I should like to draw the attention of the members of the Council to page 4, annex B, of the report of the Commission for Conventional Armaments, which states: "At its ninth meeting, on 25 June 1947, the Commission for Conventional Armaments agreed to the following proposal concerning the organization of its future work:
1 The mimeographed text of annex C reads as follows: "1. The establishment of general principles for the reduction of armaments and armed forces and for the determination of the minimum requirements of each State with regard to all kinds of armaments and armed forces (land, sea and air), taking into account the prohibition of atomic weapons and other kinds of armaments adaptable to mass destruction. "2. The establishment of the general principles which are to serve as a basis for the reduction of manufacturing war production and the determination of the maximum capacity of war production for each State, with a view to permitting the production and use of atomic energy for peaceful purposes only. "3. The extension of the principles set forth in paragraphs 1 and 2 to States which are not Members of the United Nations. "4. The establishment of limits for individual kinds of armaments and armed forces for each State, on the basis of the principles set forth in paragraph 1. "5. The establishment of limits for various kinds of war production for each State, on the basis of the principles set forth in paragraph 2. "6. This plan was adopted unanimously by the members of the Commission. This item has been submitted to us for information, not for approval. Therefore, I draw to it the attention of the members of the Council.
206. Re-examination of applications for membership in the United Nations
As the members of the CouIl,cil will remember, the G,eneral Assembly, on 19 November 1946\ recommended that the Security Council should re-examine the applications for membership in the United Nations of the following States: the People's Republic of Albania, the Mongolian People's Republic, the Hashemite Kingdom of Transjordan, Ireland and Portugal. This request is now before us.
As President, I should like to propose that we follow the usual procedure and that we first refer this matter to the Committee on the Admission of New Members.
If there is no objection, I shall consider my proposal adopted and the question referred to the Security Council Committee on the Admission of New Members.
Colonel HODGSON (Australia): There is one aspect of this question to which my delegation would like to invite the attention of the Council. The question of the admission of new Members is a matter of great public interest; it is a matter of great moment not only to the State concerned but to all Members of the United Nations. We feel that the public should be aware of the reasons for the support or the rejection of any application.
Rule 59 of the provisional rules of procedure of the Security Council simply states that
cc••• the applicati,)ll shall be referred by the President to a committee ... ". Rule 60 goes on to say that "the Security Council shall decide whether in its judgment the applicant is a peaceloving State and is able and willing to carry out the obligations contained in the Charter . . .". 206. Nouvel examen des demandes d'admission comme Membres des Nations Unies
Le PRESIDENT (.traduit de l'anglais): Ainsi que les membres du Conseil se le rappelleront, l'AssembIee generale, le 19 novembre 19461, a recommande au Conseil de securite d'examiner a nouveau les demandes d'admission comme Membres des Nations Unies presentees par les Etats suivants: la Republique populaire d'Albanie, la Republique populaire de Mongolie, le Royaume hachemite de Transjordanie, l'Irlande et le Portugal. Nous sommes saisis maintenant de ces demandes. En tant que President, je vous propose de suivre la procedure habituelle, c'est-a-dire de renvoyer tout d'abord cette question au Comite des demandes d'admission de nouveaux Membres. Si cette proposition ne souleve pas d'objections, je la considererai comme ad<-ptee et la question sera renvoyee au Comite des demandes d'admission de nouveaux Membres.

Mr. EL-KHOURI (Syria): The resolution of the General Assembly dated 19 November 1946, is the one which is before us. This matter has been under discussion for a long time and there has been some delay concerning it in the Security Council. I believe that the Security Council is expected to present its report and recommendations to the General Assembly at its next regular session in September. There are now only two months left before the meeting of the General Assembly. For this reason I should like to propose that the Committee on the Admission of New Members should expedite this work and should send its report to the Council within a fixed time, let us say by the beginning of August. The Security Council will then be able to discuss the matter, formulate its decision and present its recommendations before the meeting of the General Assembly, so that this question may be inserted on the provisional agenda of the General Assembly. I do not believe it would be advisable to let this matter be delayed much longer. The Committee should be instructed by the Security Council to submit its report before 31 July.
I should like to inform the representative of Syria that I intend to give instructions to the Secretariat to have the Commit-

Le sujet est reste longtemps en discussion et a subi quelque retard au Conseil de securite. On s'attend, je crois, que le Conseil de securite presente son rapport et ses recommandations al'AssembIee generale au cours de sa prochaine session, en septembre. I1 ne reste ainsi plus que deux mois avant la reunion de l'AssembIee generale. Je propose done que le Comite des demandes d'admission de nouveaux Membres active ce travail et envoie son rapport au Conseil dans un delai determine, par exemple avant le debut d'aout. Le Conseil de securite pourra alors discuter la question, formuler ses conclusions et presenter ses recommandations avant la reunion de l'Assemblee generale de fa~on que cette question puisse etre portee a I'ordre du jour provisoire de I'Assemblee. I quoted from Rule 59.
Colonel HODGSON (Australia): I gathered from that, then, that the Committee has until 12 August, if necessary, to submit its report to this Council. I believe the President can suggest a date and the Council can fix the date.
I was mistaken. The representative of Australia is right.
If there is no objection, I shall instruct the Committee on the Admission of New Members to present its report on 10 August, or earlier if possible.
No objection was indicated.
On the other question of the open or closed character of the meetings of the Committee on the Admission of New Members, I believe that it would be best to adopt our usual procedure, namely, to let the Committee make its own decisions. If there is no objection by the Council, I shall give no instructions on this subject to the Committee. The representative of Australia in the Committee will be free, of course, to request open meetings if he so desires.
Colonel HODGSON (Australia): That is not quite the point which I wish to make. You suggested that the representative of Australia in the Committee would be free to request that the meeting should be open. That is based on the assumption that the meeting is going to start as a closed meeting, and scmebody makes that decision. I wish the meeting to be called as an open meeting, and then for somebody, if he so desires, to move that it should be a closed meeting after it opens.

Mr. GROMYKO (Union of Soviet Socialist Republics) (translated from Russian): The Security Council has again resumed discussion of the Greek question. We now have before us the Commission's report.l This contains a large amount of factual data collected by the Commission on the spot in accordance with the Council's instructions. This documentation relates both to frontier incidents as such, which was the question originally raised by the Greek Government, and a description of the situation in Greece, especially in its northern regions. Thus, the Council now has the opportunity of appraising the situation objectively and of discovering the real reasons for the strained relations which have arisen between Greece and its neighbours, including the reasons for the incidents on the northern Greek frontiers.
