problems of Aden. Unfortunately, we also understand that the administering Power has been totally unto-operative with this organ, which could have done useful work in this matter. The latest example of this attitude is the letter of 1 August 1966 from the representative of the United KingdomZ addressed to the Secretary- General. 7. My delegation feels bound to express its concern about the question under consideration and fears that this kind of action may hinder the creation of more favourable conditions for the genuine independence of South Arabia in accordance with the freely expressed wish of the populations of Aden and of the Protectorates of the region. 8. In my delegation’s view, the United Kingdomoomplaint offers no convincing evidence. However, our desire to safeguard the inalienable right of the peoples of Aden and of the Protectorates to freedom and independence is such that we would not reject out of hand the principle of any suitable action or formula which the Organization might decide upon to reach a fair and objective judgement. For that reason, and because we have absolute confidence in the Secretary-General’s exceptional abilities and noble ideals, which compel the admiration of all Member States, my delegation hopes that the Council will request the Secretary-General to offer his good offices, with the agreement and genuine co-operation of the parties, in order to establish an atmosphere of peace and understanding in the region concerned, solely in the true interests of the inhabitants of Aden.

C’est dire done que, malgrg toute notre bonne volont& aucun essai de dgmonstration du document S/7442 n’a pu convaincre ma d%gation du bienfondi: des faits relaths, et il nous paral’t d&s lors t&s difficile, au Conseil, d’examiner la question d’une faGon valable et objective, dans la forme sous laquelle elle est lui est soumise. 6. Ma dGl&gation estime qu’on ne peut resoudre valablement aucun problgme en s’attaquant uniquement ?i ce qui en constitue l’aspect le plus superficiel. Nous crayons savoir que 1’ONU dispose d’un organe spkcifique, le Cornit sp$cial de d&olonisationY, dont un sous-comit6 a pour t&he essentielle de suivre les problbmes d’Aden. Malheureusement, nous crayons savoir bgalement que la: coop&ration de la Puissance administrante a totalement fait dgfaut a ce corn%+, qui aurait pu cependant, en la mati&re, faire ceuvre utile. La dernibre manifestation de cette attitude est la lettre du ler ao& 1966 adresshe au Secrbtaire g$&ral par le reprbsentant du Royaume-Uni.?//. 7. Ma delggation tient ;2 exprimer ses inquihtudes devant la question 8. 1’8tude et craint que des entreprises de ce genre ne contribuent B empgcher l’instauration de meilleures conditions pour une ind& pendance rbelle de l’rirabie du Sud, selon le V(EU librement exprim6 par les populations d’Aden et des protectorats de la rggion. 8, De l’avis de ma d%gation, la plainte du Royaume- Uni ne prgsente aucune preuve convaincante. Cependant, notre souci de sauvegarder le droit inalienable des peuples d’Aden et des protectorats a la libertk et B l’ind&pendance ne nous incite gu&re B rejeter & priori le principe de toute action ou formule pertinente de l’organisation visant a creer les conditions les plus adequates de juste et objective apprhciation. Pour cette raison, et totalement confiante en les capacit&s exceptionnelles du Secr&aire g&&al et en son noble id&al qui force l’admiration de tous les pays Membres de notre organisation, ma del&gation souhaite que le Conseil prie le SecrStaire gbr&ral de bien vouloir accepter d’offrir ses bons offices, avec l’accord et la coop6ration effective des parties, en vue d’instaurer dans la &gion considgree un climat de paix et de comprghension, et ce uniquement dans l’inti$& bien compris des populations d’hden. 9.
