In accordance with rule 59 of the provisional rules of procedure, the Secretary- General circulated on 13 August the application of the Republic of Cape Verde for admission to membership in the United Nations. This application is contained in document S/ 11800. Provisional agenda (S/Agenda/l837/Rev.l) 3. The following day, that is, on 14 August, the Secretary-General similarly circulated, in document S/11804, the application of the Democratic Republic of Sao Tome and Principe for admission to membership in the United Nations. 1. Adoption of the agenda. 2. Admission of new Members: Application of the Republic of Cape Verde for admission to membership in the United Nations: note by the Secretary-General (S/l 1800) 4. Lastly, the application of the People’s Republic of Mozambique was received on Saturday, 16 August and is circulated in document S/11805. Application of the Democratic Republic of Sao Tome and Principe for admission to membership in the United Nations: note by the Secretary- Ge%ral (S/l 1804) 5. In accordance with provisions of rule 59, applications shall be referred by the President of the Security Council to its Committee on the Admission of New Members unless the Security Council decides otherwise. Consequently, unless I hear a proposal to the contrary, I shall request the Committee to study these three applications and report thereon to the Council. It is of course understood that the timelimit set out in rule 59 for the submission of the Committee’s report is waived ipso facto. The provisional agenda for this morning’s meeting is before the Council in document S/Agenda/l837/Rev. 1. I should like to point out that the agenda was revised on Saturday following the receipt of the application now listed as its item 4. It appeared to me that such a procedure would correspond to the wishes expressed in the course of the informal consultations among members of the Council that took place last Friday. Accordingly, if I hear no objection I shall consider the agenda adopted. 6. If I hear no objection, I shall take Council agrees with the procedure I outiined. it that the have just It was so decided.

In accordance with the arrangements agreed upon during the course of our prior consultations, I would request the Committee on the Admission of New Members to meet 15 minutes from now and to endeavour to prepare its report promptly in order that the Security Council may take it up this afternoon.
