1 should like toinformmembers of the Security Council that 1 have just received a letter from the President of the General Assembly. The letter reads as follows:

“1 have the honour to inform you that at the 1456th plenary meeting of the General Assembly, held today for the purpose of electing five members of the International Court of Justice, the following five candidates obtained an absolute majority of votes in the General Assembly: Mr. Fouad Ammoun (Lebanon), Mr. Cesar Bengzon (Philippines), Mr. Manfred Lachs (Poland), Mr. Charles D. Onyeama (Nigeria), Mr. Sture Petrén (Sweden),
“1 note from ‘your letter of 2 November that at the 1315th meeting of the Security Council the following five candidates obtained the neoessary majority of votes in the Council: Mr. Fouad Ammoun, Mr. Manfred Lachs, Mr. Antonio de Luna, Mr. Charles D. Onyeama, Mr, Sture Petrén,
“1 informed the General Assembly that Mr. Ammoun, Mr. Lachs, Mr. Onyeama, and Mr. Petrén have received an absolute majority both in the General Assembly and in the Security Council and are therefore elected members of the International Court of Justice.

2. Since only four members have been duly elected, it is necessary, in accordance with Article 11 of the Statute of the Court and rule 61 of the provisional rules of procedure of the Security CoUCil, t0 proceed to hold a new election to fil1 the remaining Seat.
3. The Council Will proceed at once to ballot for the vacancy remaining in the membership of the International Court of Justice. Ballot sheets Will be distributed. AH whose names appear on the ballot are eligible, except those who have already been elected to the Court at the previous meeting. Please strike out from the ballot the name of Mr. Petrén, as he has been elected, and vote for only one candidate to fil1 the remaining Seat.
A vote was taken by secret ballot.

No candidate having received the roquired number of votes, we shall proceed to another ballot.

Since no candidate has received the required majority of votes, we shall proceed to the third ballot.
6. 1 have been requested to announce that His Excellency, Mr. Antonio de Luna, has withdrawn his candidacy.

Since Chief Justice Bengzonhas received more than eight votes, we shall communicate

8. As is apparent, this completes our work. Inasmuch as Messrs. Ammoun, Lachs, Onyeama, Petrén and Bengzon have received the required majority of votes in the Security Council and in the General Assembly, it is obvious that the President of the General Assembly Will announce that they have been elected members of the International Court of Justice for a term of office of nine years begninning 6 February 1967.
9. For my part, 1 wish to express my appreciation to a11 members of the Council for their ca-operation and courtesy during this rather complicated and difficult balloting.
