On 25 November 1975 the Secretary-General, acting in accordance with rule 59 of the provisional rules of procedure of the Council, circulated in document S/11884 the application of Surinam for admission to membership in the United Nations. Provisional agenda (S/Agenda/l857) 3. Under the further provisions of rule 59, unless the Security Council decides otherwise, such applications shall be referred by the President of the Council to the Committee on the Admission of New Members. Accordingly, unless I hear a proposal to the contrary, I shall refer the application of Surinam to the Committee on Admission of New Members for examination and report. 1. Adoption of the agenda 2, Admission of new Members: Application of Surinam for admission to membership in the United Nations (S/l 1884) 4. I would also propose that, in accordance with the usual practice, the provisions on the timing for the submission of the Committee’s report set out in rule 59 be waived. As there has been no other proposal, I take it that the Council agrees to follow the procedure that I have just outlined. Expression of thanks to the retiring President f I The PRESIDENT: In accordance with the Council’s usual practice, before we proceed to the adoption of the agenda for this morning’s meeting, it is my happy duty to thank the representative of the Soviet Union, on behalf of the Council as a whole, for the skill and the patience with which he conducted the Council’s proceedings during the month of November. I observe that in following in Mr. Malik’s footsteps I am doing so by summoning a meeting of the Council on the first day of the month, I only hope I shall not, like him, have to do the same on the last day, too. I should like, however, on the Council’s behalf, to tell the representative of the Soviet Union how much We have admired his stamina and his good humour in the Chair, as well as the judicial way in which he approached our difficult work during the last month.

I would request the Committee on Admission of New Members to consider this matte] urgently immediately after the adjournment of this meeting of the Security Council. 1 am confident that the Committee will be in a position to prepare its report in time for submission to the Council and for consideration by the Security Council at 3 o’clock this afternoon.
