An application for admission to membership in the United Nations was submitted by the Emir of Qatar in a letter dated 4 September 1971 /S/10306/. Under rule 59 of the provisional rules of procedure applications shall be referred by the President to the Committee on the Admission of New Members unless the Council decides otherwise. Accordingly, unless I hear a proposal to the contrary, I shall ask that Committee to study the application of Qatar and submit its report to the Council in the shortest possible time. 1. First of all, I wish on behalf of all members of the Council to express our gratitude to Ambassador Vinci of Italy. We thank him for the efficient and impressive way in which he conducted our delibep ations and consultations during the month of August. It is a privilege to succeed him and I shall humbly endeavour to live up to the standards which he has so remarkably established. 3. As no member of the Security Council has asked to speak at this stage, I take it that my proposal is adopted. Accordingly, the application of Qatar is referred to the Committee on the Admission of New Members for exarnination and report.
